for the support of the government. The law

date—30 years or more—bearing six per

which taxes are due in this year. It is to

1. The whole property tax ot every sort,
tithes excepted; ihe tax ou gold and silver
pinto, Jewelry, watches, &o., and on Joint
stock.

Tho law would be alike inconvenient to
tax payers and collectors.
3. Tho bolder of iiO’s 20’s and 1-0’s must
fund said notes by April 1,1804, in four per
cent, bonds, or. pay 38{r per cent taxation at
taching to each bill. He can exchango the
bill so taxed for a new issuo of treasury
notes at ,the sale of $3 of uow for $3 of old
bills, or lor four pur oent. call certificates, at
tho same rate payable ou call in the new is-
huo, or fimr per cent, bonds; he enu also pay
taxos, postage and tho like at same rates.
Oa January 1, 1805, however a. tax of one,
hundred per cent, is imposed upon toll such
old bills not funded or exchanged.
3. Tho holder of $tj; bills must fund or ex
change them la like manner—tire date of
funding, however, being.July l. 1804.
The 100 per cent, tax, payable January 1,
1805, on bills not funded, does not seem to
apply, however, to $5 bills.
•4, The holders or bills under $5 are uot
affected by the funding act. Si mWh lor
holders of non -interest bearing notea.
5. llo1d(-rz of $7.80 notes cannot use thorn
longer in payment ot public duet*. They
ore converted, by tho direct operation of the
act, into bonds payable two years after
peace.
0. Holders of all certificatcH are governed
by the same provisions as boldeiaofThe cur
rency into which these were convertablo.
If not converted, Interest, will bo paid on
t wo-thirds of their face, alter April 1, 1804,
and llioy c inlinne cdu vertablo into Treasury
notes of the new Issuo at tho rate of two dol
lars of new for $3 bi old. Holders of such
certificates, nuder tho act March 23 i, 1803,
can (by section 18) receive the bonds therein
provided for.
Bn much for thu duties of holders. Tin:
incidents of the ucw issue of Treasury notes
are as follows, viz: 1

1. Not being held Feb 17, 1804, they are
not taxed m 1804.
2. They are receivable at ihtii lacc with
out Interest, in payment of all govettiment
dues payabio in 1884.
0. They arc payabio in 3o yours, with in
terest in Jauuary and July. After this year,
if laxAtio t continues high, the debt thus
funded will not bo interest bearing against
tbe government.
4. They are registered bauds—not coupon
bonds—and uot negotiable by delivery, but
only by transfer on tho books oi the Treas
ury Department.'
5. Until the hoods are issued, certificates
ore given. Provision Is made lor advertise
