(ieorgta, Mississippi, Lmiisiatm, Florida, Texas’
and Arkansas, were not legal State governments'
and that thereafter said governments, if con
tinued, were continued subject in all
speclato the military commanders of the
qiectlve districts, anil to thu paramount an
thorily of Congress.
Sec. 2. And Is- it further enacted, That
the commander ol any district named in
suid' net shall have power, subject to tin
disapproval of the Ucneral ol the Army ol tin
United States, to have etlee-t until disapproved,
w henever in the opinion ol such commander the
proper administration of said act shall require it
to suspend, or remove from office, or IVoin tin- p„,
torjnance of official duties, and I lie exercise ol offi
rial powers, any officer or person holding or exer
rising or professing to hold or exercise, any civil
or military office or duty iu such district, under
nuy power election, nppoiutment or authority
derived Iron) or granted by, or claimed under,
any so-called State, or the government thereol
or any municipal or other division thereof and’
upon such susppnsion or removal, such com
mander, subject to tltfi.disapproval ol the Gen
eral aforesaid, shall have power to provide

said duties of such officer or person so suspend
ed or removed, by the detail of some competent
officer OjC.soldier of the army, or by the appoint
incut ol some other person to perforin the same
and to (ill vacancies occasioned by death, resig
nation, or otherwise.
Sec. 2. And be it further That me
ucneral ol the army ol the United States shall
he invested witli all the powers of suspension
removal, appointment, and detail granted in the
preceding section to District Commanders.
Sec. -I. And he it further enacted, That (he
acts of the officers of the army already done in
removing in saitl districts persons exeicising the
lutielions of civil officers and appointing oiliers
in their stead, are hereby confirmed; I'rmndcd
that any person heretofore or hereafter appoint
ed by any District Commander to exercise Ihe
lions ol any civil office, may lie removed
either by the military officers in command ol the
district or by the General ol thu army.
Skc. fi. And be it further enacted, That the
hoards of registration provided lor in the not en
titled An act supplementary to an act entitled
‘aii act to provide lor the more efficient gov
ernment of the rebel Stales, passed March 2d
181*7, and to facilitate restoration, passed March
vild, 1807, shall have power, and it shall bo their
duly, before allowing the registration of any per
son, to ascertain, upon such facts or information
as I hoy can obtain, whether such person is enti-
ded to be registered, under said act, and the oath
required by said act shall not be conclusive on
such question, and no person shall be registered
unless such board shall decide that lie is entitled
thereto; and such board shall also have power
10 examine, under oatli to bo administered by
any member of sucli board, any one, touching
die qualification of any person claiming reglstra-
bon. But inevery case of a refusal by the board
hi register an applicant, and in every case of
striking his name from the list) as hereinafter
provided, the board shall make a note or memo-
randum, which shall bo relurued with the regis
tration list to the commanding general of the dis
trict, setting forth the grounds ol such refusal, or
such striking from the list: Provided, Unit no
person shall be disqualified as a member of any
board of registration by reason of race or color
8ku. 0. And be it farther enacted, That the true
intent and meaning of Ihe oath prescribed in
said supplementary net is, (among other things)
that no person who has been a member of the
Legislature of any Stale, or who lias held any
executive or judicial office in any State, wheth
er lie lias taken an oatli to support the Constitu

was holding Hiicli office at Ihe commencement
ol the rebellion, or bad held it before, and who
was afterwards engaged iu insurrection or rebel
lion against the United States, or given aid or
comfort to thu enemies thereof, is entitled to lie
registered or to vote; and the words ‘‘executive
or judicial offices in any State,” in said oatli men
tioued, shall bo construed to include all civil
offices created by law lor the administration ol
any general law of a State, or for the adminis
tration of justice, or for thu keeping of the pule
lie peace.
Sec. 7. And be it further enacted, That the
time for completing the original registration pro
vided lor in said act may, iu the discretion of the
commander of any district, be extended to the
first day of October, 1807, and the Boards of
Registration shall have power, and it shall
lie their duty, commencing fourteen days prior
to any election under said act, and upon reason
able public notice of the time and place thereof,
11 revise for a period of five days the registra
tion lists, and upon being satisfied that any per
son not entitled thereto has been registered, to
strike the name of such person bom the list,
and such person shall not be allowed to vote.
And such board shall also, during the same pe
riod, add to such registry the names of all per
sons who at that time possess tire qualifications
required by said act, who have not been already
registered, and no person shall at any time be
untitled to be registered or to vote by reason

