Judge.
THK Grand Jury, sworn, chosen and se*
iected for the county of Hancock, at the
clo*e of their labour* for thn present term,
beg leave to make tho following present
ments :
The Grand Jury congratulate the citizens
of the county, upon the small number of
cases which have come before them during
the present term, in tho nature of indict-
ments, which gives evidence to the general
moral and correct character of the citizens.
We present Thomas Roily of said coun
ty, for the the offenre of murder, for that
the said Thomas, not having the fear of
God before his eyes, hut being moved and
seduced by the instigation of the Devil, on
the first day of October, in the year of our
Lord one thousand eight hundred and twen
ty-seven, with force and arms, at the plan
tation of Dimas Ponce, in the county afore
said, in and upon a certain male slave nam
ed Reuben, the property of Dinns Ponce,
in the peace of God and said State, then
and there being, feloniously, wilfully and
of his malice aforethought, did make an
assault, and the said Thomas with a certain
knife, of the value of fifty cents, which he
Ihe said Thomas, in his right hand then and
there had and hold, the said slave Reuben
in and upon tho left side of dm neck of
him the said slave, nnd near the collar hone
of him the said slave, & in and upon the right
firm of him the said slave, between the el
bow and sli.rnhler of tho said slave, then
and there feloniously, wilfully, and of his
malice aforethought, did stick and thrust,
giving to the said slavo, then and there with
the knife aforesaid, in and upon the left side
of the neck and near tho collar hone of hun
the said slave, one mortal wound of the
breadth of two inches, and of tho depth of
throe inches, and giving to the said *dave.
then and there, with the knife aforesaid, in
and upon the right arm, between the elbow
and shoulder of him tho said slave, one
mortal wound, of the breadth of two inches
and of the depth of three inches, of which
said mortal wounds, thn said slave then and
there instantly died ; nnd so the Jury af-re
Slid, upon llioir oaths, do present and say
that the said Thomas Kelly, the said slavs
Reuben in manner and form aforesaid, fe
loniously, wilfully and of his malice afore
thought, in the county aforesaid, did kill,
slay and murder to the gieat displeasure of
Almighty God, contrary to the Hvvh of said
.Sue, tho good order, peace and dignity
thereof
We allow thn Tax Collector of this coun
ty, on his insolvent 1st and overcharges for
the State Tux $79 42, and the further sum
of $40 71. for the county tax.
In answer to that part of his Honor’s
charge to this hotly, which adverts to
Court of Errors and Appeals, we beg luavo
to express our concurrence in his views of
the expediency and salutary effect likely to
be pmdured by the contemplated change ill
our Judiciary upon our judicial system —
We conceive that as well as the rules of
decision as the decisions themselves, upon
tho rights of tho citizen should he uniform
and certain throughout the State, and
should not be fluctuating and dependent up
on the ideas of the Judge who may happen
to preside in a particular circuit, and to ef
fect this rerinioty and uniformity, no plan
can he suggested so well calculated to
sure the object, ns ths establishment of on
appellate tribunal, upon principles of ecu
noiny to thn suitor, and of dispatch to the
business that may be intiodu cd to it front
the Hupeiior courts. Wo therefore request
our Senator and Representatives in the next
Legislature to aid in the creation of a super
visory tribunal to correct errors in tlm deci
sions of tho Superior court.
We cannot take leave of his Honor Judge
Crawford, without tendering to him our
respectful acknowledgments for the able
and impartial manner in which lit has trans
acted the busiucss of the court during the
present erm.
Solicitor-General Sayre, deserves our
thanks for his prompt and steady attention
to his official duties

WHERE AS, I have, att directed in and
by an act of the General Assembly, passed
thn 11th day of February, 1799, mranged
and counted up tho votes given nt the late
elections hold in tho different counlie
throiigho it the State, on Monday tho fioit
day of October instant, pursuant to a \V f rit
of Election issued bvtho Executive on the
99:h day of August last, for a member to
represent this Slate in the House of Repro
aentativea of the Congre«*/ of the United
{States, from and after the-3d day of Match,
1827, in tho place of the Honorable Ed
ward F Tattnall,resigned, front which
it appears that GEORGE R GILMER,
Esquire, has the highlit number of votes to
fill said vacancy—I have therefore though!
proper to issue this my Proclamation, here
by declaring that the aforesaid GEORGE
K GILMER is tluly eleetrd to represent
this Slate in the House of Representatives of
the Congress of ihe United IStatis for two
years from and after tho 3d day of March,
|h27, in the place of the llonornble Ed
ward F. Tattnall, resigned, and also to
notify him the said GEORGE K. GILMER
j;o signify to the Executive, hi* acceptance
df the said appointment, within the time
