Bishop Carroll, in Baltimore, at which sev

whole thirteen original stales were then in
cluded in the Diocess—the Priests who at
tended were the advisers—the Bishop, being
the only Prelute, was the legislator. These
statutes were, w ith two exceptions, confirmed
tit Rome.
In 1808, Baltimore was created the Me
tropolitan See ofthe Roman Catholic Church
in the Unit •<! States ; and the Bishop (Car
roll) was elevated to the dignity ot Arch
bishop.
