CENTRAL BANK RETORT, &c.
The reader will find on the first page of our paper,
of to-day, a part of tho report of the commissioners,
appointed during tho last summer, to examine into the
affairs of the Central Bank. Tho part published in
our paper, at present, is all that the Legislature has
ordered to be printed. We hope that the whole report
will be laid before tho proplo, nr their representatives,
in some form, and when that is done, we shall give such
port-on of it to our readers, as we may deem interesting
to them.

the time of holding Stewart Interior Court, so that it
may be held on the fourth Monday in January and first
Mommy in July.
Mr. Jackson, of Walton, introduced a bill to prevent
the issue ot a “capius ad satisfaciendum" against de
fendants, until the plaintiff swears that he believes the
defendant has property or money fraudulently conceal,
ed, &c., and that lie believes the debt cannot be obtain
ed without a writ of “capius ad satisfaciendum.'*
Also, to reduce (ho taxes now of force in this Sta'e

the Legislature yesterday morning. Tire Report and

of the Legislature. Ilia ability and eloquence in ad
vocating its passage attracted then the public eye, and
his efforts were loudly applauded ail over the State.
The foes of the measure though, exerted all their in
fluence to defeat it, and although the mover was ably
seconded by many ot the wisest heads hi the House,
and among them the present highly esteemed Speaker,
Mr. Jenkins, the bill was lost. We believe though
that its loss at 'hat time, has wily belter prepared the
public mind for its passage now ; and we rejoice to
think Hint in both branches of the Legialatiue the bill
now before the Senate, will be most ably supported and
will pass iino a law.
It would probably be as well at the present stage of
this measure, to leave its advocacy to those in the Sen
ate and House who favor the pipage > f ihe bill. We
are aware that little can he 6aid, which will not in a
more imposing form, he placed before the leg islators of
our Slate. And yet it is hard for us to resist the strong
desire which we feel, and Itav** alw ays felt, to advance
a measute fraught we believe with blessings to present,
and future generations, as well as to the general pros
perity of our State, It need baniJy be urged that the
securing married women their own property, will tend
largely, among other results, to make our population a
more stable one-—that it will, to a considerable extent*
prevent emigration toother States-—-that it will advance
the holy cause of education—that it will suppress much
of that fire-side misery, which the misfortunes of hus
bands entail upon lovely wives and helpless children—
and that it will protect and defend the rights tf wom -n!
These arguments need hardly be urged at lb s stage o
the measure, at least through our press, for they are
argummtsas familiar to our readers almost, as the
weekly appearanco of our paper. We will therefore
pass them and others by, and notice one prominent oh*
jection made now, ns it ever will he made to the passage
of the hill. The objections though, are of two classes
—oneclass conscienciotisly so ; the oilier class obsti
nately so, lor at heart they are “out and out” opposed to
this benevolent and just measure.
It will bo alleged by the opponents of the hill, that it
will open a door for fraud—that husbands will convey
to wives their own property, and thus defraud their
creditors. The opponents, therefore, create a clamor
on this account, and exciting the prejudices also of the
ignorant—by “talking,” as one distinguished represen
tative d'd, at the last session, about the wife i% shaking
the money bag '* &c.—make strong efforts to defeat it.
Blit let us respectfully ask them, if fraud, by llio con.
cealment of a debtor’s properly, is not as easily effected
now, as tt would he alter the passage of the hill under
consideration/ More to the pom', though, let tt3 ask
them to point out the provision of the hilt which can pos
sibly make easier, by dishonest men, the perpetration
of such frauds 1 If this can he done, let the provision
be amendeu !—let the bill be made as perfect as possi
ble!—and let its opponents, as well as its supporters,
array themselves on their respective sides to discuss
the true merits of the gnat question! L M t there be no
trickery—no dodging, no avo'dutg the true issue ! Let
the country see who is in favor of this great measure
of reform ! Let it see who is disposed to “he just, and
fear not,” and who are they, that, bursting the shackles
of prejudice, will c.otne out, as champions in the lists for
the r ghts of woman !
In the hands of the originator, the Honorable Sen-
ler General to find the amount of tax as-sssed from the enu
merated articles ot taxation, aud then s« e what rate percent,
on the leal estate will make the amount required tor the
wants of the Government, und by a circular directed to each
Collector, instructing It mi the rate per cl, he must collect on
all real estate, not to exceed ul any lime 1-4 of one per ct.
This system pmposes more of equality than the piesent
lax laws, and also throws ihebunh»*ii of taxation upon those
heat aide to bear it. It is also well adaoled to our biennial
sessions of the Legislature, us the amount proposed to lie a.*-
seased can he ioc reused or diminished, us the wants of the
Government may demand.’’

In the Senate, yesterday. Mr, Miller introduced a
bill to explain the lOih section of the act of 1702 to
protect the estates nf orphans, 4tc. The hill provides
that in tho payment of the debts of the decoased, no
debt secured by mortgage shall booutilled lo any prior
ity over any oilier debt of equal degree, except so far as
relates to tin* property mortgaged.
