The Rebel Kmtgrat ion to Mexico—The
Gvvln and Maury Sihfine,
Voluminous papers relative to the rebel em
igration to Mexico and the scheme of Qvvin
and Maury were presented to the Senate to
day.
Senor Romeo first calls the attention of
Mr. Seward, July 9, 1864, to the address of
General Magruder, and Governor Vidauri’s
reply, showing perfect understanding be
tween the traitors in Mexico aud the insur
gents in the United States. He intimates
that the French Minister to Mexico, M.
Montholon, was working to that end, and
ihat armed emigration from the Atlantic
States and from California was in immediate
contemplation. Under date of February 6,
1865, he further notifies the Secretary of his
understanding that a settlement has been
proposed by Napoleon, by virtue of which
the Mexican States of Tamaulipas. New
Leon and Coahuila, with parts of S in Luis
P.jtosi, Zacatecas, Durango and Chihuahua,
and almost the whole of Sonora aud the pe
ninsula of lower California, are to be ceded
to France, and that to make so considerable
a session of the Mexican territory acceptable
the Emperor would plant there a military
colony, which would shelter the remainder
of the country from filibustering attacks
from the United States. This arrangement,
of which he cites evidence from Mexico,
California and Paris, he protests against, re
minding the Secretary of a fact slightly re
sembling the present, when the representa
tives of the French government in Mexico
protested against a treaty concluded between
Mexico aud the United States of much less
importance than the present, only because of
the vague rumor, mote or less founded, that
it had been concluded and before they had
otScial notice of its execution.
Mr. Seward replies, under dale of Febru
ary 25, 1865, that the protest has been placed
on file us a testimony to the course of Mr.
Romero,_ additional evidence of the zealous
and patriotic dischatge of his functions, and
lor such other purposes and uses a3 future
events may render it necessary to apply it.
Ou the 20th of April Mr Romero commu
nicated to Mr. Seward correspondence be
tween the rebel General Slaughter aud the
Mexican General Mejia relative to the cap
ture of the Mexican steamer Orizaba, cap
tured by the rebels under the plea that she I
was manned by citizens of the United States,
as additional proof of the identity of political
interest which exists between the insurgents
of this country aud the partisans of the French
cause in Mexico.
Iu a communication dated July 4, Mr. Ro
mero adduces further evidence of Mexican
comp icily with the rebels, and states that
the commander of the post of Bagdad, a Bel
gian. informed General Slaughter that he had
secret instructions to permit the introduction
of all arms and munitions of war that might
be desired, aud that they should pass freely
for the use of the Confederacy. He also as
serts that there was in Monterey au agent of
the Confederacy accredited to the agents of
the Frencii, called the imperial authorities,
and that General Mejia, the French agent ia
Mexico, had promised General Slaughter he
would do everything be could iu his favor.
He also shows that the trade which the Con
federate States were carrying on with Mexico
and other countries through the ports ol
Mexico was carried ou with the consent ot
the French agents in Mexico. To all these
statements Mr. Seward promises to give the
attention to which they areeutitled.
July 8, Mr. Romero communicates state
ments and letters relating to the schemes of
Mr. V/. M. Gwin, for organizing a colony in
Mexico under the protection of France, and
showing that General Bazaine, in command
of the French forces, had authority to leud
him all needed assistance. Gwin writes af
ter the surrender of Lee:—“The startling
new.’, front the United States has made the
blood ot every Southern man and sympa
thizer rnn cold with horror. No one will be
sale, id our native country. I thank Provi
dence that my lot has been cast elsewhere,
and that very soon I will have a home for
my wife and children where they will be sale
from oppression.”
Among the intercepted letters is one from
Maury to non. B. Wood, New York, in
which he says that Soule is in the Gwin en
terprise, and" that the French Emperor will
give him all the aid he desires, and that he
will go out as Director General in charge ot
a very peculiar kind ot colonization. He
says, furtner—“You ou^ht to have sent me
some money. It is hard to fiuaucier on no
thing indefinitely, and I have concentrated
my whole strength ou our scheme.”
Mr. Seward writes to minister Bigelow,
July 13, enclosing these intercepted letters
relative to Mexican colonization, requests
him to present them to Druyn de'Lhuys,
and frankly inform him that the sympatheis of
the American people are already considera
bly excited in favor of the republic of Mex
ico, aud that they are disposed to regard
with impatience the continued intervention
of France in the country. That any favor
shown to the proceedings of Dr. Gwin by
the titular Emperor of Mexico,or byt he irnpeo
rial government of France with reference te
those agents, will tend greatly to increas-
the popular impatience, because it will he
regarded, perhaps justly, as impartiug dan
gers to, or at least as a menace against the
United Stales. If theso statements are to be
believed, Mr. Seward assumes, with the
sanction of the President, that the Emperor
of France has deserted his position of neu
trality.

1839:
EXTRACT.
Sec. 3d—If any person shall ride, lead, or drive
any horse, mule, or other animal usually ridden, or
used for draft in any sort of carriage whatsoever,
within or between the double row of trees, in the
centre of South Broad street, or the double or triple
row of trees ou the Bay (except through or across
the said trees when they are intersected by the
streets) or who shall ride, lead or drive the same
over any of the sidewalks or footways within the
said city, he or she shall be punished as is herein
after mentioned.
Sec. 5. Upon the conviction of any violation of
any of the provisions of this Ordinance the oirendcr
may he Cued in a sunt not exceeding one hundred
dollars, at the discretion or the Mavor, Chairman or
Alderman presiding at the Police' Court or of the

And the said fines and forfeitures may be levied, re
covered. collected and enforced in tbe manner pre
scribed hv law, and one-hair thereof shall be paid
when collected, to the informer and the remainder
shall he paid to the City Treasurer for the use of the
City.
The Police will report all violations of the above.

