Mr. O’cotmell h:ts proposed the establishmeri!
of a National Political Union iu Ireland, to aid in
bringing about Reform.
A shower of hail is stated to have fallen upon
‘he Wty of Constantinople on the 5th October, so
terrible in its nature, that neither tiles nor wood
could Withstand it, Tho masses were so heavy
|hat they severed boards half an inch thick.—
The whole city was unroofed; and to aggravate
the general distress, it was followed by n deluge
of rain, against which it had left no shelter, cither
to rich or poor. Tho storm was not confined to
tho capital, it visited the whole of the line of tho
Bosphorus, and extended as far as Belgrade, de
stroying every thing vegetable and animal that
was exposed to its fury. The lumps of ice which
fell wqre as large as a man’s foot; and some were
picked up half an liuur afterwards weighing above
n pound.
Accounts from Wnrsaw say that there will bo
a general amnesty granted both for tho army and
nation, aud Uts positive that Poland will remain
a separate nation, but the Diet will be re-placcd
by the Provincial States, aud the Government
will remain at St. Petersburg!). It is further
stated that the Emperor of Russia lias issued a
manifesto, addressed to all the powers of Europe,
relating»to tho affairs of Poland, in Which it is
said lie leaves them to remain a separate nation;
lie also gives them the choice of a uew tariff’ to
regulate their commerce; but it is feared that the
restrictions are such that the Poles may only call
themselves a nominal separate nation.
The typhus fever is raging violently in various
parts of Northumberland. At Newcastle, several
persous of note have died, including .two legal
gentlemen; in fact, the fever has been more dis-
tructiye there than the cholera at S underland. '
Raleigh, Dee. 31.—The two Rail Road Bills
have passed the House without auy serious op
position, and are now before the other branch.
A proviso was proposed to the Central Rad Road
Bill, that the Company should forfeit their char
ter if-they applied hereafter to the General-Gov-;
eminent for an appropriation to aid iu complet
ing the Road. Tnit proposition was rejected by
a-vote of three to one, Mr. Gaston remarked
that ke had heard duriilg the Christmas festivities,
that such an amendment would be offered, but
be had it® idea that the effort would be terieukly
made.
A Bill was introduced today, by Mr. Gaston,
authorizing the employment of an Engineer, at
the expense of the state, to survey.route* for the
Rail Road' from the Oeeaa te the Mountains and
from the Cape Fear to the Yadkin.
Tennessee.—The Legislature of this State have
unanimously adopted a resolution approving the

A Rosebatiou was adopted in tho House of Re
presentatives, by an overwhelming vote, instruct
ing the Senator* sad Representatives of Tennes

See. 1. Be it enacted 6y the Seiiatt arid House
of Representatives of the State d J Georgia, in
General Assemhlgdut, and it is hereby enacted by
thr authority of the spate, TUbt districts number
one, two, three, four,five,' tlWtu, twelve, thir
teen, fourteen and fifteen,'iii‘the firsf section; dis
tricts number one, two,' three, fifteen, sixteen', *o-
veutoen, eighteen, nineteen' arid twcutyolie, in’thc
second section; districts number one, two, three,
four, seventeen, eighteen, nincrieu, twenty arid
twenty-one, in the third section; amt diptricts num
ber one, two, three, sixteen and seventeen, in the
fourth section; shall by the tufvejors heretofore
pointed out by law, ho sub-divided iuto lots of
forty nercs each by lilies running parallel with the
district lines, at the distance of iwenty'cb&ini a-
jiiirt, mid crossed by other lines at right angles
und of the like distance from each fritter, riarked
and numbered according to the plan prescribed by
the Surveyor General.
Sec. 2. And be it farther enacted 1 , That the fol
lowing shall bo the description and qurilififcation
of persons entitled to a draw under tms act, to
wit: overy wilito male person ofthe age of eigh
teen yonrs tind upward), being a citizen' 1 of the
United States and uu inhabitant within the or
ganized limits of this. State three years, immedi
ately prceediug the lsrday of January, I8R2, in
cluding such as shall be absent on lawful - busi
ness, shall be entitled to one dmw, but no person
shall be cntitldd to a draw uuder this act, who has
a family residing out of this State, oC whose flm ;
ily has nqt resided in this State tot three years as
aforesaid, except officers iu' the army or navy of
the United States, provided said person has bad
a family so long. .
All-widows with like residence shall be.enutled
to one draw.
•All families of orphans of like residence except
such as may. be entitled iu their own right, shall
have one draw, 1 ’. ;.
And all head* of families one additional draw

