The report of the committee to whit* the mnttnf
was referred, recommending that all feea of th* harbor
master. above his salary, be turned Over to the com
missioners of pilotage for the improvement of the
river, was adopted.
The special committee on gaa, appointed at the last
meeting, panted their report. The report seta
forth that the gaa company has been gradually falling
away from its contract with the city for several years
past, and that the present condition at the street lamps
iaenttrely unwarrantable and mnst be remedied for
the safety of citizens and the protection of property.
It stated that a patfy who comet well recommended
and possessed of adequate means, has offered to con
tract to build new gas works, lay new pipes and fur
nish better gaa than at present and, at cheaper rates.
The committee report favorably upon this proposal.
Alderman Gue spoke at some length upon the re
port, ahowing up in a strong light the enormities
which the city had endured at the hands of the Gaa
Company. He was determined to continue the agita
tion of the matter. He had heard it said that he was
“making a fool of himself on the gaa question,” bnt
he Waa proud to believe that lie had been the
of the shortcomings of the Gas Company being
thoroughly known to the public. He moved that the
Gaa Company's contract with the city, together with
the report of the special committee, be published in all
the papers ol the city.
Alderman Cunningham stated that the Gas Company
had some time since ordered new burners for the
lamps at a northern manufactory, but that they
had not arrived; and that they bad found it impossi
ble to procure in the city either workmen or wiat—risiy
for putting the lamps in order.
Alderman Gue and Lachlison followed. They were
confident that the work could be done in Savannah
and within a short time, if parties were so disposed. J-Saymond’s dramatic troupe, and presented to Mrs.

Anothxb Neobo Going into thx Cotton Business.
—Yesterday afternoon we noticed a policeman having
in charge a negro boy with a well-filled bag of cotton
on his shoulders, of which he could give no good ac
count. He waa picked up on the wharf, and had evi
dently pilfered the cotton, He was taken to the
barracks and confined for aliearing.

ing a charter to a new company. He waa in favor
of the city's taking out a charter for itself,
and against chartering a new* outside company. The
city should have entire control of the stock of the af
fairs of the company, making such' regulations as
would best subserve the interests of the citizens; and
he would amend the report to the effect that the city,
obtain a charter for a gaa company at once.
The report thus amended, with the resolution to
publish it in all the papers of the city, was adopted.
Alderman Cunningham presented a communication
addressed to the Special Committee of Council by the
President of the Gaa Company. This communication
urges an extenuation of the shortcoming* of the com
pany, the general dilapidation into which all public
works have necessarily fallen during the past four
years of war, declaring that the company came aa near
fulfilling its duties as any similar corporation in the
State. It states that the burners of the street lamps
have already been changed several times to no pur
pose, and that immediately upon being authorized so
to do by the action of Council, a large number of new
burners had been ordered at the north. The commu
nication was accompanied by a proposition from
the Gas- Company to put the street lamps
entirely under the supervision and control of the city
authorities, the gas to be furnished at about one-half
the rates of the old contract. This very liberal offer
appeared to meet with considerable favor, aad was
ordered to be published with the report of tile special
committee, to whom it waa referred.
The ordinance amending the ordinance establishing
the fees of Post Wardens, authorizing them to collect
fifty per centum additional upon former rate*, was
adopted.

Police Matters.
Yesterday morning an individual waa arraigned be
fore Mayor Anderson, charged with being drunk and
lying in a beastly state in the streets. The polioeman
testified that he had found him lying in front of a
store door, and upon inquiry found that he lived on
West Broad street. He then took him home, bnt the
people in the honse refused to give him admission,
and he waa compelled to take him to the barracks. In
consideration of his being confined all night Mayor
Anderson fined him but two dollars.
Another man was charged with being drunk and
disordsrly in the streets and abusive to the officer,
while he was trying to reason with him. On being
asked what he had to aay, his memory was somewhat
clouded and he knew nothing of the transaction. He
was fined five dollars.
The person spoken' of in yesterday's paper as being
connected with the cotton which was seized by the
officers at the foot of Drayton street, was arraigned be
fore His Honor on the charge of attempting to bribe a
police officer to allow him to take some cotton into hia
establishment. The policeman testified that the party
complained of took him into hia house and gave him a
drink, and then stated he had bought some cotton and
wanted him to overlook the square while he got it in.
He said that he had offered him three or four dollars
if he would do this. Sergeant Smith testified that Mr.
De Lorge, at the foot of the Exchange wharf, had said
to him that he saw and heard the accused bargaining
with th* negroes for the use of their boat.
The Mayor then sent a summons after Mr. De Lorge,
but he was not at home. The man was then ques
tioned, bnt denied that he wanted to get stolen cotton
in; that the cotton which he had bought he considered
a legitimate purchase; and that it waa the picking*
from a boat after the freight had been delivered. In
answer to a question from the Xfayor ho stated that he
kept a liqnor store and paid his licena^for that busi
ness, and that he had paid a United States license on
the first of December last, which bethought gave him
the right to deal in a small way in cotton. He admit
ted having given the officer a drink, but said it was a
mere friendly action on his part, and that he had often
done the same thing. The reason why hs had asked
the policeman to get out of the way was that many
times persona having gotten cotton in their possession
honestly have been arrested and put to trouble, and
he did not want to have that thing occur to him.
Mayor Anderson remarked that if it waa a perfectly le
gitimate transaction he need not have had any fears;
that it looked very bad on hia part to have offered
the policeman mqney. The- Mayor then imposed
e fine of one hundred dollar*. We understand that
Mr. De Lorge saw the Mayor after the promulgation
of the sentence, and stated in substance that he saw
this man bargain and hire the negroes and their boat,
and that he west with them after the cotton.
A policeman was Charged with being drunk and
sleeping on his post. Ueut. Howard testified that he
had found bun at his hour post laying on a step drunk
and sleeping, and that when he arrested him he pulled
his revolver and threatened to use it. Tim man de
nied being drunk, but admitted that he was sitting on
the step; that he was waiting for the sergeant. He
stated that be hsd been on the police foroe about a
month, and, after reprimanding him for his conduct,
Mayor Anderson ordered him to be dismissed the
force and to forfeit all pay for hia services.

