The Report of the Inspectors ef the 11th instant, shews that they
bare in their treasury more than sufficient to pay tins amount—a
balance of $SMS1 111 I -2 of tho last quarters receipts being on hand.

propriation made to meet the expenses of the IVmft unary during
the present political year, only 13. It will he incumbent upon
you, therefore, so to regulate the expenditures of the Penitentiary, as
to keep within the amount which irill be produced by tho addition ol
that sum to the receipt* of the Institution.
Of the propriety of your proceedings I am not made the judge,
nor do I consider myself as hiving given any sanction to the cor
rectness of them. Your certificate that no funds were in your hands
to meet necessary payments, was all that was required to justify a
warrant for .a part of the appropriation wade by the Legislature.
