Another Freidmcii'ij Hun uu Bill.
The hill introduced by Representative Beaman, and
referred to the Committee on Freedmen’s Affairs, pro
vides for amending the Freedmcn’s Bureau Act and
continuing its existence for five years.
It authorizes supervision over all loyal refugees and
freedmen, aud all matters relating to them, to enable
them as speedily as practicable to become self-sup
porting citizens of the United States, so that tie ir
freedom may be rendered available aiul beneficial to
the Republic. It authorizes the appointment of two
additional Assistant Commissioner*, and a division of
districts arito suB-districts, not exceeding the number
of counties or parishes in the district. It allows de
tails of military officers without increase of pay. If
agents are taken from civil life, their salaries are con
fined within the limits of $5ou and 51,200 per annum.
If found necessary, such Commissioners may have
three clerks each, and each agent one clerk each, at a
salary not excelling $1,000 per anuiun. And, it shall
be the duty of the Commissioucrs, when it «
done consistently with the public interests, to appoint
uh Assistant Commissioners, agents and clerks, such
mes as have proved their loyalty by faithful serv
the armies of the Union during tin* rebellion.
t» All the employees are placed under military juris
diction. It authorizes the Secretary of War to issue
medical and other stores only to persons unable by
proper industry to keep themselves, aud give the
President power under the hoim-sh-ad laws to as?
to loyal refugees and freedmen public lauds, not
ceeding forty acres each, and u«»t exceeding three mil-
liuu- <»f acres in ail, in the States of Florida, Alabama,
Mississippi, Louisiana aud Arkansas, subject to annual
rental. It also confirms for three years the lauds
signed by Gen. Sherman’s field order, with a provision
for exchange with other lands iu certain cases. It re
quire* the co-operation of bureau officers with private
be nevolent associations, and their agents and teachers
in tumiauing facilities for education of freedmen, and
require* till- fornialnug of sites and building;
m-LooI houses. It secures to freedmen the enjoyment
of all rights and immunities enjoyed by white persons
under the common law, including the right to testify,
hold property and bear arms, and accords them mill
tary protection until the State Governments are re
stored, and the States represented in Congress. Per

Mr. Waikiu asked if any, and what, representations
had beeu made by her Majesty’s Government to tlie
Government of the United States in reference to the
F« man organization in America, and more especially
as to the employment of United States officers, the
issue of bonds of the so-called Irish Republic, ami tho
threats to levy war upon the dominions of her Maj
ty by that organization. He believed that President
•Johnson was fully impressed with the necessity ol
maintaining friendly relations with England, and hav
iug issued proclamations preventing the United States
from interfering in the Chilian and Mexican difficul
ties, he wished to know how it was similar steps liud
not been taken to discountenance tho Fenian
ment.
The Chancellor of the Exchequer in reply regretted
that tlie subject had been introduced, as the turn
lected for introducing it was most uiopportum-. and no
good result could be produced by diseussiug it. Noth
ing had been stated by the honorable member to *ho\*
that any act had been done in America in violation
of the American law which it was the duty of the
American Government to have punished aud redrei
ed before.the ordinary tribunals. Her Majesty’s Gt
eminent had seen cause to deplore much that had
taken place in the United States in reference to the
Fenians, but there was no cause to justify them in
making representations to the United States on the
subject. He believed that public opinion both in Ire
land and America condemned the proceedings of the
Fenians, and it would be undignified to remonstrate
with the American Government so long as no positive
act was committed which amounted to a breach of
neutrality laws.
Mr. Olway thought that representations ought at
ouce to be made to the American government.
Mr. Oliphant ridiculed the movement so far as the
American organisation was concerned, and denied
that it possessed either the sympathies, respect, or
admiration of the American people.
After some remarks, by other speakers, the subject
dropped.

Mb. Stephens' Speech at the Nobtu.—The Bos
ton Post says of the recent patriotic speech of Mr
Stephens:

The release of Mr. Stephens from confinement at Fort
Warren is proved to l«e tho wisest thing that could

idea of his policy in his conversation with Gov. Cox

again tho spirit of loyalty within tho southern States
so that they might as soon psssiblo become living
