Lord Stanhope rose to make the motion of
winch tie had given notice, 1 ejecting a reso

and complete reciprocity. In proposing this
regulation to the house, iie in,d not uietely in

which he alluded should, m Ins opinion, be ex
tended to ati slates and nations inui.,e; imiuately.
lie could not help noticing Ute absence oi n.t

occasion to observe that they seemed anxious
to avoid ml discussions on tins topic. He vvou.u
not say that their conduct was not pi uncut; but
whatever it might be, he ieit it incumbent on

them, lie must, therefore, most earnestly de
precate a rupture with America, and the lict.se
would, no doubt, unite with him, in deprecat
ing that calamity, when they duty considered
the many duhcuitics and dangers, with winch
we were already beset. They must lecolieel,
that m times ui scarcity our principal rebel was
derived first from Poland, next from America.
Poland was now shut against us by me influ

he gtounoed the resolution he had now to
move. 1 lie noble lord then concluded with
moving, “ Phut it be resolved, but the princi

Lord Si inhope, in explanation, thanked the
noble lord for itis kind attention, and observed,
tha* what lie had advanced, not only referred
to the present slate ol America, but to all inde
pendent nations, at all times, when at peace
with us.
Lord Morton objected to the motion, as
tending to. legislate upon abstract pi inciples,
which was contrary to the spirit and the prac

The question was then put, that the present

was carried without a division.—Adjourned.
