A. H. Stephens, before the members of the
ledf.latnre on Thursday last, in response to
or. invitation from that body. We feel con
fident that the patriotic sentiments and pru
dent counsels of the distinguished speaker
will meet the hearty approval of the great
mojnniy of the people of our State, while we
mav indulge the hope that the lesson in polit
ical morals which be aims to inculcate will
net be lost on the country at large.
HENRY ~s7 FOOTE ON THE REBEL
LION.
A New York paper announces the early
appearance of a work by the redoubtable
ox Governor of Mississippi, now residing in
Tor.no^e, entitled “War of the Rebellion;
or Scylbi and Charyhdls ; consisting of ob
servations upon the cause, course and conse
quences of the late civil war in the United
States.”
In the absence of anything more interest
ing, we propose to lay before our readers a
brief synopsis of a portion of its contents,
as gathered from extracts embraced in a re
view by a northern journal. As indicated
by the title, Mr. Foote gives in this volume
his opinions on the war and the causes which
led to it. He discusses, rapidly, the politi
cal history of the country from the settle
ment of ihe colonies, and essaya to fix the
responsibility for the late war upon abolition
ism ,.nJ secessionists, alike. He arrives at
the conclusion that the conflict was induced
by the machinations of sectional parties
which sought pro eminence in the councils
of thetouatry by the agitation of subjects
having no connection whatever with the
proper administration of the General Gov
eminent, llis discussion of political ques.
lions i3 simply a rehash of what has appear
ed iu the partisan newspapers for the last
twenty years, and is therefore of little value
or interest.
The most attractive feature of the work is
made up of reminiscences of public men
connected with the “Rebellion,” some of
which are ot interest, although shamefully
diilorted by the spiteful temper and canker
ed prejudices of the writer. Mr. Foote is
particularly severe upon bis old political ri
val, Mr. Davis, with whom, as he states, he
became acquainted more than thirty years
ago, and who was then a young man of ra
ther pleasing aspect, but gave Slight indica
tions of auy abilities likely to lead to future
distinction. He says that the fallen Presi
dent had no correct conception of the true
cii nacter and dimensions of the war into
wnicli the Southern States had so hastily
plunged, as w«9 afterward frankly confessed
in so.no ot bis speeches, and in more than
one solemn official document, that Mr. Davis
and his compeers did not believe at first that
the c.inflct would endure for a twelve-
monih, and were even weak enough to cal
culate upon strong northern aid, which it is
weli known there never was the least proba
bility of their receiving; albeit ex-President
Pierce and several others, whose letters to
Mr. D-ivi.r have recently seen the light. had
made secret promises of support, upon which
be builL in part his hopes of one day wield
ing an imperial sceptre. He alleges also
that Mr. Davis was sadly duped by the di
plomatists of France and England, and ihat
no man of sound intellect ever supposed that
either the French or English Government
ever seriously thought of|embroiling Used
iu a trano-Atlantic civil feud, ^he last count
in his bill of indictment against Mr. Davis
is, that, he vetoed more bills during his Pres
idential career than all the Presidents of the
United States put together from Washington
to Lincoln inclusive.
In regard to the Confederate cabioet, be
gives it as his opinion that there were only
two of the functionaries whose official quali
fications were even respectable—the Attorney
General, Mr. Watts, and the Postmaster
General, Mr. Regan. That Mr. Benjamin
L.J not the ability to meet the exigencies
which he encountered in either of the posi
tions he filled, and that the character of the
government was seriously compromised by
the well known fact that his reputation was
seriously tarnished by bis participancy in
Echemes of notorious corruption. Of Mr.
Seduoa he speaks even more harshly; as
serting that be did nqt possess one of the
qualities needful to a creditable and useful
perfbrniHuce of the duties which were de
volved upon him. He was as arrogant and
insulting to those who approached him in his
official sanctum, as he was notoriously servile
and fa Wiring to his own executive chief; and
in the exercise of the authority committed to
him ha pioved himself to be the most heart
less and rufilaniy tyrant whom Mr. Foote
ev.rsaw ia the possession of official power.
