The steamship Cumbria, Captain French, arrived
tire yesterday morning in the remarkably short
spice of seventy-two hours from Philadelphia. The
(.fimbria left the city of Philadelphia last Thursday

i*t at eight o’clock Sunday evening, but owing to the
cirkuess, was unable to come up to her wharf until
yesterday morning. His numerous friends were glad
[ w set the old familar face of Mr. Joseph Fernandez on

membered by most of our citizens, as the faithful and

fears plying between this port and Philadelphia, and

Captain Fiench reports : On Friday 20th ult, passed
side-wheel steamer with two smoke stacks, fore and
•ft- twenty miles north of Cape Hatteraa, apparently
.fi (lufrvss; saw a number of persons on the beach,
'opposed to be passengers, upper cabin aft waahed
swsy ; it was a clear day, and they showed no signal ;
i*f head dose cn the beach. There appeared some
fish dozen houses in the vicinity, afterwards learned
it was tte steamship Richmond.
Police Matters.
Iu the Mayor’s Court yesterday there were quite a
camber of cases. One or two cases of drunkenness
•ml disorderly conduct were disposed of by fine.

bing a man named James McCtillen, but he not ap
pearing the case was dismissed, and MoOullen order

Two men were charged with firing a pistol in one of

Taaterday, there were the usual number of-petty
cases disposed of.
In the ease of Mrs. Higgins and Mr. Feeley, charged
with receiving the stolen goods from the store of
Mesan. Rutherford, there was nothing more developed
than has already been given to the public. After a
preliminary hearing they were each held In the sum
of six thousand dollars bail for their appearance to an
swer the charge before the Military Commission. In
the case of Dennis WtUh. the husband of Mrs. Hig
gins, he peremptorily refused to obey the summons,
and a file of soldiers were sent to escort >.<"« to the
court. He was sent to jail to await his trial.

Si. Andrews Hah.—The dramatic entertainment
for the benefit of the widow of Stonewall Jackson, to
be given this evening by Prof. Francis, assisted by a
number of talented amateurs of Savannah, promises to
be an entire auccea*. The programme of the evening
includes the play of Richard HI., readings by Prof.
Francis, and music by the band of the 12th Maine
Regiment, who have generously volunteered their ser
viced for the occasion.

Presentation. — On Saturday afternoon last the
officers of the steamer Clarion presented to Capt. Wm.
B. Morse of that boat, a magnificent watch chain, in
consideration of his worth as an officer and gentleman.
The presentation was made by Purser T. S. Corwin on
behalf of the officers of the boat, and received by the
Captain in a few brief and happy remarks. The affair
passed off very pleasantly, after which all hands took
the oath.
Bseorb Justice J. A. Staley.—In this court the
case of C. K. Osgood vt. Jno. W. Anderson A Sons was
argued yesterday. This was an action on a possessory
warrant against the defendants for one hundred and
fifty-five bushels rice. The case was argued by Thos.
M. Norwood, Esq., for the plaintiff and W. S. Chisolm,
Esq., for defendant. The Justice decided that the
rice was not in the possession of the Messrs. Ander
son at the time of the service of the writ, and gave
judgment in their behalf.
Arrival op the Steamship Chase.—The steam
ship Chase, Capt. Roath, arrived at her wharf yester
day morning from New York on Wednesday. She re
ports having passed the steamship San Salvador and
Tybee on Sunday morning at nine o'clock, and having
experienced strong westerly winds during the passage.
Purser Higgins will please accept our thanks for late
New York papers and other favors.
Arrival or the Lxo.—The steamship Leo, Captain
Merrill, arrived at her wharf yesterday about one
o'clock from New York. Purser H. H. Scranton will
please accept our thanks for New York papers and
other favors.
Muster Oct or|rROops.-Company E, Capt. E N.
Robinson, of the 12th Maine Regiment will be mus
tered out of service on Thursday next. The Compa
ny is composed chiefly or one year men, and their
time expiring by that time, the three year men will
be consolidated with the other companies of the regi
ment and the balance, some thirty men, go home.
The Galveston Civilian of the 27th ult., a stea
dy Union paper, denies the truth of the reports circu
lated North about President Johnaon’e brother being
neglected by Texas surgeons, when he died of an ac
cidental wound. The other Galveston and Houston
papers also contradict these reports.

