Be it enacted by the Senate and House of
Representatives of th» United States <ij ri
mer ka in Congress assembled, That the
Secretary o the treasury he, and he is hereby'
authorized and empowered to p~T." l e. hy contract
for building light houses, and placing buoys the
following sites and shoals, to wit: five lighthouses,
one oil Cross Island, near M.acliius ; one in the har
bor of Moothbay, at such a place as the Secretary
ofthe Treasury shall designate ; and one on Pond
bland,ju.-t!ie mouth of the Kennebec river ; one
on the Stratford Point, in Connecticut; and one
on Throg’s Neck, in New-Ycrk; and on the shoals
of Nautucket, and die Vineyard Sound, a number
of buoys, not exceeding ten, in the State of Massa*
chusetts. A light house at the mouth of Oswego
river, at such place as shall be designated b>‘ tiie

provincial papers published in England; Scot
land, thirty-one ; Ii eland, fifty-six j the Brit
ish Isles, six. The city of Dublin Ims six
teen, four of which are daily. The London
Literary Gazette says that many of the coun
try papers have u very great sale, so that they
may safely be averaged at 2000, or, thirty-six
millions and a half annually. The most vio
lent of the opposition papers, stood higher in
IBID, than they do at present—some of them
by thousands; and the papets of a less de
cidedly party character, have increased.
The revenue derived by the government
from stamps, is not all. In 1820, the duties
upon advertisements in Loudon alone, ^
mounted to 4fi,000/. and upwards.
Though simply speculative, (observes tho
Literary Gazette,) it would he curious to cal
culate on these data the number of readers in
the kingdom, the number of hours eni) loved
in reading, and the quantity of effect pioduc-
cd in conversation, by this prodigious circula
tion of newspapers. At a first view it would
seem that the entire adult population of Great
Britain did iiuthing else but print and perus*
journals.
During the sitting of Parliament, each
morning journal lias from six to t«n or inor»
gentlemen of literary acquirements, engaged
in reporting the debates. These succeed
each other in rotation in the gallery of the
House of Commons, or space for strangers in
the upper hpuso ; and remain, as may be rc-
j quisite, half an hour, an hour, or two hours*
respectively, to take notes of what passes ;
as one retires, another occupies his place ;

In the weekly prints, the system is nearly
the same ; only they do not employ reporters,
or look much after original matter; except,
perhaps, that, some ofthe leading Sunday
newspapers, obtain an account from the ^iw
courts on Saturday, and of any late news on
thatjda v. Their expenses are thus compara
tively inconsiderable, and their emoluments
great. It is not easy to speak with rettainty,
nor would it be right intis to doso,ofthe pro
fits of any particular journals, we shall there
fore conclude by stating the common rumor
that at least, one morning paper is worth from
fifteen to eighteen ; two from eight to ten ;
one evening more than ten ; and one, and
perhaps two weekly, from three to five thou
sand pounds per annum.
4Ve wish some one of our brother editors
in each of the United States, would take it
upon him to collect und publish the names
and titles of the several newspapers, in the
states in w l.ioh they respectively reside. It
would he difficult, if not uporacticable, to ns-
certain the number of copies published daily,
weekly, <>r semi weekly, in the United States;
hut if we knew the whole nun-b’r of estab
lishments, it w ould be gaining one point.
