reasons of other people, and that of a “ large ma
jority” ; he is no doubt authorised to do so ; nor
hove wo room duly to observe upon his reasoning
for ratification, n sample of which is that strange
imagination, so insulting to any tree people, that

over all this and much more entertaining matter,

<« Aware of the delicacy, an well as danger of our
situation, 1 frankly confess, I did not hesitate* to ad-
rise and pursue the course which has so fortunately

could not accept that greater reduction offered
by the minority.
' Who could have believed it! Just thirteen short
lines below the “ plighted faith” of the East and
West, this same person begins to deprecate the
operation of “sectional interests.” We give his

And he adds—

The Major’s fears arc creditable to his judgment,
but he should have thought sooner of the indigna
tion ot a betrayed and insulted people. We par
ticularly commend his shyness of *• calculations.”
Figures never lie, and the Major knows it. Hence
tiis repeated exorcims of “ calculations.”

And yet, what else can he mode of it ?
Such are the confessions made in the name of
the whole majority ; and such the reasoning offer
ed by this distinguished gentleman, who evidently
-considers himself, and with good reason, to ho the
prime leader and chosen champion of the combin
ation.
We nre glnd to see the care which ‘he respec
table Editor of the Augusta Courier takes not to
express himself prematurely on the question of re
duction. It appears to him however, that “i/’the
'Convention made any progress towards the attain
ment of the object of its assembling, common
flense would dictate the adoption of its recommen
dations.” But if it should turn out directly the
other way ; what then ? The object of the people
in sending them there wns to reduce and equalize
•the representation. Now if it turns out that they
•did not even reduce as much as might have done ;
**f it appears that, they actually voted down a pro
position to reduce the Senate fifteen members more
‘than they did, and this without disturbing their
own principle, the Courier will hardly attempt to
justify this branch of their conduct, standing us it
does thus soil-condemned. But when he comes to
'iook into the separate treaty of the two extremes
>for the ruin of the middle interest; when he sees
•one of those great interests of the State attempt
ed to be crushed by a coalition of the two others,
*itis sense of justice must revolt at it. And more
•especially when he sees that the coalition have
■done just that tiling which the friends of consolida
tion throughout the Union, who are systematically
opposing the rights of the States, and the peculiar
interests of the South would have desired them
to do, he will see that the people of the State, it
■they ore true to themselves, will never countenance
much loss ratify their act. Suppose Appleton of
Pennsylvania, Robbins and Burgess of Rlioile-
island, Webster, Frclinghnysen, John Q. Adams,
*nd every other man who has voted for a high pro
tective tariff and high consolidation measures;—
Suppose too, that Walker of the Boston Liberator,
Garrison the champion of immediate emancipation,
*nd all his coadjutors had occupied seats in that
Convention ; how would they have voted ? We
*re free to answer they would have voted against
the mixed basis to a man ! They would have vo
ted for the bargain, uud against Georgia ! They
*ould have joined in the unhallowed act of up -
footing- and revolutionizing the very fundamental
basi9 of our representation ; which so far frombe-

bert, in the Convention, on the amendment of
fered by Mr. Dawson, to insert alter the words

Mr. I’ltESiDK.vT—It has been truly remarked,
that men clothed with a “ little brief authority,
are apt to feel power and forget right;” anil I must
confess, sir, that our proceedings here, render us
eminently obnoxious to that charge. For what,
lei ine ask, sir, has this Convention assembled ?
Ostensibly, to reduce ami equalize the members of
the General Assembly onlp. Upon what plan, sir,
ought tho reduction to take place ? In my hum
ble conception upon that now existing in the Con
stitution. Look to the law under which we are
convened, nnd which an overwhelming majority of
I this Convention has declared, by their vote, is a
i strict letter of instructions, from which we dare
not depart, without violating the sanctity of an
oath ; which oath declares, that you shall nnt “ at
tempt to add to, nr t.ikc from tho constitution, or
attempt to change nr alter any other section,
clause or article of the constitution of tho .State
of Georgia, other than those touching the repre
sentation in the General Assembly thereof.”—
Now, sir, take tho law, which is our letter of in
structions, nnd what does it say ? It declares, that
this Convention has no power over the present
constitution, except to “ reduce and equalize the
members of the General Assembly onli/." Upon
what principle then, must this reduction take [dace .-
In mv judgement it must he had upon the basis
already prescribed in the present constitution,
which is territorial in the Senate, because each
county, large or small, has one Senator. You,
therefore, have the power, and nre in duty bound,
under your instruct!' ns, to attach two, three or
more counties together I. »r a Senatorial District;
but, sir, when wo come to the House ot Repre
sentatives, wo discover that each county, shall
have one representative, and so says your letter of
instructions. Tho constitution declares that three-
fifths of all the people of color, shall be represent
ed. So your letter of instructions, for you have
pAwor under it to “ reduco nnd equalize the mem
bers of llie General Assembly onlp." Reject the
amendment offered by the gentleman from Greene,
, (Mr. Dawson,) and you change the constitution in
j one of its most vital parts; and that too, in which
the people of this, and all countries are the most

necessity of some such check, it indeed the majo

reject tho amendment offered by my friend from
Greene ; for, sir, if vou reject that amendment,
you have altered tho constitution in one of its
vital parts ; adopt it, and then increase the ra
tio so as to reduce tho number of members in
the House of Representatives in perfect accord
ance with your instructions, and without doing vio