See. 3. And be it further enacted, That sepa
rate lists of persons entitled to a draw under this
act, shall bo made out and returned by the same
persons authorised to tako in names of persons
untitled to draws by an aetontitlod "an act to au
thorise the survey and distribution of the lauds
within the limits of Georgia, iri the occupaney oi
the Cherokee tribe of Indians, and all other uns
eated lands within tho limits of said State, called
as Creek land, aud to authorise the Governor to
callout a'military force to protect the surveyors m
the discharge ofthoir duties, aud to provide for
the puuishmentof persons who may prevent, or
attempt to prevent, any surveyor from perform
ing his duties as pointed otlt in this.act, or wno
shall wilfully cut down aud deface any marked
trees, or remove any land mark* which may be
made in pursuance of this act, and to protect ttie
Indians, in tho peaceable possession of their im
provements, and of the lots on which the same
may be situate,’’ approved the

lemnly swear (or affirm) that I am a widow, that
I have residod in this State three years preceding
tlie first January, one thousand eight hundred
and thirty-two, except absent on lawful business,
and am now a resident of this district, th*at I have
not given in my name for any draw iri the pre
sent contemplated lari'd lottery of the Ggld Regi
on, in any other part of the fetate, so help mo
God." And all guardians, or next friends of or
phans, shall take the following oath: “I do so
lemnly swear (or affirm) that the orphan or fami
ly whom I rctum, is or are entitled to’a draw
under this act to the best of my knowledge, so
help me God,” and the persons authorized to
tako iu tlio names of those who are eutitlcd to a
draw under this act, shall receive twenty-five
cents from such applicant for each draw, and the
following oath shall .be administered to all heads
of families: “I, A. B. do solemnly swear that I
am a married man, with a. family, so Help me
God."
Sec. 4. And be if further, enacted, That as soou
as said lists are made out and- returned as afore
said, his Excellency the Governor.for the purpose
of carrying tho lottery iuto effect, shall cause the
names of persons eutitlcd to draws together with
other designatory remarks of resideuce, &c. to
ho placed on tickets as nearly similar as possibjo,
which shall be deposited in one wheel, and the
prizes, on tickets of the like description, shall bo
deposited in another., wheel,' which prizes shall
consistof.all,square lots of forty acres; each lying
in the above named districts, and from each wheel
as nearly.at the same time as may be a ticket
shall be drawn, and deliftred to the superin
tending managers, and so 611, until the' whole
number of prizes are drawn out in maimer pre
scribed by the above recited act.
Sec. 5. And be it further enacted, That'the land
pointed out iu this act shall be drawn,hy aeparate
lottery, from the one contemplated in the above,
recited act, and shall ho conducted b^ the 'same
commissioners aud under the sairie'rules and re
gulations, as pointed out in said act, land other
services required to he done by this act not par
ticularly specified, shall be don* by'(Ke .same offi
cers, and iu the same manner as said act pre
scribes, that all persons who may draw land by
authority of this act, shall in like manner receive
a grant for the same on payment of the ten dol
lars, aud also that ftedulent returns shall be sub
ject to the same forfeitures, and prosecuted ill the
same manner as pointed out in the above recited

authorise the survey or lottery of the lands point
ed out in this act, nutil the rime that the above
recited act it authorised to be carried into effect,
by authority of the State.'
Sec. 7. And be it further exacted, That all laws
millitatiog against this act snail be arid are hereby
