The Nattkauzation Bill.—The lollosv-
iug is the text of the bill to amend the natur
alization laws, now pending in Congress :
“Be it enacted by the Senate and House
nt Representatives (if the United States of
America, in Congress assembled, That all
tbo acts ot Congress relating to naturaliza
tion be and the s:uue are hereby amended
by striking out, wherever they occur, the
words ‘being a free white person,’and the
■words ‘free white,’ and the words ‘a Iree
white person, ’ so that in the matter of natur
alization there shall he no distinction as lo
race or color.
Skc. 2. Aud be it further enacted, That
till persons horn, or hereafter to he born,
within tlie limits aud under jurisdiction of the
United States, shall be deemed and consid
ered, and are hereby declared to be citizens
of the United States and entitled to all rights
and privileges as such.
Sec. .’1. Aud be it further enacted, That
nothing in this act contained shall be con
structed to naturalization of any members of
the Indian tribes.”

Proposed Amendment op the Internal
Revenue Act.—Washington, Jan. U, 186C
Various changes in levying aud collecting iu-
tciuu.1 revenue are being presented and dis-
cussed unofficially among members, aud the,
opinion seems general that a lew leading ar
tides, such as tobncco, whiskey, cotton am
petroleum, should he made to produce lit
greater portion of our revenue. The tax o
these is, therefore, likely to he increased.
No reduction of present rates on either
them is contemplated in any event. Tl
opinion also prevails that the receipts lrc
many present sources of taxation are itHl
commensurate with the expense of levyifg
aud collecting, and do not compensate forme
irritation and opposition they beget am/ng
lax-payers. Iu a popular form of govfrn-
meut like ours taxes must sit slightly oritlio

watches, or which require a housekeeper lo

mgly repugnant to the feelings of our people.
Tlie taxes on poor milliuersaud dressraakeis,
and small manufacturers of all branches, are
likely to he totally abolished, and the amount
secured by a trifling addition to those already
imposed upon more pretentious esiablish-
meuts. The exemption of six hundred dol
lars income is considered insufficient, and
will probably be amended by substituting
one thousand. Stamp duties areal was odious,
and half of these cap be dispensed with. The
foregoiug are s^rne of the proposed modifica
tions.

Death of Mr. B. N. Clement.—The
Lynchburg Republican, of Tuesday, says:
“We record with deep regret tlie dealli
of B. N. Clement, Esq., of Tcuuessee. For a
long time preceding the war Mr. Clement
held a high and responsible position in the
Post Office Department at Washington.
When secession took place he came South
aud joined his fortunes with the people ot
the Confederacy, and during the whole of the
struggle was the Second Assistant Postmas
ter General under M r - Regau. He was a
gentleman of many high and noble traits of
character, and all who knew him as we did
will regret his death so early in life.”
Killed.—A colored man named Redd
was killed Thursday morning, about 10
o’clock, by the breaking off of a fender from
the steamer Helen. It appears that the
steamer as she came up pressed so heavily
against the wharf that the rope which held
the fender broke, the latter falliDg on the
head of Redd, who was standing on the
wharf, killing him instantly, besicTes knock
ing down two other colored men, who es
caped without serious injury.

A Negro Sentenced to Servitude—Ah-
RF.BT OF TIIE COURT THAT SENTENCED HlM.—
Wiliuingtou, N. C., Jan. 23, I860.—The
Sampson county Court arrested a negro on
the cbaige of drawing a pistol on a while
man, and sentenced him to be sold into ser
vitude. Major Wyckershara, of the Freed-
men’s Bureau of this district, ordered the
Court and all the parties concerned to be
placed under arrest in this city. Tbe mat
ter will be immediately investigated.
It is not surprising that Governor Brown-
low should recommend the building of a
branch of the Penitentiary at Knoxville, and
another at Memphis. There are now four
hundred convicts in the Penitentiary at
Nashville aud the Governor estimates that
there will be a thousand in that institution
before the close of tlie year. At this rate
people will soon come to divide tbe popula
tion ot the State, as tbe wags used to that of
Buffalo, into two classes, those who have
been in the Penitentiary aud those who are
in.—Cincinnati Commercial.

tions, &c.
Whereas, frequent complaint lias been made of
late by citizens, of the noisy aud disorderly behavior
at pntillc balls and shouliugs iu the city, to tlie an
noyance of the neighborhood, and tlie disturbance
of tlie public peace ;
Be it ordained by tlie Mayor alul Aldermen of tlie
city of Savanuah in Council assembled, That it shall
not be lawful for any person or persons to give, with
in the limits of the city, any public halls of whatso
ever description or other gathering where boisterous
shoutings is indulged in, under tlie penalty oI fifty
dollars fine for eaeli and every contraventiou, unless
permission in writing be previously obtained from
tlie Mayor. Sncli penalty to lie inflicted upon the
person or persons giving siu li ball or shouting, or
guilty of boisterous conduct at the same.
Wherever Hie foregoing shall be violated, it shall
be tlie duty of the Mayor to cause said ball or balls,
or oilier gathering as before mentioned to be closed

cause l>: be laid or put, any timber, bucks, stones or
other materials lor building or fire wood, goods
wares and merchandize, or other bulky thing what
soever, und permit and suffer the same to continue
and remain in any square, street, lane, or alley with
in tne said city, lor a longer time than six hours :
nor snail any person permit or suffer any cart dray'
wagou or carriage of any soil, iu stand aud remoiu
tu any square, sueet, lane or alley, longer than such
time aforesaid; nor shall any person, without pre
viously obtaining the written coussut of the Mayor

An Ordinance to create a Detective Force for the
city oi Savannah, and a Chief of said force, and
regulating the pay of the same :
Sec. 1. Be it ordained by file Mayor and Aldermen
of the city of Savannah, aud it is hereby ordained iiv
tlie authority of the same, That on and alter the
adoption of this Ordinance there shall be appointed
by the-Mayor of tlie city or Savannah, subject to tlie
approval of Council, front the existiug police force
or otherwise, as tlie said Mayor, uua Council shall
deem best, lonr privntes who shall constitute a “De
tective Force,” for the city of Savannah :’that the
said-privates shall hold their offices for the term of
three years from the date of their appointment un
less iu the meantime removed therefrom for iueill-
cieucy or improper conduct, ami the pay of such pri
vates shall be the same as that allowed by the law to
the privates of the regular police force.

next, (i860), there.shaU he elected by Council a fritter
ol tee Detective Force, with the rank, pay and emolu
ments of a First Lieutenant of Police who shall hold

tecUve Force, aud sb.ll give his undivided attention
to the duties of his said office.
