This was indeed one of the most interesting musters
| ever witnessed in the up country; though the
number of spectators was not less than 800, compo
und of persons of nil degrees of politics, nml n plen
ty of liquor on tlio ground, not a single tnnn was
j.r» n intoxicated, or an angry word uttered. They

harmony, promising themselves to witness the next
muster, at the same place, by the same companies,

preparing to make an attack on Metamoras or

truth, it cannot he supposed, if it be hut taken
into consideration that all the country from tlio
borders of Rio Bravo to the Sahinc river is im
passable, a fact of which the Mexicans aro well

Dear Sirs,—We have among our passengers on
board this summer, Gen. Santa Anna ami his
Secretary, Col. Alinonto—also Colonel lluck-
ley, Patten and Bee,of the Texan army. The lat
ter persons act as protestors to Santa Anna du
ring his journey to Washington City for the pur
pose of obtaining the mediation of the U. States
liovcrntneii, in a treaty in whirli he has promis
ed to acknowledge the independence of Texas.
The Texiun olTiccrs state that Santa Anna,
some timer since, wrote to Gen. Jackson, rc-
qttcslitig his mediation in such n treaty, nml that
the latter, ill a written reply, stated that he could
not mediate between parties, one of which was
n prisoner of war.. Therefore the Texan au
thorities have authorized his release and return
to Mexico for the purpose of securing a treaty
recognizing their independence and obvi-
ating the difficulty stated by Gen. Jackson.
Now if you will excuse tilts illegible communi
cation on tlio ground that 1 write on hoard a
steamhont ill motion, I will attempt to describe
to you as well as I can, the appearance nf those
nroindividuals, viz ; Santa Anna and his Se
cretary.
Imagine to yourself n man of full ordinary
stature, 40 years of age, weighing about ICO
pounds, of graceful form attd step, round slioul
ilerml, with black glossy hair, tolerably full
white face and round forehead, a short squatish
inferior looking nose, ami a round dark eye
somon hat sunken. Suppose him dressed in n
genteel trail-bodied black coat and blue pantal
oons, walking nbout or setting cross-legged in a
pair of slip-shod pumps, tolerably pleasant of
countenance and speech, (which is exclusively
Spanish,) very polite, nml using stalely com
pliments,—Such is the appearance of Gf.n. An
tonio I.ovkz de Santa Anna. He lias, in my
view, nothing military in his look, nml nothing
indicating great talents, lie would, readily lie
taken, I think, for an active intelligent merchant
or man of general business. He is very reserved
plain and modest in his conversation and man
ner, ns far as I have observed him. I can seo

I’ltiior his dark eye one can imagine (but not
clearly perceive) a lurking demon. I think that
with the exception of his inferior stuhliy nose he
may ho considered as elegant in figure and res
pectable in features, lie confined himself to
nis State Room under the plea of indisposition,
although it is well understood that his true ren-
hoik arc fear of the popular gaze, and an attack
from some incensed person.
Col Almonte whnnt I will next introduce to
you is and has been almost constantly about the
cabin cracking his jokes as well, as conversing
freely and laughing heartily with all who aro
intimate with him or choose to seek his conver
sation. lie is said to ho 33 years of age—al
though a few would take him to ho not over 25.
lie is of a copper or Indinu complexion with a
ihick head of straight black glossy hair. Al
though ho speaks the English language well
vet a glance at him convinces you that ho is a
Mexican or Spaninrd. Ilois a short, thick set
square Inult young man, with large head and
twoad open timutlt nml features—-very muscular,
active and lively.—Discountenance as well us
conversation is very intelligent. There is n no
ble sincerity and frankness depicted in his coun-
tettauco and maimer. His dress is a frock coat
ao'l pantaloons of black cloth, with a cloth cap
and genteel calfskin hoots. Ho seems to he

examine recruits before their enlistment, hold’
appointment of Post Physician.

