COTTON AND CORN.
There is a sort of rivalship between cottou
and corn at present in the mind of the culti
vator. He hesitates between these two im
portant staples, whether he shall put under
the greatest breadth of culture that which
will yield the highest rate of profit. Cotton
seems likely to gai^the ascendant. But let
not the^plauter of cottou be loo sanguine.
Appearances promise, the largest return to
the cultivator ol that staple which has hith
erto constituted the highest attraction to the
agriculturist. But appearances may deceive.
The price of cotton is in a great degree arti
ficial. It is an inflated price forced up by
greenbacks. It has been elevated under the
influence of a stimulus which will diminish
as the prospect increases of augmented sup
ply. The East India, Brazilian and Egyptian
cultivator has been induced to extend his
efforts and multiply his produce by the high
prices induced by war and its impediments.
As sure as the prospect of enlarged cultiva
tion hold out more abundant supplies in the
European markets will the stimulus cease
to operate to the same extent as during the
war. Prices will have tho leudency to re
vert to their normal condition. The con
traction of the currency is inevitable. The
return to the specie value of gold and all
other commodities is in the national order of
things. The calculations of the planter
should be based on that level by which all
values are adjusted to the normal state, and
not as has been the case for the last four
years, to their abnormal condition.
Under such circumstances the apprehen
sion is that two many of our cultivators will
be influenced by the high price of cotton
governed by inflation and the unnatural state
ol the demand and supply superinduced by
war.
Taxation without Representation.—Ji
the radical party in Congress should succeed
in remanding the seceded States hack to a
Territorial condition, to be consistent witli
the action of the fathers of the American re
volution they should vpte against every
proposition to tax those States, unless they
desire to shame their ancestors by acting m
the teeth of the Declaration of Independence,
for which they profess so much veneration,
in taxing those to whom they deny the right
epresentation.
Interesting to Travelers.—The follow
ing “rules of the road” are based upon legal
decisions and ought to be universally made
known. The courts have decided that ap
plicants for tickets on railroads can be ejected
from caw if they do not offer the exact
amount of their fare. Conductors are not
bound to make change. All railroad tickets are
good until used.conditions, “good for this day
only,” or otherwise admitting time' of genui-
nesB, are of no account. Passengers who
lose their tickets can be ejected from the cars
unless they purchase a second ticket. Pas
sengers are bound to observe decorum on
the cars, and arc bound to observe and com
ply with all reasonable demands to show
their tickets- Standing on the platform or
otherwise violating the rules of the company
renders a person liable to be put from the
train. No person has a right to monpolize
more seats than he has paid for, and any ar
ticle left in a seat while the owner is tempo
rarily absent, entitles him to the place upon
his return.
The Dignity of Labor.—This is a phrase
that we find less in the mouth of those who
employed it before the war as one of the war
cries of those who were constantly arming
laborers against capital. Since the negro has
become the .repicsentative of labor his labor
has lost much of its dignity in the eyes of
his friends.
There are as many roads to fame and fortune as
there were gateways to ancient Thebes. Your am
bitious warrior is for carryiug his way with the
sabre; your^ispiring politician for scheming his way
by intrigue and consummate art. But there is one
grand broad path to the goal, along which nothing
base can travel. It Is the path set apart for the
march of talent, energy, and noble purpose and
though full of obstacles, it contains none that a brave

AN ORDINANCE
To regulate Public Balls, Shoutings, Public Exhibi
tions, Ac.
Whereas, frequent complaint lias been made of
late by citizens, of the noisy and disorderly behavior
at public balls and shoiiliugs in the city, to the an
noyance of the neighborhood, and the disturbance
of'the public peace;
Be it ordained by the Mayor and Aldermen of the
city of Savannah in Council assembled. That it shall
uot be lawful for any person or persons to give, with
in ihu limits of the city, any public halls of whatso
ever descri ptiou or other gatheriug where boisterous
shoutings is indulged in, under the penalty of Blty
dollars fine for eacii ami eveiy-contravemion, unless
permission in writing lie previously obtained from
the Mayor. Such penalty to be ihtlh-ted upon Hie
person or persons-giving such bailor shouting, or
guilty of boisterous conduct at the same.
Wherever the foregoing shall be violated, it shall
be the duty of the Mayor to cause said ball or bails,
or other gathering as before' mentloued to be close, 1
immediately by the Police.

the maintenance of good order in the aforesaid pre
mises, Provided that their number shall not exceed
five men forcach.or such theatres, exhibitions, balls
or shontiugs.
The policemen on duty on such occasions shall be
paid by the acting managers or other persons hav
ing direction of ttie said exhibition at the rate of two
dollars ($2) for each policeman thus employed ; and
every policeman on duty at a bull, gathering or pub
lic exhibition shall be entitled to require from Hie
person or persons giving said ball, galueriug or pub
lic exhibition the said compensation of two dollars
($2)
lu no case shall the above mentioned service be at
the expense oftlie city, and all persons are forbid
den to oppose or disturb any of the aforesaid police
men in tlie legal execution of their office, or to utter
against taeni invectives or opprobrious language in
Hie discharge of their duty; and every person known
offending shall pay a fine from ten to fiity dollars, at
the discretion of the Mayor, for every such offence.
By virtue nf the powers granted to the Mayor and
City Council, the Mayor shall cause to be shut up any
place ol public resort where the maintenance of or
der, the public safety or tranquility may, in his judg
ment require It.

