Needlul diversions of wealth and strength
from the fields of peaceful labor to the na
tional detencj, have not arrested the plow,

the mines are full of iron and coal, and of
the precious metals, and have yielded even
more, abundantly than heretofore.
Population has steadily increased, not-
■viMi minding the waste that ha3 been made
in camp, the siege and like battle field; anti
the country, rejoicing in the consciousness
of augmented ^strength and vigor, is per
mitted to expect a continuance ot years
with a large increase of freedom.
No human conned lias devised, nor hath
any mortal hand worked out these things.
They arc the gracious gifts of the Most
High God, who, dealing with us in anger lor
our sins, has nevertheless remembered mer
cy. It has seemed to me lit and proper that

grntolully acknowledged by the whole
American people.

Sintting Down on the M'clellan Tes
timonial.—Not long since a scheme was
gotten up as to the Army of tho Potomac to
make Gcu. McClellan a grand present, the
money to be subscribed by llie officers and
men in limited amounts. Lincoln didn’t
like Ibis, and put a slop tout in the follow
ing manner, described by’n Washington dis
patch to the N. Y. Herald :
All contributions were to bo voluntary
and it was found necessary to limit the
amount given by privates, lest moTc money
should l»c raised than could fcft properly dis
posed of Twelve thousand dollars Were
raised in a single corp3. Every nit mber of
Gee. Meade's Staff, except one, contributed,
the General himself setting the example,and
when the order was received from Wash
ington to discontinue the collection, and re
fund the money, the astonishment of the
officers and men was only equalled by their
chagrin, nearly every officer of note in the
army having been permitted to receive tes
timonials. The troops were at a loss to ac
count for this unexplained proceeding, until
the malignity which prompted the measure
was betrayed in the treatment* of officers
who interested themselves in the movement.
Col. Davis, Assistant Inspector General on
the staff of Gen. Meade, a classmate and in
timate l'ricnd of Gen. McClellan, who took
the subscription list around among the olli-
cers at headquarters, has been reduced to
the rank of major and ordered to Santa Fe.
Other officers are under the ban, Avhile the
troops, mortified and indignant, pocket their
contributions and wait for a more conveni
ent season.
From the Army ok Northern Virgin
ia.—The report comes to us that Gen. Lee,
on yesterday, moved forward from Orange
Courthouse, and that a pottion of tho army
bad crossed the llapidan at Willis’ Ford, 3
miles below llapidan Station. Persons who
cams down last evening from Orange Court
House report that they saw the army in mo
tion. We unfit} however, add that wo have
no information bom official quarters of this
reported movfement.
We have some statements of disconnected
facts relative to Meade’s arm}’, which we
believe well founded. Tho llih ami 12ih
corps left it for Alexandria, and were known
to be going to. Kosecranz. The 1st corps
was lately ascertained to be less than 0,000
strong. This is believed to be llie average
of all the corps of Meade’s army, lie will
not cross the llapidan unless perfectly sure
.that Lee has retired, At least two thirds of
iiis army are foreigners. Meade is in re
ceipt of about 200 conscripts and substitutes
per diem, and Lincoln keep3 40,000 men in
ihe State, off Now York to enforce the draft.
Meade has not more than three or four
regiments of cavalry on this side rite Itnp-
pahaunock, but there is a very large force
attached 4 t(t Iris army. Pleasanton commands
oqc division and Kilpatrick the other, llu-
lord is in command of the whole cavalry
force or the army of the Pdtonida The
Yankees,say they took 180 prisoner ; in the
