ted in the complete mul absolute indepen
dence of the Northern pert of the Nether
hinds (the Seven United Provinces)
The Southern part properly called Bra
bant, and now more commonly styled Bel
gium, remained under the dominion of Aus
tria, nt first Of the Spanish, and subsequent
ly, of the German branch.
Louis XIV. repeatedly conquered Brnlmnt
and Flanders. Louis XY., whose armies
were enmmunded hy the celebrated Marshal
de Snse (the natural son of the King of Po
land and elector of Huxouy, and the Coun
tess ofKonningsinark), likewise conquered
it entirely, nnd began even to penetrate into
Holland hy Bergen-op-Zoom and Maastricht,
when hy n condescendence more generous
than political lie restored those provinces to
Austria, in 1749, hy the treaty of Aix-ln-
Chnpelle.
Belgium remained subject to An *-"ia under
the reign of tho Empress Marin Theresa, but
mul cruel apprehension. The sea seems, in
its insatiate vortex, to have swallowed nit.
But time, tho gient ilivulgcr of secrets, tells
a too certain tale. Tho dreadful conviction
of the loss of I Ii is g.illunt ship, with all her

recount the story of their disaster. The des

We have lately passed over the scene of
this hopeless disaster, and the facts, ns far ns
they arc known, lire ns follows :—The Hor

which is hi turn one of the most inclement,
nnd dangerous seas ni the globe. Hero

coast, while winds pouring in different direc
tions down the opposite coasts of Culm, meet
nml keep up n pcrpetunl conflict of storms
nnd tempests; or, arrested hy the mountains
of Mexico, wheel off in terrible mid desola
ting voitices. Here, to ■, intolerable droughts*
ami rains which threaten to drown the very
mountains which rise in hold gruiidcur in die
interior, succeed each other. Ilents that
burn the earth and almost make the sea to
bi*!l, are sent forth hy the steady nnd blazing
ardour of a tropical sun. Calms that leave
the sea so qai '. that it seems to be sinking
into tho sleep nf death, and hnrricmiesswcep-
ing every thing in their relentless course, in
turn vex mid devastate the face of nature.

mate tlmt the Hornet was compelled to re

sion of Hnrrndns. She hud taken a consid
erable sum of money on hoard, mid the day

HISTORICAL SKETCH OF BEL
GIUM-
No country in all Europe lias been tlio
theatre of so many revolutions ns that part
of ancient Gaul, enlled Belgium. Wo simll
recapitulate horo the principal traits of
its history, 'lilting it from the middle age.
It was in the year 11 Ofi that (lodetrey Count
of Louvain, having received from the Em
peror Henry V. the investiture ofthe Duchy
of Lower Lorrain, assumed for the first time
the title of Duke of Brilliant, and, from that
period, the country began to he considered as
n separate state.
In 1218 Henry II . one of the successors
of Godclrey, granted hy his testament, to nil.
the cultivators of Brahant, their liberty, who
were always considered serfs, according to
the law of tho German empire, before ho
delivered them from the tux of mortmain,
and ordered thnt like the inhabitants, they
should be judged only by their own magistra
tes. This testament of Iieury II, has been
constantly appealed to during ull the insur
rections which have taken pluce under his
successors.
These popular commotions were sometimes
so violent, that the Kings of France, saw or
conceived themselves obliged to interpose.
Thus Philip In Bel gained,m 1304, the buttle
of Mans en Pnclle, against the Brnhnnters nr
people of Flanders ; Philip de Valois, ill
1328, thnt of Cassel ; and Charles IX., in
1382, that of RoscbccU; but at tlmt period,
the Kings of Fiance were alrendy invested
with the supremacy (siizcrainete,). a* Lords
Paramount of Brabant; a feeble indemnity,
made by King John, to Philip le llardi (the
'...Id,) his fourth sou, for the impolitic cession
nf the country, John being incontestihly the
.eir of Philippe de Rouvrc, the last Duke
of the first House of Bu gundy.

