Speech of Senator Dixon.
The speech on “Peace and Rc-union" deliver
ed in the United Stales Senate, February 27th
by the Hon. James Dlxon.of Connecticut, tewor.
thy of being circulated and read throughout the
country. Senator Dixon stands in the front rank
of able and far-sighted statesmen. It la not often
that be riste to address the Senate, but when he
docs, It is with masterly clearness and power.
This gentleman is one of the few Republican
Senators whom the possiooe of war did not drive
into extremes of frenzy and madness. Always
thoroughly devoted to the cause ot the Union

the principles npon winch he conceived it to be
buijt. 'While many were cavorting hither and
thither in pursuit of wild phantoms, he contln
ucd to adhere firmly to them. Events have do
monstrated the prophetic wisdom of the words
with which lie addressed tho Senate early in the
war, while, to-day, lie stands before the country
one of the ablest and most trusted defenders of
the policy of the President.
In many of our views with regard to secession
and tho war, we differed widely from even tho
conservative republicans of tlio North—from
Senator Dixon and those now doing manful bat
tle with him. But these Issues belong tc/thc
post, and have become practically unimportant.
What we now desire is, to resume our former
etata* in tiie Union without debarment or ltu
utility. IVe welcome ns patriotic, humane, and
atatesman-likc the efforts of the calm, clear-bead
ed, clear-hearted men of the North, who are now
straggling to still tlio angry waters, and to re
•tore to us rights, the possession of which is not
more essential at the present time to our hnppl
ness and prosperity than it is to theirs.
Senator Dixon, in his speech of Fobrunry 27th
proves by numerous citations from former cflorts
that be always advocated tho restoration policy
now being pursued by President Johnson. He
maintains that Cougrcss has no right by joint ac
tlon to determine whnt States shall or shall not,
he entitled to representation. Each Houso has
the right, and is in duty bound, to decide cxcla
•irely upon the qualifications oi its own mem-
ben. He proceeds with irresistible logic to ex-
pose the sophistries of the Sumncr-Stcvens school
of quacks. His points are made so rapidly that
v we could not do justice to the subject without
quoting a large portion of the speech. One or
two extracts must suffice.
The resolution begins with saying that it is “in
order to close agitation.” This is a subject
which agitates and wllhcontlnue to agitato tills
whole country. The waves of popular Iccllng
are running high and will bo more tumultuous;
agitatlan never will cease till moro or less or the
representation of them States is admitted. But
tbe Senator tays to close agitation on this sub
ject we should adopt this resolution.
The peopl* are agitated; they destro to admit
the Tennessee members. Wo are to stop tliclr
agitation by telling them wc will not do it. Will
that close Agitation ? I might refer to the expe.
rience of some members of this body. Tho Sen
ator from Massachusetts has been in his day
somewhat of an agitator. My breath is not agi
tation, but there bare been times when lie tins
gloried la being called au agitator, and there
have been attempts to close bis agitation, and
liowf Bylaw. This is not even a la#. There
waa tbe Kansw-Nebraska bill which was Intend
ed to dose the Senator’s agitation, and the agi
tation of the Senator from Illinois, and the agi
tation or tbe Senator from Maine, by declaring
that tbe people of a Territory should decide for
themselves, and that Codgrcsa had no power
virtually to act on the question of slavery. Did
that close agitation T Did the repeal of the
Missouri compromise close agitation ? There
was another attempt, A decision waa made by
tlio Supreme Court of tlio United States with tbe
view of during agitation upon Ilia question or
slavery. That court decided that Congress had
no power to pass an act upon tbe subject of sla
very either in the States or In the Territories, and
they fbndly believed that would dose agitaliou.

