LEGISLATION IN MISSISSIPPI.
The M^sisaippl Legislature which ad-
3 d sine die a short time since, enacted a

of i ini S ate. The first provides for the cra
ft if->"■ < f c Unly Courts, with inferior and
criminal jurisdiction to the Circuit Courts.
Tney are to be held once in each month.
T. is Court consists of the Probate Judge and
two Justices of the Peace. The nestis an act
to confer civil rights on freedmen. This bill
authorizes this class of persons to sue and be
sunt!, to bring suits against white persons
and testify in all cases on which they are
parties to the record. It compels a freed-
inuu to have a iawlul home or employment,
on the second Monday of January ot each
year. It punishes any person who shall en
tice a freedman from his employment. Both
parties to the contract are held to a strict
fulfillment of its conditions. The third of
the series is entitled “an act to regulate the
relation.of master and apprentice, as relates
to treed men, free negroes and mulattoes,”
wh.c i authorize the Probate Court to bind
on; .s un apprentice, aDy orphans or negro
cl.il.Iren, .whose parent or parents are unwil-
iii,-. or unable to support them, giving the
pr i r . ce to lhe former owner, if the Court
sb:r. deem such former owner to be a fit and
proper person. It is made the duty ot the
SheiilT and other civil officers of the counties
to tep’ort to the Court, semi-annually, all
freedmen under eighteen years of age who
are orphans, &c. The last is an act of the
vagrant laws of the State. Vagrancy, under
its proyision is promptly punished.
These lour acts appear to be skilfully
framed and are, perhaps, the best which
could have been devised. The Courts of the
county are thrown open to the freedmen,
an.d they fully secure to them the fruits of
their labor and guard them against imposi
tion. But they at the same time protect the j
community against idleness and vice. The
policy underlying the action of the Legisla
ture upon this delicate aud embarrassing
subjeci appears to be identical with that
which has controlled the administrative ca
reer of the Freedmen’s Bureau in this and
other Spates.
The only feature in these laws to which
any objection can be made by the Federal
authorities is the clause forbidding them to
own or lease real estate. Perhaps k would
have been wiser, under the pressure of ex
isting circumstauces, to have omitted that
clause-

She has served as ordinary seaman, but last

ever, wears mate apparel, and is now work
ing in an English lead factory under the
name of William Btuce.
—The Princess of Wales lately passed her
twenty-first birthday, and the event was duly
celebrated at Sandiogbam, her country, seat,
by a dinner to the peasantry of the vicinity
at which the Prince of Wales proposed his
wile's health. He presented the lady also on
the occasion with a pair ot Shetlaud ponies
as a birthday gflt. The Queen sent to her
daughter-in-law an elegant bronze statue of
the Prince Consort
—The English government is encouraging
flax culture in Canada.
—Further seizures of Fenian arms_hare
been made in Canada.
—Lord John Russell and Sir Robert Pei
have had a serious difficulty. The latter re
fuses to settle it.
—The town and canton of Tica, Andalusia,
Spain, are being ravaged by an luvason ol
spiders. All vegetation is eaten upTby these
insects, and their bite produces a very pain
ful swelling
—Hamburg papers state that a portion of
the Heligoland rock, having been long un
dermined by the sea, had fallen tfud was eh
gulfed in the waves. Out of the 500 inhabi
tants on the Island 70 are said to have
perished.
—It is said General Gideon J. Pillow is
building a large seboolhouse and providing
teachers for his lormei slaves. He owned
quite a large number.
—Dr. Joseph S. Walters, of Brooklyn, N.
Y., who has been convicted of felonious as
sault on a young lady who was one of bis pa
tients, has been sentenced to the State Prison
for ten years-.
—Penny trains are now fully established
in Loudon, England. They run entirely
under ground, late and early. They will
take a person to bis neighborhood for two
cents in ten minutes, while if he took a bu9
above ground an hour would be consumed
iu reaching his destination, and have to pay
twelve cents.

The Tallahassee Sentinel, of the 30th ulti
mo, announces the election, on that day, of
WilkcrsoD Call, Esq., and the Hon. Win.
Marvin as Senators from that State, in place
of Messrs. Yulee and Mallory.
The first named wa9 elected to fill the
term which expires 3rd March, 1369. The
latter to fill the term which expires on the
3rd March. 1867.
Mr. Call, who is the nephew of the late
Governor Call of that State, is a compara
tively young lawyer of the Tallahassee bar,
and has acquired much distinc'ion in ins pro-
let-! -n both as an orator aud jurist.

“The Right Wav.”—This is the title of
a weekly sheet issued in Boston by Geo. L.
Stearns for the advocacy of the enforcement
of regro suffrage upon the South. Some
fifty thousand copies are distributed weekly
throughout the States free of charge—and
free of postage The aim ol the publisher
seems to be to convince the people of the
North that there is no such thing as loyalty
or good faith among the whites ot the South,
and that the only true supporters of the
Union here are the blacks; that Congress ba9
the right to invest them with the right of suf-
frayand that until this is done there can be
no reconstruction and no peace. Tne edi-

At A meeting of the Stockholders of the
Skidaway Shell Road Company, held this
day, the following resolutions were offered
and passed:
Whereas, under the second section of the
ar t of the Legislature of Georgia incorpo
rating the Skidaway Shell Road Company,
it is made lawful for said Company to issue
stock to the amount of fifty thousand dol
lars ; and whereas, stock has hitherto been
issued to the amount of twenty-seven thou
sand dollars; aud whereas, the present con
dition of the road renders a large outlay of
money indispensible to its usefulness and the
interest of the Company; he it
Resolved, That stock be issued to an
amount i-ufficient to fill the capital stock ol
the Company to. fifty thousand dollars, as
permitted by the charter aforesaid.
Resolved, That a committee of three be
appointed to obtain the subscription to ao
aim .ant of stock necessary to carryout tue
above resolutiou.

the animals iu the Jardin d’Acclimation,
Paris, and two gazelles and six yaks died of
the disease. They were buried twenty feet
below the surface of the ground.

