SATURDAY MORNING, OCT. 10.
[no. 3 ]
To Ili* Excellency, Got. JSrovon.
It may be well to recur to the few simple
truths submitted as fundamental principles
by Mr. Calhoun:
1. “No paper whose credit'rests on a
promise to pay, is suilalAe for currencyand
. hence as our Treasury notes are promises to
pay, six months after the signing of a treaty
ol peace, these Treasury notes are not suita
ble for currency.
’ 2. “A paper issued by Government, with
the simple promise to receive it in all iu
dues, leaving its creditors to take :l or gold
and silver at their qption, would to the ex
tent that it would cildilate, form a perfect
paper circulation, which cotjjtl not be abus
ed by the Government, and it would be as
steady and uniform, in valug as the metals
themselves, thatia—instead of being promises
to pay, our Treasury Notes should be certifi
cates receivable in payment of public dues
3d. Tliat the receipt of bank notes by the
Government in-payment ol *ils dues, would
make them money, as far as the Govern
ment may be concerned, and that if the Gov
ernment has a right t • receive b ink notes
or Treasury notes in payment of public
duc3, Congress his Ihe light to regulate
their value.
The question then recurs how can Con
gress regulate the value of Treasury notes?
Mr. Calhoun gives the answer. He said if
Congress authorized the receipt <>[ Bank
notes or anything else iu payment p lyinent
of public dues, “they are bound to use all
moans accessary and proper, nocoidiug to
the peculiar nature of the subject, to give to
them uniformity, safety and stability.
The questioni then (ire wliat are the best
means of giving unilofmity, safety and sta
bility to the vhluo of t'rca-iury notes? The
Soerctary .admits that an issue beyond the
sum wanted Vor currency will cause a depre
ciation, and jke urges measures to compel
the holders tin fund them. Therefore, hav
ing issued notes which', on their lace, are
fundable at >j per cent., tie recimincuds and
Congress parsed an act tovUi ing the right
to fund at that rate unless they were limited

merce our credit will so much improve tin t

was treasonable. The statement is worthy
of the man. The church has no purer chris
tian and the South no better patriot than
Bishop Green, May his useful li.e be pro
longed many years after the freedom of the
South is acknowledged.
Caket.kss Pickets.—On Tuesday after
noon, as William Bayley, clerk at Messrs.
Dunlop, Moncure & Co’s, passed one of the
pickets stationed at Mayo’s bridge, the fel
low, who was capering about, Jet drop his
musket, and, the weapon exploding, sent a
Minie ball whizzing past his head, between
his own person and that of a little girl who
had just crossed the bridge. The ball passed
on and went through the enclosure ot the
Danville Railroad Company, endangering
human life in its course.—Richmond fleam

the bonds now Issued are not convertible
into notes or jnoney, and many mud era pro
for uotes to boqcU, this fact prevents, in ma
ny cases, the funding ot the notes. If.-in*a
lew years after peace tiic government could
issue 4 per cent, bonds at~par, and thus get
" the means to paj' olf the bonds now issued,
would it not be better to issue bonds bear
ing a much higher rat? of interest now, with
a purpose of substituting bonds bearing a
less rato of interest when flic increased cre
dit of the government will enable us to do
so ? Issue the treasury notes and the bonds
in the form proposed, and they will be no
inducement to avoid funding, and the notes
would be funded, and the funding the notes
will soon reduce the circulation to the sum
wanted for currency, ami thus prevent the
depredation, and by restoring confidence in
the medium of payment, reduce the price ol
commodities, and Bins do much more fn
prevent extortion than all the sumptuary
laws that can be enacted by Congress ami
all the State Legislatures.
Again: it is said by some that ours isNa
hard money government, and that nothing
but gold and silver is money. Nowon this
subject Mr. Calhoun in his speech of March
26, 1834, said:
I do not deem it necessary to enquire
whether, in conferring thc|pnwer to coin
money and to regulate the value thereof, the
Constitution intended to limit the power
strictly to coining money and regulating i(s
value, or whether it intended to confer a
more general power over the curreucy; nor
do I intend to enquire whether the word
“ coin ” is limited to metals, or may be extended
to other substances, if through the gradual
change they may, become the medium of
general circulation of the world.” •
AU these questions 1 leave open. 1 decide
none of them. There is one, however, that
I will decide. If Congress has the right to
receive anything else than spq^ie in its dues,
they have the right to regulate its value, and
have, of course, the right to adopt all neces
sary and proper means, in the language of
the Constitution, to effect the object.” Our
Governmont is compelled louse Treasury
notes as njonev—the use of money is t«> pay
debts. In the exercise of the power to
“regulate their value,” Congress not only
compels all able bodied citizens between IS
and 45 years of age to bear arms, but it com-
P*» UJ all, every one, to receive Treasury - ; , Ek , £ , Jf A J""
notes in ptymenl for such property as may
1)3 wanted for public use, and this is done
under that clause which permits private
property to bo taken for public use upon
payment of a jast compensation.* This is
not alL Congreis has not only authorized
the seizure of private property, biit compels
the owners to receive such compensation,
in Treasury notes, as Congress by its regu
lation b as prescribed. Nothing that we have
is exempted—our personal liberty; our lives,
our property * all that we have, is subject to
this admitted power oi Congress. Except
the claims which creditors hold bn debtors.
The Congress, it is admitted, may compel
you and me to surrender all that we have if
of debt.”
Tne agents of the government have just
seize i my cattle under pretence that they
might otherwise fall into the hands of the
enemy. They have eslim hted their weight
and allowed me twelve and n-lialf (12.}) cents
per pound, payable in Treasury note3—of
those intended for food l«>r my family they
took all, leaving me not one—1 cannot pur
chase for less than a!> >ut twice the sum al-
lowul me. Is the government competent
-linn lo deprive me of the means * f subsis
tence, and ul the same time incompetent to
coiujm 1 my creditor, from whom 1 bought
these entile (had I been in debt for them) to
receive from me twice the sum allowed to
me a; the jut compensation? is this the
character of the government, to establish
which we are expending so many liv- s aud
s dining such privations? Is it to be a gov
ernment of usurpers an 1 speculators, who,
when peace co.ne.vn s > many Slay lock?,av ill
enforce the payment of llieir claims in spe
cie ? 1 do not think so, but if it l.e true, the
greater is the neeessi'y .for so increasing the
rale of interest as -to induce the holders of
Treasury notes to fund them, ar.d thus by
reducing the sum of Trcusiny notes in circu
lation bring their value nearest to the specie
standard. The State cannot increase the
rate of interest, which, to me, seems, to be
the only measure which tve can hope for,
but you, as the Exccuiive and the Legisla
ture, c m urge Congress to do so. Will not
this be a much wiser aud more legitimate
measure than the substitution of the bonds
ot ihe Slate for those of the Confederate
government? . DUFF GREEN.
From Northern Virginia,—The Cen
tral train last evening brought no news from
the Army of Northern Virginia. We have
a repetition ol the report that Meade's army
u. falling back, but that is contradicted by
the telegram from Gordonsville,' which we
publish tills morning. Gen. Meade has his
headquarters near Culpeper Court House.—
J t was reported yesterday that Gen. Lee had
made a forward movement, but this lacks
confirmation. Indeed, we are assured tliat
all is quiet.on the Kapidan. — Richmond llx-
aminer.
Bishop Green.—At a meeting of his
church in Jackson, held at the house of Mr.
Verger, say3 tho Mississippiati of the 20.h,
shortly after (he evacuation of the city by
the Federal army, Bishop Green stated in
his sermon that while our army was in the
of that time the uncollected tax returns will be taaiei
