The report that General Dickerson, of tho
Innate, intended to re ign his seat in Congress,
latihe close of the present session, turns out to
■I* unfounded. On being appointed on the Li-
llnrv Committee, he declined serving, stating
Itliat ho had served in that station for 10 years,
■Tlut the labours were considerable,^ and that
lilie committee ought to be composed of perma-
Inentmembers. That his time expired after the
close of the next session, and his re-election
bending on the Legislature, and being, in the
jaiure of things uncertain, he thought some
Jollier member had better be substituted. Out

The Cherokee-s. The new government a-
Idopted by this people is said to bo in full ope-
Iratieii. Among the first exhibitions of its pow-
|cr, was the public execution of an Indian for
■murder. He was hung. Their printing ma-
llerials have arrived. Tho type are generally
the Cherokee alphabet, which consists
lof different characters, or rather syllables,
|t!ie invention of a native Cherokee.
Allen. The remains of Lieut. Allen have
Ibccu removed to New-York. This gallant of-

AN ACT, io provide a more easy and convenient mode
of proving open Accounts so as to make them evidence
in Justices’ Courts.
W HEREAS the practice now pursued by the dif
ferent Justices’ Courts in this state, of requi
ring open accounts to be proven in open court in or
der to make them evidence, is found in mnny instances
to he highly inconvenient; for remedy whereof—
Szc.l. Be it enacted by the Senate and House Of
Representatives of the State of Georgia in general assem
bly met, nnd it is hereby enacted by the authority of the
same, That from slid immediately after the passage of
this act, in any suit which may be instituted in a Jus
tice's Court within this State, upon an open account
against any party who may have removed without the
jurisdictional limits of the county in which such
account was contracted, or who may reside with
out the County in which the account wu contract
ed,the said account may be proven hy.a written
affidavit before any Officer authorised to admin
ister an oath; and when so proven, shall be receiv
ed in evidence upon the trial of said suit, as though
the same had been proven in open Court. Provided,
however, that if the defendant w 11 make an affidavit in
writing denying the justice and fairness of the whole
or any part of the said account, the said court shall
not give judgment for so much thereof as may be con-
troverred, unless supported by other proof.
Stc. 2. And be it further enacted by the authority a-
foresaid, That all laws and parts of Igws militating a-
gainst this Act, be, and the same is hereby repealed.

AN ACT to organise thecouniics of Merriwether, Troup,
Harris, Talbot, Marion and Muscogee.
B E it enacted by the Senate and House of Represen-
■ tatives, of the Stale of Georgia, in General Assent-
\bty met, and it is hereby enacted by the authority of the
\same, That on the first Monday, of Pebruaiy next, the
persons who reside in the counties of Merriwether ami
Troup, may meet together, and under the superinten
dence of three free holders, elect so many Justices of
tiie Inferior Court, for their respective counties, as are
required by taw, also a Clerk of the Superior, and In
ferior courts, n Sheriff, Tax Collector, Receiver, Cor
oner, and County Surveyor, And on the first Monday
in February next, the persons who reside in the coun
ties of Harris, Marion, Talbot and Muscogee, shall
meet together in like manner, and elect so many
Judges, as may be necessary to make ’he number re
quired by law also a Sheriff, Tax Collector, Receive
er, Coroner and Surveyor.
Sec. 2. And be it further enacted, That the place of
election, in the county of Merriwether, shall he at the
house of Hugh VV. Ector—in the qounty of Troup.at
the house of Nicholas Johuslon—in the countyofTai-
bot, at the house of Darling R. Allen—in the county
of Harris, at the house of I/ravis Wynn—in the coun
ty of Marion.atthe house of Wesley Williams—in the
county of Aluscogee, at the town of Columbus.
Sec. 3. And be it further enarted, That the said free
holders shall ceilify under their hands, to the Govern
or, the persons so elected, >vho sltnll thereupon, be
commissioned to hold their offices, till the next gener
al election, for the like officers throughout the State
unless their offices sooner become vacated by law.
Sic. 4. And be it further enacted. That the Justices
of the Inferior court in their respective counties, or a
majority of them, shall fix the site of their necessary
public buildings, as they may think most conducive to
the public good. And they shall have the power of
entering nil the necessary public buildings, in their res
pective counties, and for that purpose, purchase a lot
of land, for a county town, except they should fix up
on a fraction, u the public sit*, then it shall be the du
ty of the court, to assess the value of the fraction, and
to enter into the usual obligation, for rite payment of
fractions, and to lay out a county town, nnd dispose
of tho lots, as they may think most conducive to the
public interest, and it shall be the duty of the said In
ferior court, to reserve two lots, an acre eaph, for Aca
demics,and four lots, on acre eachforrcligious purpos
es, and it shall be the duty of the Inferior court, to ex
ecute titles, to each of the religious denominations, to
one of the.lots thus reserved.'
Sec.5. And be it further enacted, That the said Jus
tices, as soon as practicable, shall lay off their respec
tive counties into Captains districts, and whenever the
said districts are defined they shall advertise nnd one
lor more of them shall attend the election of two Justi
ces of the Peace, in each Captain's district giving fif
teen days notice, thereof, who shall be commissioned.
Ito continue in office till the next general election of
Justices of the Peace throughout the State, unless
I their offices, be sooner vacated by law.
Sxc.B. And be it further enacted, That the Justices
of the Peace, after they have been commissioned, as
aforesaid, it shall lie their duty to advertise in their res
pective districts, the election of subaltern officers, as
required by the militia laws, now in force, and the
said Captains, shall as early as practicable make out a
compteto roll of all such penons as are liable to do mi
litia duty, and return the same to the tnferior court.
Stc. 7. And best further enacted, That the Judges of
the court shall in due time orderan election, for field
officers, giving fiReen days notice of the same, andit
shall be the duty of two or more magistrates, to su
perintend said clectiob, and certify the same, as requi
red by the militia laws now in force.
Sic. 8. And be it further enacted, That the Justices
of the Inferior courts, fortho said counties, sbalt pro-
ceed to select grand and petit Jurors, agreeably to the
law now in force. *
Sec. 9. And be it further enacted, Th« where there
are magistrates and military officers itj any of the coun-
tiesabovp named.that lire Justices of the Inferior court,
be required to lay off their districts and have elections
only when, there are not a sufficient number of those
officers.
Sie. 10. And be it enacted,\That nonart of this act,
be so construed, as to turn out any officer, before the
rime expires for which be wu elected. -. •
