MISREPRESENTATION.
Senator Sherman, of Ohio, delivered a
speech before the Union men at Bridgeport
(Conn) on the 17th iost., that contained some
gross exaggerations and perversions. After
a long historical survey of the proceedings
ot the respective parties, to the glorification
of the Radicals and the disparagement of con
servatives, he attempted to show that thei e
was no essential difference between the
political views of the President and the
majority in Congress with regard to the test
oath For this purpose ho stated that—

in his last official utterance, the veto mea-

than I have used to announce it. The President
r - by upon that docrine. that the States lately
, , b, ! on must be reorganized upon a loyal basis
from them, and then point triumphantly to
those complaints as evidences of continued
disaffection. Gen. Grant has home bis
testimony to.the favorable state of south
ern affairs and southern feelings, and Gen.
Sherman has done the same, but their testi-
timony lias been set aside because it came in
conflict with the representation of others
whose views and prejudices accorded with
their own. Here are two men who could
be trusted with the entire control and direc
tion of the armies and military affair* fit the
country; and yet their well weighed and
disinterested testimony ia discarded as un
worthy of credit when it conflicts with that
of Carl Shurz and others of the same ilk.
It may be in the power of the southern
people to thwart this deliberate, bold and
cruel scheme of the leading radicals, by the
constant exhibition of a patient temper and
prudent conduct- They should endeavor to
keep clear of excitement, to go diligently
about the performance of their duties, to
bestow their attention upon their own bu-
sin=sp, and to leave politics to politicians
and our destiny in the hands of an over-
mliug Providence.

Now the words which we have marked
in italics are not found in any declaration of
the Ptcsideut, official or unofficial. These
words ate an interposition of Mr. Sherman.
Tne sentence which follows quoted from the
veto mes-i-ige does not contain a syllable in
relation to thnt part of the test oath requir-
uig southern representatives “to swear be
fore Almighty God that they never directly
or indirect.y aided in the rebellion,” nor a
word regarding the test oath. Here is the
language of thej President: “When those
who rebelled comply with the constitution!
when they give sufficient evidence of loyalty,
when they show they can be trusted, when
they yield obedience to the law that you and
I acknowledge, I say extend to . them tb e
right hand of fellowship and let peace and
union be restored.” Mr. Sherman in order
to make it appear that there is iittle or no
difference between the radical party and the
President has made these citations from his
speech on the 2i’d of February and his veto
message, in neither of which is there one
word said about taking an oath that those

THE SHORTSIGHTEDNESS OF CON
GRESS.
The present Congress has been in session
now four months—a period sufficiently long,
it ?eems to us, for a full comparison of indi
vidual opinions, aud for an agreement of
some kind, on the part of the majority, con
cerning the terms upon which they are wil
ling to admit the Southern States to full
membership in the UnioD. That a complete
and flu a! settlement of the perplexing ques
tions which agitate the public mind is due to
tbe people of the South and to the interests
of the whole country must be universally
conceded. The idea very generally prevails
at the South that tbe Radicals are determiaed
to impose oppressive burdens upon them. This
apprehension naturally causes them to hesi
tate ubout resuming, with a hopeful spirit,
their old employments; it keeps them in a
ievensh and unsettled condition. At the
North, as we are informed by the most intel
ligent journals of all parties, one of the most
prominent causes of the present and increas
ing depression in business, is tbe unceriaicty
and auxiely that is felt iu business circles
relative to the action of Congress upon this
subjec:. It, therefore, stands out in bold
relief that a vital public policy demands the
immediate adoption by the government of
some specific plan of adjustment. There is
no excuse for continuing the present
painful suspense concerning the exactions
that are to he made from the southern people.
But do present indications denote that the
country is nearer a solution of the recon
struction problem to-day than it was at the
commencement of the session? We think
no},. A close observation of the course of the
leading men of tbe Radical party in aud out
of Congress during tbe last two weeks lias
forced us to the conclusion that no amount
of evidence that can be adduced will satisfy
them as to the loyal dispositiou of the south
ern people. It seems they would not believe
though one were to rise from the dead.
These men have wilfully shut their eyes that
they may not see. To see would be to be
lieve. They therefore refuse to look. Ex
tort from them the confession that the South,
as a people, is no longer rebellious in spirit;
that it is sound, true and loyal, and that mo-
ment.their radical agitation must cease. If
continued, after such an admission, they
would stand before tbe country as self-con
victed factionists, aud would be at once de
nounced by the northern masses. It is their
policy to mislead their party as to the true
state of feeling in the South, in order that
they may be sustained by that party in their
• persecution of the South. How cqulj they
confess that the southern people are anima
ted by the proper sentiments, and are fit for
readmission to the Union, and at the same
time appeal to their party to exclude them
from the Union? They not only do not
wish to believe that the southern
people are loyal, but, it seems, they
actually wish to prevent them from
becoming loyal. They irritate and in
sult them that they may draw complaints