He like .vise charges Mr. Seddon with official
corruption and that it was the apprehension
of exposure that induced him to resign his
appointment as Secretary of War.
Alluding to a curious piece of secret his
tory, Mr. Foote says :
Just about the time that I was laboring most
the ten minute* rule and the sitting with
closed doors, it was finally carried by a some
what meagre majority in the House. Iu bis
revelations touching the foceign intervention
question, be remarks:
The Act was very well known to me that Ur. Darts
and his friends were confidently looking for foreign
aid, and from several quarters. It was stated in my
hearing repeatedly, by several special Mends of the
Confederate President, that one hundred thousand
French soldier* were expected to arrive within the
limits of the Confederate States by way of Mexico;
while it was more than rumored that a secret compact,
wholly unauthorized by the Confederate Constitution,
with certain Polish commissioners who had been late
ly on a visit to Richmond, had been effected, by means
of which Mr. Davis would soon be supplied with some
twenty or thirty thousand additional troops, then re
fugees from Poland, and sojourning in several Euro
pean States; which latter force, when it should arrive,
not being levied under Congressional authority, would
be completely at the command of the President, for
any purpose whatever.
The great object of the author of the work
is evideutly to make it appear that the
Southern people owe a great debt to the
United States Government for rescuing them
from the clutches, as be effects to believe, of
the most graceless set of scamps that ever
stole the reigns of government and drove
“deluded people” to destruction. He labors
to make it appear that it Mr. Davis bad
succeeded as the leader of the "rebellion,
he and liia chosen companious would have
ridden the Southern people as despotically
as the Czar docs the Russians, but with no
a tithe of bis ability; and that the South
would not have regained its liberties from
these “weak and unprincipled” men without
another revolution. The American people
however, are sufficiently acquainted with the
history of the writer to judge correctly of the
motives that prompted this violent assault
upon the leaders of a cause which be himself
bad espoused until Bear the close of the con
flict, when he betrayed it by secret flight be
youd the limits of the Confederacy. There is
an old saying, that if yon give a man rope
enough he will hang himself, and if Mr. Foote
has not performed the remarkable feat, in his
forthcoming work, it la either because the
rope was not fastened at one end, or had not
weight enough iu the noose at the other end
to consummate it.

The Columbus Snn of Friday last says:
"To the joy and gratification of all, with the excep
tion of a few malignant hearts, the negro garrison,
with officers, baggage and everything else pertainin'
to them, left Columbus yesterday morning for Macon,
never, we hope, to return. The only troops left here
are the twelve whites under Capt. Howe. We hope
that hereafter all will go on amicably as after the de
parture of CoL Woodall's command. We believe the
cause of the removal of the negro troops was the rep-
i escalation ot the facts to the Government by our nu-
iue Governor, Chas. J. Jenkins.

persons tell us, appeared to be under the influence of
liquor.’’
Lauge Flhe in Apalachicola—Capt. Jordon of
of the Huntsman, informs the Columbus Sun that
there was an extensive conflagration at Apalachicola
last Thursday, commencing about 8 a. m. It was ee
timated thut night when the Huntsman left, that
about five hundred bales of cotton and two hundred
of hay had been destroyed. The hose of the Ma
riana, the Young and a tug were kept playing on the
Are, and at last with these preventatives and the re
moval of the neighboring cotton, the flames were
stayed. The wharf was thickly covered with cotton
awaiting packing. How the fire originated ,n not
The Recent Fire at Hilton Head—The Port
Royal New South says :
“Gen. Sickles has constituted Brevet Brig. General
3ums, Brevet Lieut Col. Gilmore and Dr. Davis a
commission and board of survey, to inquire into all
the circumstances connected with the late flic,
shall probably have their report next week.”
Frozen to Death.—Eleven men were frozen to
deutb in the vicinity of Hamilton, Fillmore county,
Minn., on the night of the 20th ult. Six of them were
frozen in a sleigh while passing along the road. An
other man was found frozen in a standing posture
with his hands over his face, and onlv three or four
rods from a house.
