i poitioued to the amount oi’ tile tux, and that
tlii* poor man with a large family would pay
little, nnd receive litueh benefit, the answer
is, that, in leg station, pecuniary burthens
must, s al cuu lie borne only hy those who
are able to pay. The rich nre frequently
taxed for the benefit of the poor, ns the blood 1
of the poor is too frequently spilt lo preserve j
the inheritance of the rich. \Ve legislate for

Again, although for a few years one unit !
would receive no benefit from the existence
of a school in his district, in all probability a i
fi»\v years wuul I change the scene, end In
may be amply remunerated, for the sums
thus expended, by a change of circumstan
ces. Once more—a* things now stand, the
poor man, with n large family, nannol edu

ly, his district derives no benefit from his re
sidence among- them.
Upon this plan lie will pay something, arid
proportionally lighten the charge upon the
rest. Ami after nil, I should look for less
opposition from the rich than tlie poor. You
will observe that I have spoken of a female

great utility. I myself received the first ru- I mt«iuii«n.

^*A FLAN OF PUBLIC SCHOOLS.
Transmitted to the Legislature of North
Carolina by the (dtwtrnor, with his Mes
sage of the \‘th ultimo.
The vast importance of a general dissem
ination of education, is so universally ad
mitted as to requite 'o comment. The only
question of difficulty is notv tn attain the ob
ject. The plait I propose h ts for its object
only common schools, in which shall he
taught the ordmaiy branches, such of course,
would fit!» man f.n mercantile purstl lS. And
indeed, I think such information more imme
diately necessary in our State than futiher
endowments of the University. In propor
tion to our population, I suppose this State
can number us many of collegiate education
ns anyone m the Union, with perhaps the
exception of South ( nroliua. But in the
common branches of education, there is eer-
t„iii|y n Intnciitahl , I had almost said a crim
inal want. To correct an evil, il it first ne
cessary to understand its true character.
It is generally supposed that the pov
erty oi' the citize is i= so great as in preclude I .■ it
the' pos ibility of general education. Tins I believe that a majority of the comities wdl
liments of education from n country girl, nml!
during the summer, never went to tiny hut c
female teacher. They never teach blit in the
summer, nnd are employed for the young
misses and those boys that are too small to
he serviceable on the farm For these two
classes of children, I should give a decided
preference to a female teacher i nnd for tlie
purposes here proposed, ami in the present
state of the country, n girl of common edu
cation would ho fully competent to tench in
most of the districts. The very uninll price
nt which she could lie commanded is no in
considerable object. I ought, perhaps, here
to remark, dial delicacy would forlnd, and ne
cessity would not require that site should pass
an examination before liie committee. Her
selection may be safely committed to the dis
trict committee. For the education ofltoys,
nnd even larger girls, the winter is decidedly
the best season, first because they cannot, in
an agricultural community, lie spared from
the farms during summer ; nnd a tencher
Tnav he employed at a much lower rate at that
season. A longer time than I propose would
he desirable ; hut even that time every year
will do much and perhaps is ns much as it
would answer nt first to attempt hy this half
compulsory means. I will say a word upon
tin-size of tiie districts. They should he so
large us to ligii'eu the biirthcrn as much as
possible, and may he from three to live miles
square; though much must depend upon the
iiMinliCi" of individual!), and their form may
be changed in compliance with the country ,
so far as rivers or impassable swamps inter-
