I'UVRSDAT UVBN1N6. NOV. 16th
THE ELECTION!
Hon. Charles J. Jenkins (jieveraor,
Spain
The Neva from South America.
We oonld ask no better argument in
favor of otu? Government taking uposn
itself the right of protecting our still
young and WBakfsfcster Republics than to
oall attention to the treatment some of
them have received the moment it was
discovered we were in no situation to af- George S- Owen*,
ford such protection. No sooner does
this fact become apparent than Napoleon,
whom we have little reason to expect
will permit any peccadillo to stand in
his way, since he did not hesitate to filch
his own high position with a cheat and a
lie, sends out his especial pet, Maximili
an, as a pioneer for any number ot cor
morants that inay choose to follow. He
promises.him protection in maintaining
his pretensions to an authority lie has
just About as much right to exercise as
the ohief of one of our North American
tribes of Indians—and this Mexican Em
peror, . of French manufacture, goes to
work deliberately, and with all the fan
faronade of pomp and show, to rob that
unfortunate people of their dearest rights,
and to beat them into the delusion that
they never had any, except such as he
may choose to confer upon them. Not
satisfied to confine himself to the rules of
honorable warfare in prosecuting a very
dishonorable cause, he insults humanity
by declaring that every Mexican taken
in the act of resisting this wanton usur
pation, shall suffer death at the hands of
his captors. We hardly recover from
our surprise and indignation at such atro
cious proceedings, when the news reaches
us that Spain, imbecile and weak as she
is, emboldened, no doubt, by the belief
that we are in the position of a slightly
disordered individual, with hands clasped
over an aching stomach, and with no
fear that we will make any better use of
them for the time being, has declared war
against Chili—and, too, with the most in
decent haste and without the shadow of
a reason. She affects that she has suffer
ed somewhat in etiquette. This may be
a grievous matter to her since it is about
all that is left of her once princely great
ness. W e confess that we cannot see it
exactly in that light. It seems to us
too fragile a structure to . support a
casus belli. The case will be better un
derstood when we consider that Spain has
lost none of her cupidity, though she
does not possess the power and means to
gratify it as in her palmy days. She is
still indisposed to do very much for her
self,- and greatly disposed to make others
do for her. The condition of affairs has
changed very materially on this
continent since the time when
Balboa t waded into the Pacific,
and, indulging in liis magnificent
boast, mads such generous donations
to the domains of the King of Castile,
and even the unsupported efforts of the
C hilians may serve to convince her of
that fact. The ultimatum was accepted
in a proper spirit and immediate prep’ra
tion for war made on the part of the Re
public. What influence the action of the
diplomatic body in disapproving of the
course of the Spanish Admiral may have,
cannot be determined. Further'news
will be looked for with considerable
anxiety. The question naturally sug
gests itself, how long can the United
States submit, in honor, to such unpro
voked assaults on republican institu
tions, which she is in duty bound to foster
and protect ? <>» <fS, *3

The steamship Ocean Queen, from Atpin-
ivall Nov. 1, arrived at New York on Friday
last, bringing a large number of passengers,
and $1,247,121 in specie.
Tho Ocean Queen brings some highly im
portant news from Chili. We glean the fol
lowing from the special correspondence of the
New York Tribone:
For some time past unfriendly relations have
existed between Spain and Chili, in conse
quence of the sympathy manifested by tho lat
ter towards Peru. When Spain seized the
Chincha Islands she refused, under certain cir
cumstances, to sell coal to the Spanish fleet.—
This and other tilings led to the unfriendly re
lations betwecu the two countries.
The Spanish Government ga* e her resident
Minister, Senor Tavira, instructions for set
tling the difticuties which had arisen. At length
all was arranged satisfactorily.
Some Spanish residents were not pleased
with the settlement, aud they sent a protest to
Spain.
The new Cabinet at Madrid would not ac
cept the action of Tavira. Accordingly, tbe
17th inst. Admiral L’areja, with a Spanish
fleet, entered the port of Valparaiso with in
structions to recall Tavira, and to settle the
demands of Spain in a different sense, and by
war, if necessary.
Two or tbtee diplomatic notes were passed.
The Admiral made eTen new demands. Tbey
were in the form of an ultimatum, and they
were insolent and nnjust.
Chili resolutely, refused to accede to these
demands, mainly for these reasons:
1. The whole affair hud before been arranged
by the Spanish Minii-ter, in accordance with
instructions from the Home Government.
2. Additional demands and humiliation are
imposed upon Chili.
3. Supposing the claims are just, a fleet and
an ultimatum are not the means first to be em
ployed.