— Thirty conductors ou the city railroad

esty last week. Detectives of the female
persuasion now travel regularly on most ol
the lines. One of the companies has posted
up, in large fetters, at its depot, “Honesty
is the best policy.”
— A Connecticut man is pushing through
the patent office a new machine lor manu
facturing coffee berry out of flour, so that the
old plan “buy your coffee and grind it your
self,” will not assure Us purity hereafter.
—A lawyer addressed the court as “gen
tlemen,” instead of “your honors.” After
he had concluded, a brother of the bar re
minded him of his error. He immediately rose
to apologize, thus: “May it please the court
—in the heat of the debate 1 called your
honors gentlemen. I made a mistake, and
beg pardon."
—A gentleman from Texas says that it is
not known what lias become of Senator Wig-
(all. It is considered certain that he has not
crossed the State into Mexico, and if in the
United States his locality is a secret. Many
believe that be is dead.
—The President is preparing or has pre
pared a reply to the resolution of Congress,
asking for information why Jefferson Davis
has not been brought to trial. The ground
taken will be found to embrace the legal dif
ficulties heretofore announced as in the way
of a civil trial, aaiiiie probabilities are that
Congress will pass a law to meet this and all
similar emergencies.
—It is rumored that the Cambridge Horse
Railroad Company is abont to discharge all
their conductors whose persons at all ap
proach corpulency, and hire in their places
lean men, who will be able with less diffi
culty to pass through the crowds which
throng the cars night and morning. The
horse railroads will doubtless follow this
laudable example.
—A girl in a paper mill in Bangor found a
ring composed of thirty diamonds among
some rags she was picking.
—Carl Shurz has been extensively t lirou
the South hi the last few months, but though
a General, he didn’t get there during the

A man who had been five hours in his
coflin iu New York, awoke Just in time to
escape burial.
Miss Marriott is playing" Hamlet in
Liverpool to large audiences.
—A delegation of planters and former re
bels are now in Washington, endeavoring to
obtain an appropriation from the Govern
ment to rebuild the levees from Vicksburg to
New Orleans. They were destroyed by both
sides during the war, and. it will cost several
millions to febuild tfiem. Hundreds of thou
ands of acres of cotton lands are under wa
ter that can be replquped if (his work is done.

Georgia manufactured goods continue much neg
lected and the sates are exceedingly light, and prin
cipally confined to smalt lots for the retail trade.
The offering stock Is ample. We continue quotations
Osnaburgs, a. and B., at 88 to 41c per yard ; sheet
bigs, 4-4. S3 to Sic per yard; 7-8 at 80c per yard : yam
$3 75a4 per bunch.
A light demand prevails for cloths We q note cas

duriug the week at rates from M0o to *1 25, princi
pally, these quotations being for cotton, superior in
quality to (he ordinary “cart cotton,” or of cotton
iruduoed at any distance from the sea coast. The
business of the w«ek in s«a island cotton was coin
paratively small.

the depot and thirty-six cars, was destroyed
by fire on the 29th.
—The Memphis and Charleston railroad
has been entirely rebuilt, excepting the
bridge over tbe Tennessee river.
— Brigadier General Champion Vaughan,
formerly of Kansas, attempted to commit
suicide by swallowing poison on the 23d, in
St. Louis' but his life was saved by the
prompt administration of an antidote- In tbe
afternoon he again attempted to destroy hie
life by inhaling chlorotorm, in the Mercantile
Library room, but was again saved by medi
cal aid. General Vaughan served on the staff
of General Ctutis and General Blunt during

strange conduct,

CHEESE—A fair demand exists. The stock Is very,

the past week. The market continues to be weu

Ei«uh.—The stuck on hand continues large. Dor-
ing tlic week a lair demand to supply the home
trade existed. The change in prices uoticed In oar

Lard.—We hear of no material change In this ar
ticle. We quote leaf at 26a30c, and presaed at 224

Leather—Duijng foe post week there qras an
improved demand Tor all descriptions of leather. We
quote Oak sole, middle weights, 5lu59c per lb. Hem
lock sole, middle weights, 48c; French calf skins,
22 lbs $2.75 per lb; American culd do, 30 lbs $1.75; 22
lbs $2 per lb.
Lumber—We have no new features to reportintbe
market. A good iuqulry continues. We quoVe West
ludla and other orders at $40 to $52per thousand.
if iLASSKS—In consequence ol rne extreme dutlnrse
of the market, a cargo which was offered on tlte inar-
ket for sale, was bought in aud will lie forwarded
North. Holders of small lots have withdrawn them
from the market.
Mackerel—The market, as usual, is well supplied,