Sec. 1. Be it ordained by the Mayor and Aldermen
of the City of buv.mnah, in Council assembled, and
it is hereby ordained by the authority aforesaid
That so much of said recited Ordinance of 27th De
cember, 1865, as requires returns to be made
quarterly lie as to returns of all receipts for freight
ami passage money, so amended as to require that
said returns lor freight aud passage money lie made
monthly ; the first return to lie made on tlie first day
of February next, or within ten days thereafter, and
that so much of said recited Ordinance as militates

is hereby ordained by the authority of the same, That

to make contracts and conditions witli the privates
of tlie City Police, to the effect that no such private,
idri ady or hereafter to be appointed, shall resign or
vacate Ins position as such private, without first
giving thirty days' notice to the Mayor or said pri
vate’s Intention so to do, on pain or loss of all pay or
compensation due at the time of sueli resignation or
vacation ; and that, hereafter the Mayor lie author
ized lo make no new appointments of privates in
said Police, without requiring said stipulation, con
dition or contract to be made.

inductive reason had told the truth, and he
lay in silence, the great tears coursing down

into bis mind.
Proposition to Pay Loyal Persons in the'
South for Stores Seizf.d by our Armies.—
An attempt was made iu the House a lew’
days since to provide for the payment of
loyal persons in the South who hold quarter
masters’ and commissaries’ receipts for
stores seized for the use of our armies.
The objection was made to the resolu
tion that it was injudicious to establish
such u precedent as the payment of any
one of these claims just now. There
are hundreds of thousands of dollars' worth
of such claims on file at the Treasury depart
ment, tbe greater proportion having been
presented by persons not in hostility to tbe
Government at the time their property was
taken. They were unfortunate in iiviDg
amoDg rebels subsequently, however, so
they cannot get their money till the recon
struction question is fully settled.
—Wo learn from the English papers, that
by the death ol King Leopold, oi Belgium
his pension of fifty thousand per annum’
(250,000 dollars,) as well as the residence at
Claremont, reverts to the nation. Ever since
the French revolution of eighteen hundred
and forty-eight the French royal family have
taken up their abode at Claremont. The de
ceased king, Leopold, took about seventy
thousand dollars per annum to keep up this
establishment. What now becomes of tbe
exiled Bourbons? Which way? as our
friend Gaiues would ask.
—The last order of the War Department,
mustering out volunteer troops, relieves Vir
ginia of all white volunteer troops and offi
cers.

To authorize the issue of new bonds oftheCitvof
Savannah, for the purpose of funding a portion of
tlie public debt of said City.
Sec. 1. Be it ordained by ike Mayorand Aldermen
of the City of Savannah, In Council assembled, amt
it is hereby ordained by tlie authority of the same,
That His Honor the Mayor be, and is hereby author
ized to issue bonds of the citv of Savannah to au
amount riot exceeding ($100,000) fonr hundred thous
and dollars, in sums of one hundred, three hundred,
and tive hundred dollars, respectively, and having
twenty years to run, with coupons attached, and
payable semi-annually, that is to say, ou tlie fluh
day ol July, and the hist- day of January, in order to
take, up coupons now due on city bonds ; said new
bonds to bear the same rale ol interest as the old
ones, to which said coupons now to be funded, be
long ; anu said new bonds to lie redeemable iu New
York or Savannah, as the applicants lur sueli new
bonds may designate by giving notice to the Mayor.
SEC. 2. And l.e it further ordained by the authority
aforesaid. That tlie coupons so redeemed by tlie issue
of new bonds be cancelled by the Mayor, or other
wise deal royed by him, under the supervision ol tlio
Finance Committee of Council; ami that tho Mayor
be, and lie is hereby authorized lo draw from tlie
Treasury such amount as may be necessary for pre
paring and issuing said new bonds.
Sec. 3. And be it further ordained by the authority
aforesaid, That all Ordinances, and parts of Ordi
nances, so far as they militate with the ordinance,
be, and tlie same arc hereby repealed.

to twenty bushels of corn per acre, or a half bate of
sea island cotton, and is very easy of cultivation.—
Up in it is a vasi quantity of ranging or mill timber,
within a half mile loa mne and a half of tlie Atlantic
AGiilf lla Iroad, which passes through tlie middle of
the tract. Tliis pUce is situated on liotll sides of the
Gnlf Railroad, thirty-four miles Ijutn the city of Sa
vannah, and the wood slid timber upon it, which cun
be easily transported to tlie city, will pay what 1 ask
for it ten times over. The health of misplace, espe
cially tlie iiiue land, cannot be excelled oven by the
mouutuli s of Georgia There are a number of de
sirable settlements upon it, and the Iract can be di
vided np into a number of small farms There are
fourteen hundred acres fenced nnd about four hundred
cleared and m perfect order lor raLsing a large crop
the emuiug year. A good gin-house, com-honse,
ov- rseer’s house and uvgro houses on tlie place. The
place is situated iqui-dislant between Hiuesville and
WaltUourvi'e, the public road liotween these two
places passing through it- So well am 1 satisfied of
its proiluc iveness. that I will sell it lor the products
of one crop to a purchaser who will come under suf
ficient obligations to cultivate tlie cleared laud prop
erly, or I will sell for mouey, as hereinafter stated —

Tlie Millhaven tract contains three thousand one
