ing the journal before me, I can only state
it ns my impression that the Georgia d, lega
tion in Congress introduced .and voted for the
law, thereby giving a more recent consent of
thnt State to the established boundaries of
of tho treaty of ’9.5, than is to be found in
Iter Constitution. It appears moreover, from
the message, that the Georgia Commissioner
ns. late as the Spring of the pr. sent year was
“instructed to agree with the 1 nited States’
Commissioner, in running the line from the
mound of Ellicott but “ it happened that
tlie United States’ Commissioner was not
authorised to concur.” Tut suppose it had
ppened that the United States Commis
sioner had bet a authorised toconcur with the
Georgia Commissioner, (for the Us States
have no doubt the power to make a new Irra-
tii upon the subject) and the mound of Ellicott
had been agreetl upon as the true head of the
St. Mary’s and adopted as such by their re
spective governments, could the subsequent
discovery of this “southern branch” hnv
afforded grounds for the abandon
ment of the “mound,” nnd the adoption of
the head of that branch, as the head of the
St. Mary’s? And could this deliberative
act of tint two governments he now call, d no
“ error or mistake," and one “ nrbr trnrilv
determined on t” It is apparent that thi.

cannot now recover of the United States.

Shultz's messnge to the Legislature of Tonn-

“ Among the injections of the constitution
there is none more interesting than that which
enjoins it as a duty on the Legislature to pro*
vula for the education of the poor throughout
the Coinmoiiwealili. Whether we regard it*io
its probable influence upon the stability of
our free republican governments, or us it may
contribute to social and individual happiness,
pinlly deserves the earnest and unremitted
attention of those who are honored with the
high trust of providing for the public welfare-,
If the culture of the understanding, and the
heart he ent : iwly neglected, in early life, there
is great lenson to fear that evil propensities:
will take root, where, with proper discipline,
there might have been a rich harvest of use
fulness and worth. A know ledge of our righte
nnd a sense of our duties, ajuot estimate of
the value of the blessings we enjoy, and nu
habitual desire to preserve them, are. the
wholesome fruits of that good seed, which it
is the object and with favor of Providence,
the effect of moral and intellectual instruct
lion to implant. It cannot he supplied to all
in equal measure, hut it is hoped, the time
will come when none shall lie left entirely
destitute. Then will the Legislature truly
be, in this rt sped, what the framers of the
constitution desired it should be, a parent to
the children of the poor—and tliev in return,
will have strong iiidiircinOBts to love »ed to
honor, and, 'o their uttgfp to perpetuate,
the free institutions froinywhich they derivQ
so signal a benefit, so prolific a source of lutp|