The Secretary or tho Treasury and the
Comptroller of tho Currency.
Wc referred, a few days ago, to tho veiy ex
traordinary disagreement between these two
high officials in regard to tlio Treasury Dc
partment of tho Government, in which the
subordinate one of the two, Comptroller Clarke,
charged his principal, Secretary McCulloch,
with making statements “inexcusably erro
neous” and not warranted by tho actual condi
tion of the same. Great excitement was created
in Congress and in Wall streot at this exposition
of the Comptroller, and by the former n commit
tee was appointed to investigate the matter, white
the latter doubtless tremblingly waited the result.
We have it now in the following article, which
we copy from the Washington City ConttUution-
ul Union, and which, aa tlio reader will perceive,
(Idly sustains the Secretary. Having referred be
fore to this embroglio between theso two high of
ficials, is our apology for inflicting upon our
readers, when wc have so little space, so lengthy
an article. It will, however, bo found an inter
esting paper:
The very extraordinary letter, written by the
Comptroller of tho Currency. Freeman Clarke,
Esq., to Hon. Hugh McCulloch, Secretary of the
Treasury, has attracted considerable attention.—
Tho extraordteaiy difference between the state
ment of Mr. McCulloch and thnt of Mr. Clarke
was of such a peculiar character ns to excite
great interest in the popular mind as to tlio set
tlement of the conflicting accounts. Mr. McCul
loch said in bis statement on the 1st of March
that there were one hundred and fifteen millions
of dollars, in coin and currency, in tlio Treasury
-fifty-five millions of the former; sixty millions
of tho latter. Mr. Clarke pronounced this state
ment "inexeueably erroneous," anil asserted there
wore one hundred and seventy millions now in
the Trcasuiy. Tho Secretary is everywhere ac
knowledged to he one of tlio safest and most re
liable financiers that ever mauaged the revenues
of a nation; and it being presumed thnt Mr.
Clarke had tho opportunity of definitely ascer
taining the facta concerning tbe matter lie wrote
nbout, and it being supposed that lie was n man
who would not distort tacts to serve particular
imposes, this extraordinary difference between
he two statements, we repeat, attracted univer
sal attention. The abiding faith which the
American people repose in tlio abilities and
character of Mr. McCulloch ; the grant success
which has nttonded ills financial policy, (and in
finance tuccet* is the true standard of merit;) aud
the terriblo evils resulting from nn inflated and
depreciated currency, which ho lias averted from
the people, all combined to settle in their minds
the conviction thnt tho Secretary must he right,
and that Mr. Clarke had committed an egregious

but as the reliability of .Secretary McCulloch had
passed into a proverb, and his exactness of accu
racy become a household word, tbe public mind
was exercised to sec how it was tlmt the Comp
troller had made such a woful mistake.
The public mind is not yet relieved enough to
clearly see it. The Committee on Ways and
Means appointed a sub-committee to visit tlio
Treasury and Investigate the matter. The result
of the investigation was, of course, what tiie
people knew it would be; the complete vindica
tion of the Sccictaiy’s report. Mr. Clarke had
charged Mr. McCufloch with omitting to count
the twenty-eight millions deposited in National
Banks. This charge was baseless, for the sub
committee found it had been counted. Tho
Comptroller insisted that tho coin in tiie Treasu
ry should have been counted as so much curren
cy, plus the premium on coin. This wns a most
singular manner of increasing the amount, wo
must confess. The coin had not been sold; yet
the Comptroller says it should be counted. Tbe
sub-committee, not having definitely taken leave
of their wits, coincided with tlio Secretary. Tito
premium on tiie gold would amount to some fif
teen millions which, with the twenty-eight mil
lions In Government depositories, mako up forty
three millions, leaving Mr. Clarke’s statement
only some twelve instead of fifty-five millions in
excess of Mr. McCulloch’s. But tills twelve
millions additional of Mr. Clorke’B resulted from
his counting some retired notes and 7-30 bonds,
which the Secretary, of course, omitted from (lie
statement We cannot, for tho life of us, under
stand Mr. Clarke’s financiering, If lie is right,
then oil tho rest of tlio world are laboring under
the most radical misapprehension of tliu princi
ples of flnnncc imaginable. The trutli is, it is
the Comptroller of tiie Currency und not the
Secretary of tiie Treasury Hint has exhibited a
wrong statement. It is the Comptroller and not
the Secretary who is "inoxcusably erroneous."
The sentence which Mr. Clarke rend against Mr.
McCulloch posses upon himself. The Comptrol
ler stands convicted before the country of “int-x-
cusable error," and white lie says truly that, “in
accepting tlio office I hold, I did not surrender
my independence of judgment nor freedom of
action,” yet he ought not to have surrendered t lie
competency oi judgment, which would havo pre
vented ids making such a mistake in calculation ;
a mistake so egregrioua thnt had it been rondo
by a clerk in his department would have justly
caused said clerk’s dismissal.
Mr. Clarke ftither says thnt tlio Secretary will
linrc, with economy, a surplus of two hundred
millions of dollars on Immi at tiie dose of the
fiscal year, ending Juno 30,1800. Tlio Secretary
thinks he will require one hundred and twelve
millions In addition to receipts, to curry Idm
through. Here is a difference not merely of
fifty-flvo millions, but of tlireu hundred and
twelve millions ol dollars. At the same ratio of
increase, Mr. Clarke, in iittlo leas limn two years,
will have in the Treasury about enough to pny

If Mr. Clarke continues Increasing the amount

the Treasury is not a politician, and does not
allow such motives to Influence his views 6f tho

Condition of tbe National Finances.
A telegraphic v dispatch states that Gonoral
Spinner, United States Treasurer, has prepared
a statement of tho condition of the nntionnl
finances, which will he presented to Congress
to-day. Hereafter the monthly statement of the
debt will ho prepared and published by General
Spinner, in accordance witli a suggestion from
the Secretary of tiie Treasury.
We presume Ibis arrangement is tlio result of
the late disagreement between tho Secretary mid
Ids Comptroller of tho Treasury.