II. A Board of Registration is herein appoint
d (or each district, as above mentioned, to con
sist ot two wbito Registers, and one colored
Register. In the State of Georgia, where only
llie two white Registers are designated in this
order, it is directed that these while Registers
in each district immediately select, and cause
to he duly qualified, a competent colored man
lo eoinpicte the Board ol Registration, and re
port liis name and postoffice address, without de
lay, to Colonel C. 0. Sibley, commanding district
ol (icorgia, at Macon, Georgia.

l. 11 - Each Register will be required to take
and subscribe the oath prescribed "by Congress,
by an act dated July 2, 1882, and an additional
oatli*to discharge faithfully the duty of Register
under the late acts ot Congress. It is not be
lieved licit any of the appointees, hereinafter
designated, will be unable to take the test oatli
above mentioned. Blank forms of these oaths
will ho sent lo the appointees at once, and on lie-
nig executed and returned to the Supcrintend-
enis ol .Slate registration, their commissions as
Registers will lie issued, and forwarded to thorn
immediately.
IV. In order to secure a full registration of vo
ters, it is determined to fix the compensation of
Registers according to the general rule adopted
in Inking the census. In the cities, the competi
tion is fixed at fifteen cents for each recorded
voter; iu the most sparsely settled counties and
list riels, at forty cents per voter. Thecompeu-

according to the density of the population, and
the I acuities ol communication. Ten cools per
mile will he allowed lor transportation ol Regis
ters oil the lines of railroads or steamboats,-and
live cents per mile, when travel is done on rail

and they will be expected to perform it strictly’

4 of said last named act shall lie construed lo

Sec. 9. And be it further enacted, That all
members of said boards of registration, and all
persons hereafter elected or appointed to office
in said military districts, under any so-called
State or municipal authority, or by detuil or ap
pointment of the District Commanders, shall he
inquired to take and subscribe tlie oath ol office
prescribed by luw lor officers of tlie United
States.
Sec. 10. And be it further enacted, I list no
District Commander or member of tlie hoard ol
registration or an)’ of tlie officers or appointees
acliug under them, siiall he bound iu his action
by any opinion of any civil officer oi tlie United
Slates.
Sko. 11. And be it further enacted, That all the
provisions ol this net and tlie acts to which this
is supplementary, shall bo construed liberally, to
the eud that all tlie intenU thereof may he fully
and perleelly carried out.

letter to tlie mail agent ou tlie ('urolina train at
a station near Rrnpchvllle, anil asked him lo
send il tor her. The agent said tlie letter must

angry earnest, and tlie hy-standers were amused
accordin',y. The agent saw llio Joke, voluntoei-

stumped the letter was sent to its destination.

VII. The Boards of Registration will give due
notice, so that it may reach all persons entitled

will give notice that they will lie present, for
three successive days at tlie comity seat ol such
county, to register such voters, as have failed to
register, or been prevented from registering in
their respective precincts, and to hear evidence
in tin: cases ol voters, rejected by tlie Registers
ip the several precincts, xvho may desire to pre
sent testimony in their own behalf.
VIII. Unless otherwise instructed hereafter,
Boards of Registration are directed, in determin
ing whether applicants to register are legally
qualified, to hold that the terms “executive and
judicial, in tlie act of Congress of March 22,
1807, comprise all persons whomsoever, who
have held office under tlie Executive, or Judicial
Departments of the State, or National Govern-

authorized voter, under the late acts ofCongress,
to register and vote, is guaranteed by the mili
tary authorities of this district; and all persons
whomsoever are warned against any attempt to
interfere lo prevent any man from exercising tills
light, under any pretext whatever, other than
objection by the usual legal mode.
XIV. In case ot any disturbance, or violence
at tlie places ol registration, or any molestation,
uf Registers or ol applicants to register, llie
Board ot Registration will call upon tlie local
civil authorities for a police force, or a posse lo
arrest the offenders and preserve quiet, or, il
necessary, upon tlie nearest military authorities,
who are hereby instructed to iurnish the neces
sary aid. Any civil officials who refuse, or who
lull to protect Registers, or applicants to register,
will he reported ' otlie headquarters of the officer
commanding in tlie State, who will arrest such
delinquents, and send charges against them to
these headquarters, that they may be brought
before a military commission.
