There were but a few caeea before hie Honor, Mayor
Anderson, on Saturday last. The first wss that of a
.man named William Cohen, who wae charged with
violating city ordinance by peddling and celling gooda
without a licence. The policeman testified to the fact
of having found him offering bogua jewelry and other
goods In a private dwelling and to having arrested
him. The goods, consisting of rings, breastpins and
ear-rings, of a gaudy aud auspicious appearance, ware
exhibited, and the accused, on being questioned,
stated that he had had a store in Broughton street,
and being unable to dispose of these articles in the
store, he thought there was no particular harm in try
ing to dispose of them by sample. The lady to whom
be waa supposed to have sold some of these goods,
when called, did not make her appearance, and Mayor
Anderson dispatched an officer after her, remark
ing that this was the second time she had Tailed to ap
pear when summoned aa a witness. The officer came
into court and reported that he waa unable to find her,
but immediately after the case was decided she volun
tarily came into court, when she was brought before
His Honor and questioned as to.her neglect of the sum
mons. She stated that she intended to come, but did
not think that she must make her appearance on the
minute. She was fined in costa, and Mr. Cohen was
fined $35.
Michael Murphy was araigued on the charge of
stealing a chair from the residence of Mr. O'Bynie,
This gentleman testified that the accused raised the
window of the parlor and pulled a stuffed chair
through it, and was in the act of carrying it away
when he caught him and had him arrested. He waa
made to carry the chair on hia shoulder, where the
owner had found it, to the barracks, and from thence
to the exchange yesterday morning. Mayor Anderson
remarked that the prisoner had been repeatedly before
the Mayor's court, and asked him what he had to say.
He knew nothing of the occurrence, not being at that
time a responsible agent, as he was "tight." The
Mayor inquired of one of the lieutenants whether
they have any stone at the barracks to remove, and
upon being answered in the affirmative be ordered the
culprit to be thus employed until next Tuesday, and
then to leave the city. He said he would do ao now,
if allowed. But Hia Honor thought it necessary to
make him serviceable a little while.
A hatless and bootless member of the 8mith family
was arraigned on the charge of being drunk and taking
a nap in the street. He said he belonged to Millen
aud had come to town on the train on Friday night;
that he had been alittie unfortunate and took a glass
or two too many, which had the effect of destroying
hia equilibrium. He was fined three dollars, and on
stating that he was abort of funds, Msyor Anderson
ordered him to be employed at the barracks in the
healthful exercise of moving stone.

The following report and accompanying papers were
ordered to be published by resolution ot Council, at
its regular meeting on February 21st, 186e, m the ga
zettes of the city, for the information of the citizens:
REPORT
To the Uauor ana Aldermen of the City of Savannah:
Geyilemen—Tho Special Committee of three Al
dermen and two citizens, appointed by your “Honora
ble Body,” to take into consideration tho propriety of
establishing a new Gas Company, beg leave to report.
We have carefully examined the agreement between
the City and Gas light Company, and considerable
time and labor have been devoted to the subject.—
There cannot be a doubt iu the minds of your commit
tee that the Gae Light Company have tailed to execute
their part of said agreement.
First—In omitting to light a large number of lampB
each night, as is certified by the Chief of Police, which
dereliction of duty still continues.
Second—In causing to be extinguished many lamps
an hour or two before daybreak.
Third—Iu not repairing such lamps as have been
broken, or otherwise rendered unlit for service.
Fourth—In putting or keeping burners upon the
lamps which are so full of rust that they give little or
no light, and are utterly unlit for use.
We were led to inquire why it is that while our
houses, churches and stores are brilliantly illumina
ted, the streets bordor on Egyptian darkness? The
official answer wae, "that the service pipes ware de
fective and needed to be rsnewed.” Had such been
the fact, it was clearly the dnty of the Gaa Company
to renew them as fast as they became defective. But
we were alow to assume It to the fact. The experience
of aU of our eixixeus teaches the contrary. To teat
the matter, we have removed at least a dozen of tho
burners which were ao obstructed with rust that only
a thread of light appeared, and immediately a large
jet of fiame shotupto the top of the lamp. Here
with we lay before you'aomz of these burners, which
we are gravely Informed have been put on by the Gas
Company "since civil authority was resumed." Cer
tainly they are no longer new, but, on tbe contrary
look aa if they had been for years upon tbe lamps; a
brilliant light is now seen to issue from those identi
cal lamps. We estimate the gaa at present consumed
by all the street lamps to avenge not more than one
fifth of the capacity of four feet burners, and we re
commend that proportion as the standard for paying
the bill for the current quarter, and until the streets
are properly lighted, and all lamps not lighted,
should be deducted from that amount. This appears
to be the only mode of redress short of a law suit on
the part of tbe city. We oommend to tbe City Coun
cil the recent presentment of the Grand Jury on this
important subject, and beg that no time may be lost
in causing to be re-lighted all tbe lamps on every
street and under the bluff, besides erecting a sufficient
number ol lamp posts in the squares and thp park.—
Give us light, and then you will not require so large a
force of Policemen to prevent deeds or darkness too
many of which wo hear of daily. Give us light, and
those of us who are obliged to be abroad at night, will
not have to grope our way to tbe danger of life'and
limb. If the Gas Company will not bind itself, under
a penalty, henceforth to perform their part of this
agreement, and to have all the lamps lighted, (without
exoeptlng moonlight nights) at the present rate of
533 00 per lamp, we recommend that encouragement
be offered to responsible parties who may desire to
establish a new Gas company, by pledging them the
street lamps and tbe public buildings under such re
strictions as may be for the interests of the city. We,
however, deem it inexpedient for the city either to be
build, lease or own Gae Works. In addition, we are
able to state that guch a party as we have just referred
to has recently visited Savannah He is well recom
mended, has ample means, and is deeirons of erect
ing gas works at his own risk. He promises better
and cheaper gas. Hia return to the city la daily ex
pected, and we trust that such advantage will be taken
of it as to put this question of light on a more favora
ble and permanent basis.
We have endeavored to do Justice to all parties by
making a fsir aud impartial investigation. To this end
the President of the Gaa Company was Invited to meet
with us, in order to correct any errors that might oc
cur in evidence before the committee. But the invi
tation waa declined- We have also been disappointed
in tbe want of co-operation on the part of the Chair
man of the Committee on Gas, (also one of this com
mittee,) aa valuable aid and Information in connec
tion with this subject waa expected from hia position.
A proposition to leaas tbe gaa works to the city has
been submitted to ua by the President of that compa
ny. But aa a similar proposition has been sent to the
rhairpnan of the Council Gaa Committee, we herewith
enclose tbe letter without comment.