Leopold II,succeeded in restoring his author
ity in these provinces, by the influence of con
cessions, rather thnn by the force of arms,aidin'
lie had made a disadvantageous pence with
the Turks, giving up Belgrade and other im
portant fortresses*, for the purpose of turn
ing Ins w hole force against Flanders ; hut
they were shortly nftcrwnrds conquered, hy
the Frcneh armies, from his son Francis II.,
the present Emperor of Austria. Front the
year 17C4, they constituted part of llie French
Republic and Empire, till 1811, thnt is to
sny for twenty years.
After tho overthow of tlio colossal empire
of Napoleon, the Holy Alliance met in Con
gress ill Vionnn, to appropriate the spoils of
the vanquished ; when, in their wisdom,
they thought fit to transfer the sovereignty of
Belgium, which hud been so lung an integral
part of tlio French Republic, one nnd indi
visible,nnd afterwards ofthe French Empire,
to the Prince of Nassau Orange, the restor
ed Stadtholder of Holland, not hy way of n
reward or indemnity for his exertions ngainst
the gigantic power of Napoleon, in consider
ation of which Russia received Poland, Aus
tria Venice nnd Lombardy, Prussiu, port of
Saxony nnd the Ithenuish province.s, Sweden
Norwny, und tlio minor powers minor slices
(for the poor mnn had been living, frugally
nnd peaceably, in Harley Street, London, on
n pension of £10,000 per annum from our
Constlidatcd Fund, the three-fourths of
which he wisely Inid hy), hut for the purpose
of forming a powerful harrier against France;
nnd grnced nnd dignified this newly created
power Ivy subsequently bestowing n Regal
crown on the new sovereign Prince of Nether,
lands. Thus tvcrc four millions of inhabit
ants, nnd one of the most flourishing coun
tries in Europe, bartered away, alienated,, and
transferred, without their w ill ami inclina
tion being in the lenst consulted, like n par
cel of Negroesm the West Indies, or as cat
tle nrosold in England. However, the difler-
ence of religion, language, laws, customs,
and sentiments, between Belgium nnd Hol
land, rendered this forced amalgamation of
heterogeneous pa.ts a source of weakness
instond of strength ; such unavoidable effect
having been wholly overlooked by its un-
stntesmnnlikc compounders, Prince Mctter-
nicli nnd Lord Castlerengh ; nnd though En
gland was so lavish in the expenditure ol
millions after millions to consolidate the su
perstructure raised on an unsound foundation,
wc see it now shaken to tlio centre, nnd on
the point of tumbling to pieces, unless sup
ported hy myriads of Prussian bayonets and
millions of English sovereigns. However,
these subsidies nmy not he quite so readily
forthcoming now ns in Lord Castleroagh’s
time ; nnd even in that case, the issue would
he doubtful. The Belgians were ever difli-
cult to rule, ns Austria (though nil infinitely
greater power, and professing, moreover, the
same religion, nnd holding the sovereignty
hy much better title deeds than the House ol
Ornngc,) found to tier cost. .So common
were insurrections in Belgium, tlint n German
Publicist found, iu her annuls, no less thnn
three changes of sovereignty and six internal
revolutions, on an average of each Century.
Such is the disposition of the people whom
Mctternich, Castlerengh, and Company, fool
ishly expected to ween of their restless love
of liberty hy n chimerical, an impossible fn
sion with Holland, under the foelded swny of
the crippled Housonf Orange,rifling a coun
try overwhelmed with debt, totally eclipsed
ns n maritime power, and destitute of a na
tive army of uny consequence,
became threatening, nnd the Hornet put ta
sea, currying her ill-fated guests with tier.--—
The prognostics proved too true; the blast
came; one of the most awful ever known in
thnt region of violent convulsion. Sweeping
down the lofty mountains which from the
landward harrier of the horizon, it 1 overturn
ed all before it; crops, buildings, men and
animals, disappeared before its fury. The
vessels anchored in the smooth river ut Tam
pico, and sheltered hy its hanks, were either
strnndod or overturned; mid those lying in
the roads without, wero driven to sen or foun
dered at their anchors. There wns a schoon
er in company with the Hornet, the master
of which states, that though he showed noth
ing but his slender lower and top masts, his
vessel could scarce withstand the force of the
hurricane, hilt was nearly blown over. A
ship, with her tall masts and yard, lliougk
with every sad furled, could, ho said, never
have withstood it, hut must have perished. If
a ship can he kept before the wind, it would
seem difficult by its mere power, however
great, without u tremendous sea, to destroy
her. For she then presents hursulf to it in
tlio direction of her length, in which sense,
besides being almost entirely marked, it i»
impossible to overturn her.
Moreover, in running rapidly away from
the wind, its force is diminished in proportion
to the velocity.—But force of the blast may
linvc first taken the Hornet ou the side, or iu
scudding before it she may have broached too
against the |._iver of her helm, presenting
herself in tiie position in which, whilst the
wind acted with the greatest force upon her,
she derived the least stability. It is likely
that the ship wns thus forced over, filling und
sinking within the lapse of an instaut, and

A FRENCH STORY.
M. Roncllc, mi eminent chemist, was not
the most cautious of operators. One day,
whilst performing snme experiments, tie ob
served to his uuditors, “Gentlemen, you see
this cauldron upon this brazier; well, if I
were to cease stirring it for a single moment,
an explosion would ensue, which would How
us all into the air.” Thu company had
scarcely time to reflect upon this comfortable
piece of intelligence before he did forget to
stir it uud his prediction was accomplished.
The explosid took place with n horrible crash ;
nil the windows of the laboratory wero
smashed to pieces, and 200 auditors hurled
away into the garden. ‘Fortunateh, none
received any very serious injury, tho greutest
violence of the explosion having been in tho
direction of the chimney. The demonstra
tor escaped without further harm than tho
loss of his wig.
