The London Times thinks that Gen. Ro-

of ihe Confederates rather than by mere

to have done all that bravery and determina

it :**) ouen that this sut^ect.hne of prac
tical importance, la misunderstood, that 1

custom and.^iccedetiL^
An editor ia often asked, verbally, it such
an one it not the author of such a commu-
nictuiam to which,HLJie be an editor, he
makes either no reply, or An- unsatisfactory
one. Tiio impropriety is altogether wiuf
tne interitjgator; tor h» has no right Hius to
ask lh e question, and ihe editor 1ms uTmgJ
to answer, and is, indeed, under obligatio:
to himself, to tho dignity of his position and
to his correspr ndent, not to do so, either
verbally or otherwise, to gratify idle or pru-
rient^curiosity. It is only when tlie interro
gator has the right to ask the question that
the editor has the right te answer it; and
this oaiy arises when the interrogator has,
been made the subject of injury, and insult;
which tact he must state in writing, and that
he desires (or “demands”) the name of the
writer for the purpose of seeking legal or
personal redress. Yfus enables the eduor to
furnish the namoof his correspondents with
out abuse of conftlfencc or derogation to his
position. Nor can the editor, or his corres
pondents, dictate as a condition precedent
to the name of ^bq author being given, what
shall be the inode of redress, whether legal
or personal.
'i’nere L another point, oi responsibility ol
an editor, which is somewhat a novel one,
and that is when he permits the publication in
his columns of anonymous communications
of a highly pe:sonal and insulting charac
ter. It seems to be generally conceded in
such case that the editor is p/trt>i:ej)n crimt nin
and tho peison injured need go no further
than on the editoT. It is a rule often acted
on, find with much satisfaction. When a
personal communication is published in the
advertising columns over the signature of j
the writer, the editor is not responsible in 1
honor, to which my remarks are applica
ble.
The rule which applies to the editor as to
the author of a communication, applies to
the writer and in a wider sfense. • It is im- j
possible to aslc another in any way, wheth
er he is the author of such a communica
tion, no terms of intimttcy will warrant it.
Every, person has the sole right to select his
confidants; and th* -common sense infer-

Force or IIaait.—As an lilustrali m ol
the tores of habit, we see some p apers are
still b«sy pouring their vitriolic ire upor
the hearts of the traders and merchants as
eitertio.iers, when everybody else have lost
have lost sight eight ot these classes ia the
superior achievements of the producers*
who have thrown everything that* was ever
heard of iu the way ot extortion, since day
of righteous Lot, in the shade. Ye small
imps of the yard stick and the scales stand
aside, aud make room for the men of the
plantation who sell bacon at three dollars a
pound, wheat at fifteen dollars a bushel, but
ter at iiv* dollars, and so on, and so on.
ISP The army of Southern p itriois con
fronting Rosecrans at Chattanooga is nearly
if uot quite double that which drove Bneil
from the Tennessee river to the Ohio last
year. Web ope, if the invasion Is repeated,
it will only be as successful as the first—in
the advance, and not as unsuccessful iu the
retrograde.