Bin—In furtherance of our conversatioti this morn
ing, I beg leave to briefly submit the proposition of a
lease of the Savannah Gas Works to the city of Savan
nah in a more tangible form, *
We propose to make a full exhibit of tba operations
of our company to a committee of two gentlemen of
judgment and experience, and to name a price at
which wa will leas* the works ini perpetuity. These
gentleman, after a thorough examination, to decide
whether the price fixed is a fair one and to report the
same to the City Council, with the condition that It
shall be binding on the Gas Company if accepted, and
not binding on the City if Council reject it
It would, of course, in the event of its acceptance,
bo necessary to have it ratified by a meeting of our
stockholders to make It binding I may add, that in a
letter written to the Chairman of the Council Gas Com
mittee and not yet delivered to him. I have in gen
eral terms made a aimilar proposition to the one now
made. I think it is one daaerviiig Investigation; 11 is
made In a spirit of fairness and conciliation from no

bills of the company quarterly on the 1st of January. 1st
of April, 1st of July, and 1st of October, or at such other
periods aa may be agreed on. This contract to com
mence from the expiration of the existing contract,
and to continue in foroe for the space of ten (10) yean
therefrom.

Sin: There seems to be some misapprehension on
the part of Council In reference to the street lamps.
It la true that there are a great many lamps within the
lighted district that are not lighted, but we have not
been paid for them, nor have we ever presented a kill
for them. We were Instructed not to light them, and,
Indeed, they could not be lighted without being re-
paired, When we were Instructed to light the lamps,
at the corners of the streets between East and West
Broad • treats, we were reluctant to do no, because we
knew that neither the lampe nor the pipes leading to
them were in order, and that they could not be
properly lighted, but the streets were In darkness and
we thought that a poor light would be better than
none. The lamps were to some extent repaired, but
nothing has been done to tlie service pipes, and as
most of them have been down for about fifteen years,
many of them require renewal. We know that many
of the lamps give a very poor light, abd we are per
fectly willing to afford the gas to improve it whenever
the necessary condition of the lamps and services can be
secured. We have changed the burners several times
but to no purpose; but we have now in the hands of
the manufacturer an order for others, which we trust
will, mt least iu some measure, remedy the deficiency.
We presume, of course, that Council knows that it is
the duty of the city to put the lamps and services in
order, and we hope that you will represent to them
that we have been ready at all times to superintend
the work free of charge, and that after authority waa
given to ua to order materials, we did so by the first
mail. Whenever these materials shall arrive, and the
necessary repairs shall have been completed, this com
pany will come up to the full measure of its contracts;
but until then, some of the lamps cannot be lighted at
»M, and others but imperfectly. We had thought that,
considering the history of Southern corporations for
the last five years, and the destruction from wear and
tear of those whose operations are carried on by ma
chinery, we had oome as near to the discharge of our
obligations as most of them. But we seem to be
judged by a standard that admits no palliation, but are
held bound to conduct the works as before the war,
without reference to circumstanoes or resources, un
mindful of the fact that it la our interest to remedy all
the difficulties incident to the war, and that we have
not been idle in doing so. In thia connection it may
not be improper to refer to the opinion that the Gas
Company is a monopoly, extorting heavy profits from
its consumers. We may simply say in reply to this,
that such Investments everywhere usually pay large
dividends, and that if the city authorities are really in
earnest in their efforts to organize a rival Gaa Compa
ny, our Board of Directors will negotiate with them
for a permanent lease of the works, on a basis that
will require no capital, aud on terms far more econom
ical than will be the construction of new works at the
present scale of prices, and certainly more economical j

Sir ; In compliance with your request, I commit to
writing the fallowing proposition In reference to the
street lamps :
The company will consent to annul ths existing
contract, and to substitute In lien of it one that wt i
embrace the following provisions;
Lamps shall be under the exclusive control and
management ot the city, and supplied with burners of
any size the commttee shall determine, and .R«H be
lighted and extinguished by tbe city antoritlea at such
time and such hours as they may prescribe. Tlio
gas consumed shall be paid tor at the rate of three
dollars per thouaand feet, and the quantity estimated
by attaching metres to about twenty lamps at differ
ent points, and tbe registration of tbe metres taken at
stated periods by a competent persou on the part of
the city and one on the part of the Gas Company
and the average regi stratum ot the twenty metres
shall be taken as the average of the whole number of
lamps throughout the city. This outline covers sub
stantially tbe material points, and the details can
easily be made to conform to it. In reference to the
new burners ordered at yonr request, I regret to say
that they have not been received, but when tbey are
they shall be put on, aud I hope they will afford a bet
ter light.
