have been induced to propone the establishment of a small pc

aud who looks upon the tide of emigration that ia ever setting
from the old to the new States, as not only a drain upon our
wealth, but destructive to the delights ot social intercourse
and the growth of oarly friendships, snv scheme which shall
tend to lessen such emigration, and plant our people morr eon
tenledly aud firmly amid the scene* of their childhood, will lie
favorably regarded. And wo are fully persuaded that the
production of silk, if generally engaged in. will do more than
any thing clan can do, to increase our wealth and preserve our

Entertaining these views, we propose to lend our feeble aid

tions and amendments made in the Constitution, in reference to
the Reduction of the number of members composing the Gen
eral Assembly, and the first Monday in October, next after the

tlie People, of such amendments, alterations, or new articles, as
limy may make for the objects of reduction and equalisation of
the General Assemhly only, and if ratified hv a nnuurity ol
the voters, who vote on the question ol ‘‘RATIFICATION”
or M NO RATIFICATION’ — then,and in that event, the alte
rations so by them made and ratified, shall be binding on the
people of Ikia State, and not otherwise."
And whereas, the delegates of the people of thia State,
assembled m Convention under tlie provision* of the before re
cited act, and agreed to, and declared the following to be al
le rat ions and amendments of the Constitution of tltis State,
touching the representation of the people in the General As
sembly thereof,to-wit:

named," passed the 26th day of December, 1838, having met
under the Proclamation of tne Governor, on Monduy the filh

AMENDMENT* TO THE CONSTITUTION
OF THE
STATE OF UEOKGIA.
The House of Representatives shall Ira iomp<ieed ol
bers from all lira counties which now are,or hereafter may be
included within this Htate, according to their respective num
ber* of free white persons, and including three-fifths nf all the
people of color, tu be ascertained by au actual enumeration,
to Ira made from time to time, at intervals of seven yesrs.

merober. Each county hoviug a representative population
shove specified, of six thousand persons, shall Ira entitled to
one additional member, and each county having such repre
