LEGISLATIVE PROCEEDINGS.—Yesterday. Li the Senate, yesterday, tho select Committee to whom was referred a resolutioo, and amendments, rel ative to the procurement of a likeness of Gctt. Jackson, reported it back, and recommended its adoption alter amending the same and adding the name ol the linn. William 11. Crawford, The report was agreed lo. The balance of the morning was consumed in the consideration o! the General Appropriation bill. The House yesterday, reconsidered its rejection of the bill, and afterwards passed it, to authorize the In. ferior Court of Lee county to levy an extra tax, &c. &<\ The House also reconsidered its rejection of the bill to authorize the Governor lo draw his warrant in favor of the Inferior Court of the county of Newton, for the stun of 8*239,97, which had boon previously drawn out oi'lhe Treasury by a forged order. The bill for annual instead of biennial sessions—the bill to require the State to pay one half the value of a slave executed by law—the bill to incorporate tbo Col umbus Manufacturing Company, See.—tho bill to abol- jslt the poll tax on free white citizens of the Stale, and the bill to require the Slate of Georgia to pay expenses incurred on account of small pox,&c.. wore severally passed over fertile present, which amounts to a rejec- lion of them. The bill to exempt Justices of the Infe rior Courts from road and patrol duty—to amend thu "Free Banking Law”—to appropriate money for tho improvement of the Savannah river—and to abolish tlie punishment of death, for murder—were taken up and rejected. The bills to reduce the Sheriff's bonds ol Telfair— for the payment of S. Strickland—to change the line between the counties of Crawford and Macon—to in. corporate tbo Athens Manufacturing Company—-for the relief of Sarah McKean—and to distribute the estate of David Myrick, of Putnam county, were taken up and passed. The proceedings above, arc up to3 o'clock. TRUST FUNDS. Executors, administrators, guardians, and trustees, re authorized by an Act of the present Legislature, to invest funds which they hold in llieir representative character in the securities of the State. The terms of the act are liberal to both heir or distributee, and the legal representative. As the interest on the State se curities is paid semi-annually, the real amount of such investment is equal lo 6 21-100 per centum. This is i tho supposition that the price paid forthebuud oi'lhe Siale is equal to ils nominal value; but if the bond can be purchased at the price quoted, say 91 cents, thu re turn on tho investment would bo proportionally in creased. But, a still greater benefit would bo derived in the fact that llic annual value of such an investment could always be accurately computed. Final settle ments between heirs, or distributees, and their legal representatives, in respect to such investments, could be made with arithmetical precision. Such may nut be truly said "f the present system, or tlie statute book would not now bo crowded with almost countless laws for the protection of estates ol deceased persons, and our courts fi.h d with controversies between heirs and representatives, about accounts. Moreover, the invest, rnent is expressly ex,-mot from taxation, which increas- i its value by the amount remitted. To tlie legal representative or trustee, the law is one ol great relief. Wc have loaned that, accord.ng to the decisions of our Courts, executor-, Arc., are made the guarantors of all investments unde by them in llieir representative capacities. This respmiailni.'y is changed and now placed on lLo State. Accord.ng lo the terms of tho law, the legal representative is requi red to report within twelve months to the proper court the purchase of the bond, the time when, and the per son front whom purchased, and tho price paid. These conditions having been performed, remove alt liability from the Executor, &c., and that on a final settlement with the licit, or distributee, tho bond so purchased is required to bo received by the latter at the price paid for it. This measure was much needed, not only as a relief to public credit, but also as a shio'd to persons acting in a fiduciary character. It furnishes an inducement to prudent persons, and consequently tho most proper persons, to take charge of estates. The hazards here tofore attending their management may bo now remov ed, The State lias to some extent taken litis responsi bility, and having invited those who are legally incapa ble of managing their own afi’airs, to rely upon her pledged faith, siio will pause long, nay, forever, before she will inflict injury on her orphans and credil, both of w hich arc now in her safe keeping.