To levy and assess taxes and raise revenue for the
cl y uf savannah, and tn amend various tax and
revenue Ordinances of said cltv;
Sec. 11 Be it ordained by the Mayor and Aldermen
of the city of Savannah In Council assembled, and
it is hereby ordained by the authority of tne same,
Tnat on and after first day of January next, nsaa,
taxes and revenae for the support of the govern
ment of the city of Savannah, and for the advantage
nnd,henp|lt of the liihnldtnnts thereof, shall be as
sessed, levied and raised at and after the following
rules, that is to say :
1. At the rate of one per centum per annnm on
the valuation for the year 1880, of all real estate in
the city limits, deducting from said valuation such
depreciation as may have occurred by tire or milita
ry occupation, and where no Income Is derived from
snch property, snch valuation, however, to exist
and be a basis oulv until a new valuation shall have
been completed under the authority of Connell.
Provided, nevertheless, that said valuation for 18eo,
shall t>e the basis for returns or real estate on the
first day of January next, and until Connell shall
farther order.
2. One-half of one per centum on gross sales of
merchandise, (Including sales of liquors,) except
cotton.
3. One-tenth of one per centum on gross Mies of
cotton.
4. One per centum on all commissions derived
from any business transactions (other than sales of
merchandise) by any factor, anctloneer, broker, for
warding, shipping, or commission merchant, and
one per centum ou the value of all furniture, jewelry
and plate worth over three hundred dollars.
5. One per centum ou all Incomes derived from
salaries, and the pnrsu.t of any profession, faculty,
trade or calling whatsoever.
6. One per centum on gross receipts of any bnsl-
ness transactions not Included lu the foregoing, and
Including all Insurance companies and agencies,
gas companies, express companies, cotton presses,
all receipts for freight and for passage money which
are payable in the city, and all hotels and restaurants.
7. One per eentum on the gross earnings of every
bank, bank agency and banker.
8. On every horse and mule, except those actually
used in wagons, drays, trucks, or other vehicles, for
which badges may have been taken out, one dollar
per month.
Sec. 2. And be lt further ordained bv the authority
aforesaid, That whenever, under this or any other
Ordinance of said city, any return mav be reqnired
or any tax be assessed or due, by or from any non
resident company or corporation, the return shall be
made and the tax be payable by the ageut or other
manager or director of such company or corporation,
and for every default, execution shall Issue accord
ingly; and that In the case of every person or persons
liable or subject to make a return under this or any
other Ordinance, and where default may be made,
execution shall issue for a double tax on the imme
diately previous return, and if no return shall have
been made then the party In default shall be liable
to a penalty of $200, for whloh the City Treasurer
shall forthwith issue execution, and In all cases of
default in making returns or payment of taxes, exe
cutions shall Issue and the taxes and penalties col
lected in the manner now pointed out hy existing
Ordinances ; and that the Bame rule shall apply to
the cases of persous falling or refusing to takeout
badges or licenses : Provided, always, that nothing
herein contained shall Interfere with the right of the
police court to Inflict fines or other penalties herein
proscribed.
Sec. 3. And be lt further ordained by the authority
aforesald,That the following persons andpartles «hall
be compelled, and are hereby required to take out
licenses annually, ou the first day of January or
within ten days there fter, and Independently or the
Income or commission tax, and to pay for nuch li
cense the sums severally hereinafter designated,
that Is to say :
Every auctioneer, a license annually at the price
of $200 ; every wholesale and wholesale and reta i
dealer In goods, wares, and merchandise, ex
clusive of liquor license, a license annually, at
the price of dfty dollars; every retail dealer an
annual license, exclusive of liquor license, at
the price of $26 ; every bank, hanker, or bank
agent engaged in buying or selling exchange an an
nual license at the price of $100; every person or
house dealing in exchange, and e /ery broker, money-
broker, and pawn-broker, an annual license at the
price of $100; every Insurance company or agency,
foreign or otherwise, an annual license at the price
of $100; the same tor each and every agency, every
the keeper or keepers of a hotel an annual license
at the price of $loo; every the owner or owners of a
cotton press, and for each and every press an annual
license at the price of $100; every the owner or own
ers of a Jnnk shop or cotton pickery, an annual li
cense at the price of $200; every the owner or own
ers of a public stable, an annual license at the price
of $50 ; every commission merchant, or factor, an
anuual license at the price of $50 ; every shipping
master or stevedore other than non-resident, an an
nual license at the price of $50: non-residents, $100;

