Mr. Forbes, the American consul in Ham

that American vessels have full liberty to sail
from the Elbe, in ballast, or with such mer

by him. The English cruizers permit Ame-
Can vessels to enter the Elbe on like conditions.

The cargo of the Prussian ship Louisa, Haves’
captured on her passage from Baltimore to
Amsterdam, was restored to the claimants on
the 3d of March, by the court of admiralty, •

One hundred and fifty-four American ves
rels arrived at Liverpool, in England, from the
first of December, 1806, to the 21st of March,
1807. On the 14th of February there ware
137 American vessels at Liverpool.— ibid.
The London Times, of the 21st of March,
contains the following articles :
“ The gales ol wind which destroyed the Ig
nitor., fire-vessel ; Prospero, bomb ; and we
fear others of his majesty’s ships, made a
wreck of no less than 55 vessels, between Cape
D’Aipre and Dieppe ; to the latter place be
tween two and three hundred English, who
•were saved, have been marched prisoners.
The gale of the 18th of February will be an
epoch among naval men, lamentably memora
ble to those who are, or may be stationed off
the coast of France.
“ Boulogne exhibits a singular appearance
to those who have been accustomed to recon
noitre it during the present war. Not long
since, it was the depot of all the best and finest
troops in Bonaparte’s army ; now there is not
an appearance of u formed soldier in the place ;
merely a very few conscripts of the depart
ment. Lately, the position was deemed of the
utmost importance, and shells were thrown
even on the possibility of their reaching our
cruisers ; now the batteries, whenever they
have occasion to work them, arc manned by a
few sailors from the flotilla, which is at present
dismantled. The vessels from Ambleteuse and
Vimereux have escaped into the harbour of
Boulogne, no doubt for the purpose oi being
BAD HABITS.
There is an obstinacy in bad habits which
renders it difficult to throw them off, or alter
them to advantage-—the steady habits of Con
necticut arc of that cut.
In England thev arc so much in the. habit
of considering the U. S. as English dependent
rchmiis , that a Livcapcol price current, thus
remarks on the article of cotton :
Foreign cottons arc lower in importation
than American
This however is not wonderful, for the prints
forwarded from our sea ports to England, and
they are about three to one of that cast, are as
much British in their publications as if they
were actually written and printed at the ex -
per.se of the English cabinet—on every occa
sion at English, Scots, and other clubs—the
first toast is “ the king.'’ as if there was only
one king, and our ebuntry a kingdom ; in the
same spirit wc see articles of news couched in
this royal and courtly style—“ his majesty’s
ships”.—"• his majesty’s navy”—“ his majesty’s
army”—“ his majesty’s order in council,” fee.
&c. the addition of Britannic or British is nev
er thought ofi
It is not therefore Wonderful that there
should be persons in England dupes enough to
this infatuation, to believe that the Executive of
the United States would receive such an in
c.nmbvance of dishonor as v.'ns attempted to he
foisted on us by the lute article called by way
of distinction a treaty.
But in the notice wf the cotton it is worthy
of remark, that Drwrara a colony actually in
possession of the British is ranked as foreign,
while the United Mutes are reckoned as Br it
ish or Domestic ; J)emrra>-a, they are witling
to give up at a peace; but they sicken at the
notion of ever .1 .indorsing America, hoc!.- or La
crook. They ! -aguish nf.er America almost
as much uc Ccq-gc 111. after Uur.cocr ; we
have heard some to ties net very ler.g rgc, dwell
with some delight on an old Jacobite tune, which
begins or ends with this line : “ And the king
win have hr; own again.”
The burthen of this song was that the house
of Stuart was to have England again ; the ,srr-
L'ility which is inseparable from the humiliat
ing obedience of men to monarchs, lenders
tl:e transfer of serviiitv always easy ; general
Frazer who was killed at Saratoga, was (lie loy
al subject of George 111. though his Ether was
the famous lord Lovett, who was belteaded ior
his stedfast attachment to the principles of he
reditary succession and the house ot Stuart.
f i:h us the terks all range under whatever
party they find assuming ai library power-—or
approaching to the old lory or Jacobite notions

Pr.ror. r\—lt is reported that the British
minister, Mr. Erskine, has been recalled—and
that an expn s lu L-erti sent to Hampton roads
to stop the Jib.,/:, now on its way to England.
‘I his report comes bv a gentleman by die l>t
evening’s stage from Washington. “recall
ed” we presume it is to be'understood, that Mr.
F.rskine is to tie cnprvceeded by another
minister. But lets was to have been expect
ed upon the late change ci the ministry in En
giautl.
Mr. Hi s'.-:ire’s recall would certainly he no
every favourable symptom cf the friendly dis
position of the present cabinet, towards ns; as
he is married to an American woman; is a
man of liberal sentiments, and the son of the
celebrated Erskine, the friend and co-adjutor to
Fox.— Kuhmond Jwquirer-.
