The Prince Regent, this day sent a ntessaga
to the flouse of Commons, of which the follow
ing is the substance
The Prince announces to the House, that the
events in France, have determined him to con
clude with the allies engagements, whose end
is to take in concert with them, those measures
which circumstances may require to prevent the
return of acts which would have the effect of
destroying the peace and the liberty of Europe.
His Royal Highness renoses himself with" con
fidence Upon the zeal of the House of Commons,
to support him in the measures, which he may
deem it necessary to take in concert with the
allies, in a crisis so important.
After the reading of this message, in which
the Prince announces besides, that he has given
orders to snbmit to the House copies of the trea
ties concluded with the allies—Lord Castle*
reagh made the motion to examine them to
morrow, in a committee of the whole.

For tbe following foreign news we are indebt
ed to Mr. Maxwell, passenger on board the ship
Lancaster, Jackson, from Liverpool, of and for
Philadelphia, boarded this morning outside the
Hook, by one of our pilot-boats.
Londox, May 23.
The following telegraphic dispatch was, yes
terday, received from Portsmouth:—“ La Ven
dee ill a general slats of insurrection.” The
pews was brought by a brig of war. Private
Tetters are also in town, which contain tbe same
intelligence, with the additional fact of several
"general officers having joined the royalists,
whose numbers are perhaps, too zealously rated
»t 50,000 men. Charete and Oleron are
amongst them.
The message from the prince regent was de
livered to both houses of purliame.nl yesterday,
‘•witJi several ata^ paper*. The amount of the
subsidies’ to be paid hy England to Austria,
liutiiaand Prussia, ia five millions sterling, to
bejl'irided equally between these three powers.
The ratification of the Austrian treaty l.as not

actually taken place. From these papers, cou
pled with the statement of m : nisters in both
house* last night, we may hourly expect the ac
tual commencement of hostilities. It u-ill pro
bably riot be delayed after the prince regent’s

Loxbon, May 2.3.
The message of the Prince Regent was ac
companied with the treaty concluded with the
Allies on the 25lh March, and a copy of the o-
vcrlures made by Napoleon.
Lord Liverpool has replied to observations of
Lord Gray upon the Bourbons, that the inten
tion of the allies was not to prescribe to France
any form of government ; that while they all
desired the re-ostablislnnent of a legitimate so
vereign in that country, they did not pretend
to intermeddle with the right which the French
have of choosing a government for themselves ;
that in cansequenee, they were not bound, as
it respects the Count de Lille, to insist upon
his re-eslahlishment against the wishes of the

The revolt of the Saxons is more important
than the journals announce. More than 6000
have been disarmed and sent back under escort.

The Emperor rode out on horse-back this
morning. This afternoon he went to the Camp
do Mars in n carriage with eight horses: lie vi
sited the hall destined for the assembly of the
Camp de Alai: his majesty was accompanied by
Prince Lucien.

post chaises, which arc bringing to Paris the
members rf the electoral colleges, the denulies

the day after. We hope that by Monday they
will be mostly arrived, and that the operations
will commence.
A frigate fcas brought prince Jerome, Ma
dame More, and Cardinal Fetch from Naples.
The English custom-houses, it is said, re
ceived o.i the 2.5d orders from their govern
ment. to give r.o obstacles to the entry of
Frcnehnr.’'n into England. France, on her side,
permitting the English to enter, the communi-

They have experienced great losses. The
85<h regiment when it went out was 1302
strong, only 200 have returned, it has lost all

The emperor was on horseback this morning
at 6 o'clock. He made the tour of the works
which are rrecting from Montmatre tn the
heights of Belleville and Charonne and from
thence to Vincennes. These works have been
traced with ability, and it is expected will be
finished and armed in twenty days.