or keepers of a warehouse for tile storage of cotton,

or owners of an intelligence office an annual license
at the price of $20; every manufacturer of soda
water an annual license at the price of $26 ; every
soap-boiler, tanner, and founder, tor each establish
ment, an annual license at the price of $50 ; every
gas fitter an annual license tit the price of $25 ; every
attorney at law, physician, dentin,, daguerrean ar
tist, photographists, and ambrotyper au annnal li
cense at the price of $26, lt being understood that lu
all cases one license shall be sufficient for one firm
or copal tuership ; every person selling by sample,
and who la not a resident of the city or State, an an
nual license at the price of $1C0, on failure to take
out license shall be fined, on conviction, $100 for each

shall b« $100 Instead of $60, as fixed by the Ordi
nance of 31st Dec. 1840. Provided, always that uny
person required by this Ordinance to -take out a li
cense. auu who may begin business after the first day

shall be compelled to take oat badges on tbe first
day of January, annually, or within ten days there
after, at the prices herein designated, that is to say :
every porter an annual badge at the price of $10;
every vender of small wares, and every huckster,
and hawker and keeper of a cookatove or shop an
annual badge at tbe price of $16, which may be re
duced one-half If not required to be taken out until
after the first day of Juiy ; anil any person subject
or liable to take out any aucb license or badge, and
failing to do so for ten days after the said first day
of January in each year, shall be liable to a fine of
not more than $30 for every day’s default, ou con
viction before the police court; such licenses and
badges shall be issued by the Clerk of Council, and
the licenses shall be signed by the Mayor, attested
by the Clerk, and have Impressed on them the seal
of the city.
Sec. 4. And be it further ordained by the authority
aferesald, That every male resident of said city, be
tween tillages of twenty-one and a xty years shall
be liable to a poll or capitation tax of one dollar an
nually, except only such of said persons as may be
entitled to registry and to vote at city elections, and
who shall regie ter their names and pay for the same.
Sec. 8. Ana tie It farther ordained by the authority
aforesaid, That every owner or keeper of a dog
shall pay for nuch dog the annual tax of three dollars.
Sec. 6. And be lt further ordained by tbe authority
aforesaid, That on'and after tbe first day of January
next the price of a license to retail spirituous liquors
for one year shall be one hundred and fifty dollars,
and the applicant shall be required to snbmit as se
curities, two responsible Ireeholders of the neighbor
hood as a prerequisite to the issue of said license;
and for a wholesale liquor license the price shall be
one hundred dollars.
Sec. 7. And be lt further ordained by the authority
aforesaid, That all returns required by this Ordi
nance for real estate, income, and commissions,
shall be made quarterly, that is to say. on the first
day of April, the first day of July, the first day of Oc
tober, ail'd the first day of January of each year or
within ten days ibereafter, respectively, for the three
months Immediately preceding such respective days,
and for gross sales returns shall be made between
the first aud tenth day of each month for the preced
ing month, beginning with the month of February
next, 1800. . '
Sec. 8. And be it further ordained by the authority
aforesaid,That ali Ordinances and parts of Ordinances
bo far as they militate with this Ordinance, be, and
they are hereby repealed.