Our minister to Chili, Hon. T. H. Nelson,
with otbpr diplomatic agents, held -a- meeting
at the rooms of the American LcgatioD, t.nd
sent a joint note to the Spanish Admiral, urg
ing if possible, a a peaceful sola tion of the
impending question.
Tbe instructions of the Spanish Admiral
were that inasmuch as Tavira was recalled,
and the Government disapproved of his settle
ment, things were to be as at the first demand*
of the Spanish government. This being so.
the Foriigu Ministers say in their note, peace
ful measures should be taken as at tbe first,
and most probably a peaceful solution will be
the result.
This body, in tbe last note before the decla
ration of hostilities, assures the Admiral that
should he resort to hostilities before friendly
measures are exhausted, they enter their pro
test.
All the Ministers and Consular agents are
enlisted in their convictions and sympathies
on the side of Chilli. Our own representatives
are working night and day for American in-
The consequences of .Admiral Pareja’s
measures, if persisted in, will bring utter rate
upon many of our-Bufhber, and those whom we
represent. We beg, in the strongest manuer,
to express eur conviction that meaeores or so
high handed injustice, undertaken without J
equate warning, are contrary to the r'B ht “ ®
duties of the representatives of cm tzc
ftions ; a conviction which we
shared by yourselves, and one w ■
will be made the effectual groan
action of substantial reparation.
-“We are not aware «hat Admiral
intentions are with respopt to foreign property
n this not* or afloat in this bay after the ex-
in tnis po , notlC6i and.we entertain
serious fea h rs that, under -the plea of inflicting
injurv on Chili, onr interests are those which
are to he sacrificed.
“Impressedby these aud other considera
tions the foreign commercial body, at a meet
ing held this day, unanimously resolved to ad
dress you collectively to suggest that till the
foreign force under your jnfl fence or command
in th se seas, be b:ought to this port without
delay for the protection of our interests. They,
however, resolved to be at the cost of placing
one of tbe steamers ol'the English line at your
dispe-al, should it be deemed 11 cessary by you
for the more speedy and effectual carrying out
of your view s for our protection, whatever these
may be."
The 27'h inst. eight ships were seized in
Caldera by tbe Spaniards. Most ships have
changed colors, but a few luckless ones will be
found. _ -
Chili has no navy, except two or three “old
tubs.” i. e., they are of hut little value in fight
ing iron-clad vessels. She is having some
built in England. What she lacks is gold.
There is patriotism unity, strength and hraverv.
Everybody here thinks that Chili will conquer.
A few iron-clad ships would give her an equal
chance on sea with her enemy.
By privateering, Chili will probably almost
ruin the Spanish commerce.
As to-day the Chilians tire on most friendly-
relations with us, it is greatly to bo desired
that the bond of union may be more firmly-
cemented.

The Influence of Pleasures at Home.
Self-control and discipline must be learned
at home, or license in after life will surely fol
low. Let home be the nursery of truth, refine
ment, of simplicity and of taste. Study to
make it attractive to your children by every
means in your power, and lo-e no opportunity
for improving their minds and cultivating their
home affections. Let system and order, in
dustry and study, taste and refinement, be cul
tivated at home, and comfurr, harmony and
peace will reign within your duelling however
humble. Do your children love mu.-ic, or
draw-ing, or flowers, encourage their taste to
the utmost of your ability. Indeed, where the
love of niurie pervades a family, and is judi-
ciouelv eultivatifi, it is an important aid in the
training of children; tor the child whose soul i*
touched with melody easily y ields to the vftice
of affection and seldom rt quires severity. More
than this, the hirsh tones of the fsthet’s voice
as it commands, and the cutting tones of the
mother as she forbids, become milder and more
persuasive, if accustomed to join with their
children in these recreations, and thus both
parent and children are mutually refined, and
elevated. —
Let me add, that I cannot conceive of any
purer enjoyment than is felt by the head of a
family, as wife and children gather about him,
and pour forth their sweet songs of praise at
tbe morning sacrifice and the evening oblation.
If the father lias money to spare, I do not
doubt that he might make a good investment
in n piano, a melodcon, or some other musical
instrument, to accompany the voices of his wife
and children, provided always that practice on
these instruments he not allowed to interfere
with the practi.ee at the kneading-trough, the
wash-board, or snj- Other that a true woman—
be she daughter, sister, wife or mother—should
understand. These duties and these pleasures
are in no degree incompatible with each other,
or out of keeping with a farmer’s home.—
Whatever tends to develop the intellect, to re
fine the taste, and purify the affections, may
find a fitting place in every farmer’s bouse. If
he has wealth, 110 one has a better right to
adorn bis walls with the gems of art, and sur
round his home with all that is beautiful in
cultivated nature.
