right and wrong. The most penetrating
sagacity aUotted to the reasoning powers
of mortals is often found insufficient to
fix their limits and do away with that
irreconcilable disputation, which is vain,
and rarely resulte in anything beneficial
to those engaged in it We pan congrat
ulate ourselves on the fact that the po
litical situation pf our State is such that
no insuperable' obstacle of this nature
stands in the way of our giving i* a
proper appreciation. There has never
been ground enough on which to base a
reasonable doubt as to what would be re.
quired of us in furtherance of the plan
of reconstruction adopted by the
President and sanctioned by the loyal
people of the country. To our
mind the wishes of the government in
this matter have not at any time admitted
of a misunderstanding. The course we
were to take was plainly marked oat,
and could not have been mistaken by any
save those who were perversely blind and
determined at all hazards to disregard the
friendly injunctions of those who wished
us well, and whose every action was cal
culated to disarm our people of-all ani
mosity, and inspire them with that confi
dence which is so necessary to reconcile
the differences existing between the .two
sections of the country. While others
remained silent, or with bated . breath
gave orders to trim their sails, in order
to keep fairly before every wind, we have
been outspoken, and lost no opportunity
to impress upon our people the im
portance of dbing all that was requir- men - Your*, ftc.,
ed of them, and leaving nothing
undone which the circumstances of onr
position made it imperative we should
do. For thus proffering our advice, and
seeking tp avoid the difficulties which
now beset us, we have been anathemized
in the most shameful manner by many
disloyal persons, aud our words flouted
as unworthy of even a momentary con
sideration. We take no particular cred
it to ourselves for having done that which
we believed to be right, nor do we claim
more than ordinary prescience for having
seen that which must have been plain
enough to every friend of the Union, and
to its enemies also, had they possessed
the least inclination to look at it in the
right way. In all we said we were guided
Bolely by a desire to effect the safest,
speediest and most satisfactory restora
tion of friendly relations with the Gen
eral Government. Our efforts were un
availing, and the result is as we predicted
it would be.
The condition of Georgia to-day—
thunks to those who have had the direc
tion of affairs—is worse tluriF at the be
ginning of the work. Instead of encour
aging the people of the North to place
confidence in us, we have forfeited in a
great measure, that they had already im
posed in us—and in place of aiding those
who would repair the damages of the
war, we hare done a great deal which
will retard them in their labors.
It is easy enough to account for all this.
The dominant party in the State was de
ceived by the opposition press of the
North into believing that the Union party
was a rope of sand, and would give way
with the first pull of radicalism.. Still
leavened with their old principles they
leaned on that broken reed Democracy,
which was long ago laid aside by Union
men everywhere—hoped when there was
no hope, and looked forward to the re-es
tablishment of the ante-helium, state of
affairs so pregnant with evils w^ich Presi
dent Johnson* upheld by Congress and
the great mass of the people, has declared
shall not again be indicted on the coun

and it behooves ns as sensible men to rise

ance has soiled onr clothes, and common

Let us waste no time in talking about
the constitutionality cf this or that
measure. Those .who fought for the
preservation: of that instrument, will
doubtless feel that they are best capable
of judging of its requirements and con
ditions applioable to oar case. What
ever arguments we might advance would
be met by the simple citation, that “each

The municipal officials of Washington have
been indicted by the Grand Jury tor permitting
the city to be in a filthy condition, which prorea
that cholera is a great reformer.
Of the fifty carnages that followed the hears*
containing the body of Lord Palinerston, forty
were empty. The Queen sent an empty oamsge

The St. Paul, Minnesota, papers are growl
ing over the price of floor, declaring eight
dollars to eight dollars and seventy-five cents
per barrel to be enormous prices when wheat
ia ninety and ninety-fire cents per bushel, and
will soon be lower.
