Ships and troops are assembling at Cork for
an expedition—the naval force to be com
manded by sir Samuel Hood, the military by
gen. fieresford. It is supposed to be destined
for Madeira.
Another expedition, in which sir Home Pop
ham is to have a command, is preparing at
Portsmouth.
The .British parliament meet for the dispatch
of business on the 21st of January. An order
to that effect has been signed by his majesty in
council.

Whereas certain orders, establishing an tin

tined by the circumstances and considerations
above recited, in establishing such systems
of restrictions with respect to all the coun
tries and colonies of ins enemies, withou:
exception or qualification; yet his majest
being nevertheless desirous not to subject neu
trals to any greater inconvenience than is ab
soluteiy inseparable from the carrying int
effect his majesty’*; just determination to coun
teract the designs of his enemies, and to retort
hpon his enemies themselves the consequences
of their own violence and injustice ; anti being
vet willing to hope, that it may be possible
(consistently with that object) still to allow to
n : urals, the opportunity ot furnishing them
s uves with colonial produce for their own con
s option and supply ; and even to leave open,
for the present, such trade with his majesty’s
• enemies, as shall be carried on directly with
the ports ot his majesty’s dominions, or of his
allies in the manner hereinafter mentioued:

some port or place in this kingdom, or to Gibral
tar or Malta ; and any vessel which, after hav
ing been so warned, or after a reasonable time

Letters from Madrid of the sth instant, were’
received yesterday. They express the strong
est apprehensions'of the approach of the most
mport&nt events. Tulle, rand’ and Bcrthier
were reported to have arrived there, and the
execution of the perfidious designs of the Corsi
can was looked forward to with the deepest sen
nations of dread and horror.
According to the new regulations, which
were sent to ihe Custom-Hou ,e on Thursday,
we understand that neutral vessels are to pay
dutie-. both inwards and outwards in our ports,
before they are licensed to pioceed to France
under the late Orders of Council. The effect
of the new dudes wall be to raise the price ol
colonial produce to the continental consumers
about fifteen per cent. From this a consider
able accession of revenue is expected, while
the subjects of Bonaparte must be compara
-1 lively injured.
The French troops, in great lorce, are in
full march through Dalmatia
Baltimore, January 9.
Rumor, generally deserving but little atten
tion, this morning circulated an ccount wnich
we deemed worthy of further enquiry. We
were favoured with a few minutes conversa
tion with an intelligent gentleman from Wash
ington. He concludes, from the opinion and
speculations in the higheat circleh there, that if
Mr. Rose is clothed with ample powers, and is
so disposed, an amicable accommodation may he
speedily expected with Britain.
Norfolk, January 11.
We have just perused a letter from a re
spectable merchant in Baltimore, dated Friday
last, to his correspondents in this place, “ In

Leonidas will excuse us for omitting his
favor this afternoon. ‘I he late foreign intelli
gence by the mail of last night, and the ad
vanced state of our paper at the lime of its ic
ccipt, rendered the omission indispensable. It
shall, however, have a place on Thursday.
We were not able to procure our papers by
the Itoodrop Sims in time for this day’s ga
zette. H e have conversed with a gentleman
who was a passenger on board. He states that
all intercourse is prohibited with ihe domini
ons of France, and indeed with the whole conti
■ent ot Europe, in neutral vessels—that, being
1 native of America, he applied to our minister
Ur. Pinckney, for his opinion, respecting his
icmiening in England—that he strenuously ad
vised !tim to return home immediately. From
this anil liis general conversation, the gentle
man concluded that il was his opinion hostili
ties would take place shortly against this coun
try. The people of England were much op
posed to the idea, and the Ameiican merchants

Since the embargo has been laid on, thr ci
tizens ot Aal imore have held several meetings
on the subject of taking into consideration the
expediency of commencing lie manufacture of
wool and cotton. It appears that the opinions