wares and merchandize, or other bulky thing what
soever, and permit and differ the same to continue
and remain in any square, street, lane, or alley with
in (lie said city, lor a longer time than six hours ;
nor shall any person permit or suffer any cart, dray,
wagon nr carriage ol any soit, toslaud and remain

city of Savannah, and a Chief of said force, and

Stc. 1. Be it ordained by the May or and Aldermen
of the city of Savannah, and it Is hereby oruained by
tne authority of the same, That 011 and after Hie
adoption of mis Ordiiunce (here shall be appointed
by the Mayor of Hie city of Savannah, subject to the
approval of Council, from the existing police force
or otherwise, as the said .Mayor aud Council shall
deem best, four privates who stall constitute a “De
tective Force,” for the city of Savannah ; that the
said privates shall hold their offices Tor the term iff
three years from tlie date of their appointment uu-
less in the meantime removed therefrom for ineffi
ciency or improper conduct, and the pay of bucIi pri
vates shall be the same as that allowed by the law to
the privates of tlie regular police force.
. Sec. 2. And be it further ordained, Thatatthefirst
regular meeting ol Cuuucil iu tlie month or January
uext, (1S66), there shall be elected by Council a Chief
of the Detective Force, with the rank, pay and emolu
ments 01 a First Lieutenant of Police who shall hold
Ills office for tlie term of three yea^p from the date of
election unless removed lor inefficiency or Improper
conduct, and shall be commanding officer of the De
tective (j^k. and shall give his undivided attention
to the duWs of his said office.
SEC. 3. And he it further ordained, That the said
Chief Detective aud Detective Force shall operate in
coniiecilon with the police force of the city aud be
under the control aud supervision of the Mayor of
Savannah, as now provided for the police force.

To authorize the issue of New Bonds of the City of
Sa/aunun, fertile purpose of funding a portion of
the Public Debt of said city, and to raise money
for said city.
Sec. I, Be it. ordained by the Mayor and Aldermen
oftlie city oESavauuah. hi Council assembled, and it
is hereby ordained by the authority of the same,
That his Honor the Mayor be and he is hereby au
thorized to issue bonds of tlie city of Savannali to an
amount not exceeding four hundred thousand dol
lars ($400,000), in sums of one hundred, three hun
dred aud five hundred dollar**, respectively, and
having twenty years to ran, with coupons attached,
aud payable semi-auuiiahy, that is to say, on the
first day of July and the first day of Junuary.iii order
to take up coupons now due on city bonds, said new
bonds to near the. same rate of interest as tlie old
ones to which said coupons now to be funded be
long; aud said new bonds to be redeemable in New
York or savannah, as the applicants for snch new
bonds may designate by giving notice to the Mayor;
aud incase a sufficient amount of coupons cannot
thus be landed, then the Mayor is authorized to sell
the residue of such bonds iu order to raise money
for said city 10 pay coupons.
Sec. 1. And be it rurther ordained by the authori
ty aforesaid,. That the coupons, so redeemed by the
issue of new bonds, tie canceled by the Mayor or
otherwise destroyed by him, under the direction of
tlij; Finance Committee of Connell, and that the
Mayor be, and he Is hereby authorized to draw from
the Treasury such amount as may he necessary for
preparing and issuing said new bonds.
Sec. 3. And be it further ordained by the authority
aforesaid, That all Ordinances and parts of Ordi
nances, so far. as they militate with-this Ordinance,
be, ami the same is hereby repealed.

water. There are two roads to it from Savannah, olie
of them through a i-hady piue-barren, firm and but
little travelled. TFe other road approaches by an
avenue a mile long, ovcr-arclied by evergreen trees
and shaded through the day ; It opens on an exten
sive lawn, terminating at the ornamental ground*
which snrround the honse. There is an abundance 01
bearing fig trees and strawberries. Tne creeping
blackberries, which excel the northern Lawton, can
not be estimated in quantity. The garden contains
beds of good asparagus, plenty of globe artichoke
plants, wild cherry treu*, Ac The situation is healthy.
It is admirably suited throughout the year for a hotel
or boarding house, or cottages for persons doing busi
ness m Savannah, or seeking pure air, health and
pleasure. The Atlantic & Gulf Railroad puls down
and takes up passengers on the place, within three
hundred yards nf the honse.
Also, another tract of 700 acres, or more, of high
land and rice swamp, with plenty of wood, within a
mile of the former tract.
Also, a Rice Plantation of 360 acres, on Argyle Isl
and, ou Saveiinuh river, ten miles from the ciiy,32iiL,
acres of which are under bank. There are a steam
engine and a threshing mpebiuo on the place.