If wo arc correct, in tlio above statements, w*
certainly aro in part, the appointment of those elec
tors is contrary to Article 2d of the Constitution,
which expressly declares that “ no Senator or RE
PRESENTATIVE, or person holding nil office of
trust or profit under the United States shall he
appointed an Elector.
In the case of Mr. Mc.Call.it may he allcdged
that he did not lake his seat. That makes no differ
ence, he was ineligible and could not he appointed.
Therefore the substitution of Jacob Sutherland in
bis place was illegal, since lie was made to fill the
place of an elector, who was not and could not ho
appointed.
The object of this Constitutional provision was a
good one, to prevent persons holding a public station
under the government from having any direct influ
ence in tlio choico of President. True it is, this
provision is defeated by the discipline of party, and
the handing together of a corps of mercenary office
holders, who now directly interfere with the free
dom of elections. None, however, hut a hold and
audacious faction would dare thus openly to extend
that influence to the Electoral Colleges, contrary to
tlio letter as well ns the spirit of the Constitution.
The truth is, nearly all th?ir public men arc office
holders, nml in the selection of candidates they pay
no attention to the fact of how many offices a man
already holds, if Ik* can only succeed in the canvass
for which he is held up.
Wc now call upon the Whig editors of this and
the oilier States, to examine nml publish the lists of
Van Huron Electors, ami wo are confident they will
find a large number constitutionally disqualified.—
Should this be so. Mr. Van Huron who owes his suc
cess entirely to tlie influence of tlio office holders,
ami the apathy of North Carolina, Alabama nml
Louisiana, will still he at an “ immeasurable dis
tance from the Executive Chair.”
Il in the New York College there are found from
five to eight illegal votes, the probability is that the
same number in proportion exists in the colleges of
the other States. If enough can he found to reduce
Mr. Van Huren’s votes below 110, he clearly’is not
elected. Let us have some regard for tlio Cons i itu-
tio.v. It has been sufficiently violated during the
hotels during the whole summer, for the purpose of
more conveniently carrying on his operations, lie
had round him a leather holt, excellently construct-
c ” the purpose of cariying a variety of keys,
and this belt was completely furnished with instru
ments which would enable him, with the utmost fa
cility. to make an entrance into any trunk which he
might be desirous to inspect. I do not know to what
extent these depredations may have been committed,
but there is no doubt thnt this loafer has been curry
ing on business to a great, and, hitherto, to a very
profitable, extent. His crimes, however, may now
be considered as brought toa termination, and he will
probably take up his qunrtcrs, hereafter, in tlio Peni

with many of the fellows, he was closely watched;

according to his own arrangement, by an intelligent
fellow, who decoyed him into a situation thnt affor
ded an opportunity of overhearing his conversa

parties exchanged a portion of their clothing, and
the negro, doubly covered by the mantle of night
nml the Jockey’s cloak, nppenred to steal his horse
from the stable, ami with the promise of freedom
and freo passes, started oft’ in high glee for the
INorth-Carolina line., when a concealed party rushed
on and seized him nml his supposed 1 confederate.—
He distributed with great prodigality his change
among the negroes, ami from every appearance is
one of the Murcl gang, lie is fully committed.

place of selling land under executions, and tlio highest
bidder shall ho the purchaser.
And be it further enacted, That the sheriff shall grant
to such purchaser a certify ate of the amount of sale,
setting forth the number, district nnd section in which

And be it further enacted, Thnt the holder of such
certificates shall within sixty days after such sale, have
the right to deposit his note, for the amount ol sale, in
tho Central Bank of Georgia, under such rules an tho
Bonk shall deem secure.
And be it furthtr enacted, That when such purchaser
sliull doposit his note, ns aforesaid, it shall be tho duty
of the officers of the Central Bunk to give such person
a certificate, shewing tho amount lie hns paid in Bank,
being the full amount of the sale of such half lot, here giv
ing the number of district and section.
And be it further enacted, That his excellency tho Gov
ernor sltiill issue his order to the Surveyor-Gonural, to
let the grant issue without further cost.
And be it further enacted, 'Phot tho Sheriff aforesaid
slrnll he entitled to five per centum on the amount of all
such sales, besides the usual advertising fees.
And he it further enacted, That upon the returns of tho
shdrill’to the Executive Department, it shall lie the duty
of his oxcellency the Governor to draw his warruut on
the Treasury for the amount due such sheriff.
And be it further enacted, That all snlos heretofore
made hy sheriffs of all such half lots as have been sold,

.Section I. He it enacted by the Senate and l/ounc
of Representatives of the State of Georgia in General
Assembly met, tutd it is hereby enaeted btjjhc authority of
the same, That from nnd after the passage of this act,
iu all cases where attachments tnav issue, under the laws
now of force, it shall and may he lawful for the same to
issue upon the oath of tho creditor, or his agent or at*
tomey in factor nt law, hy swearing, to the best of his
belief, from the evidence in his possession, and the

agent or attorney at law or in fact shall he and is he
by authorized to execute, in the name of the creditor,
the bond now required hy law.
Sec. 2d And be it further enacted, Thnt In nil eases
where any propt rty levied on hy an attachment shall he
