cost and charge of the person putting np or causing
the same to be put tip. e

aforesaid, That to prevent obstructions of proper
drainage of the city- it shall be' the duty of the City
Surveyor to submit fonhwlth to the M ;yor. or acting
Mayor, the pl.n of every piece or parcel of land
within the corporate, limits, which such Surveyor
may be called or employed to lay off, by the person
or persons owning sncli lands ; and that, for every
failure or default m the premises by 9uch Surveyor,
within forty-eight hours after such plan shall have
been matured lie shall, on conviction before the Po
lice Court, be Hoed in a sum not exceeding one hun
dred dollars, and may besides be dismissed from
office.

On Thursday evening last St. Andsew’s Hall was the
scene of a novel and unique masquerade carnival*
given by the Harmonic Society of this city, which ia
composed mostly of German citizen*. The scene in
the bill room was brilliant indeed, and many of the
characters were original and well sustained, while
others were dressed magnificently. There was the-
gay cavalier, the pretty peasant, the magnificent queen
with the stern king. Noticeable among them was the
representative of the press, who had appropriately
placed around and about hia body the differsut news
papers of the city, as well as the most notable in the
political world. The Freedman’s Bureau «i— a-a its
representative, with a placard on his bask, on which
some mischievous person inscribed “I am s thief.” j
Then the Gas Company jraa represented, appropriate
ly dressed and bearing a lantern in his hand, with a
tallow candle emitting its feeble ray of light, which
was very suggestive. There were so many good char
acters It would take up too much space to describe ell
of them, though we must esy that .many of the ladies
were tastefully and richly dressed. I
About eleven o'clock the masks were thrown off —a I
all appeared in their original characters, much to the I
atonishmeut of some of their friends, and shortly I
after twelve o’clock the promenade waa formed and I
the band struck up a march, when the I
pany proceeded to the supper room, where I
they sat down to a most bountiful supper, I
prepared under the direction of our friend I