the past few yean has been systematised and applied

days' interest in favor at the mother of Mr. John W t
Hudson of this city, who on embarking in the ffi-fated
steamship Constitution from this port for New
York insured in the Travelers’ Insurance Company, A.
Wilbur, agent, against accident for th* trip, at a cost of
one dollar. Mr. Hudson was among the passengers
lost, and the dollar tints invested results in a substan
tial benefit to his family.
While on this subject we will call attention to the
fact that Col Wilbur, who la agent in this city for a
large number of old and well established insurance
oompaaies North and South, has associated with him
in the business Ur. William B. Boyd, long aad favor
ably known in our city. By reference to the card in
another column it will be seen that Mr. Boyd will to
future have the management of the businees connected
with these agencies, Col. W. desiring to devote his at
tention more directly to the interests of tbs Home In-
guranoe Company, of which he is President.
Swindling a Countryman.
List evening while we Were standing at the clerk'a
desk to the Marshall House, a couple of countrymen
came In and inquired of tbs clerk in attendance if a
negro boy bad brought some eggs there. Upon being
enawered in the negative, they stated that a boy had
come to them and represented that the proprietor had
sent fcfrn for some eggs; that he wae short and wanted
them immediately. He had a basket with him, and
they let him have some three dozen, thinking it was
gll right The clerk aal^ that Mr. Coolidge generally
did the marketing for that house, and did not often
depute a negro to do it for him; that they were not in-
want of the egg*, having received a large lot daring
the week, end that if they had given the product* of

had certainly been diddled out of them- The country
men looked chopfallen at hearing this, as they had no
doubt imagined they were about to make* good trade,
the negro representing that the house would want

Sothing new was elicited from the witnesses examined
yesterday.
The commission upon the Conclusion of tbs above
case, proposed to tty John Deecy, who ia charged with
stealing a bale and a half of cotton belonging to the
Treasury Department from Batteraby'a ware-house,
and having stolen cotton in his possession, it ap
peered from the testimony given yesterday, that the
cotton stolen was traced to Deacy's house, but waa not
found there after a thorough search. A lot of cotton
waa however sold by Deacy to the clerk at Hardee 1
ware-house, corresponding in weight to th.t stolen,
and on the same day that the theft wasToommitted

Socthekn Mutual Life Insu&ance Coup ant.—Mr.
O. C. Myers of this city has recently been appointed
agent of this popular and well established Southern
company, and ia prepared to issue policies of life insu
rance on the most favorable terms. This company
was established previous to the war, and has paid over
$70,000 on policies to the families of deceased Con-
federate soldiers. Its present assets an upwards of
$281,000.
A Presentation.—Last evening s number of gen'
tlemfcn of this city, met at the residence of lb. George
Gray, the popular vocalist of Messrs. Hamilton 4
Fbom Boston.—The steamship Wm. Tibbetts, Cap
tain Cony, arrived here yesterday morning from
Boston. She left that port on Tuesday, the 13th inst.,
and the Captain reports that the vessel experienced
heavy southeast and southwest gales during th»entire
passage. Off Caps Roman, at 11 o’clock a.'m. of the
20th, saw a propeller steering northeast. Captain
Cony will please accept onr thanks for Boston papers
and other favors.
Sale of Valuable Pbopebty.—Yesterday, in front
of their store, Messrs. BeU, Wylly & Christian sold at
auction several very valuable properties. Lot No. 4,
Slopar, Fishing and Percival Ward, brought $4,460
south half of Lot No. 20, Elbert Ward, brought $4,200
and seven shares Central Bailroad stock were knocked
down at $86 per share. There were some, other prop
erties sold, hut the particulars of the sales were kept
private.
