educational interests—the Normal Class. This class is
composed of the teachers of the public schools and la
dies preparing themselves to become such, and meets
st Armory Hall every Saturday morning. Drill in the
text books used in the schools, and instruction in the
higher branches, under the diredtioh of Mr. Cann, the
Superintendent’of Schools, are the exercises engaged
in by the class. The most gratifying results in raising
the standard of scholarship among the teachers them
selves, have already been accomplished by the estab
lishment of the Normal Class, since the members are
constantly required to stand the test of rigid examina
tions, and no teachers are selected for the public
schools except from its members.
It may not be generally known among our citizens
that a local public school bill, establishing a Board of
Education for the city of Savannah, was p\It through
the Legislature at its last session. The Board, accord
ing to its provisions, is a permanent corporate body,
and is vested with large powers. The friends of the
public schools believe that they will be brought to as
high a grade of excellence as those of any city in the
ountry under the working of this new measure. The
bill will be printed in pamphlet form and distributed
to the citizens as soon as a copy of it is received from
Milledgeville.
Tike Board of Health.
Yesterday morning at twelve o’clock-the members
of the Board of Health recently appointed by Mayor
Anderson convened in the Exchange. The meeeting
was called to order by Mr. Waring Russell, who moved
to organize by appointing Dr. J. T. Thomas, Chair*
man, which was unanimously agreed to.
Dr. Thomas then took the chair, when on motion,
James Stewart, Esq., was appointed temporary Secre
tary.
The roll of members was called, when twenty-one
members answered to their names.
Mr. P. M. Russell offered the following resolution,
which was, on motion, adopted:
Resolved, That the rules governing the last Board of
Health be adopted for the government of this board.
The first business in order being the election of per
manent officers, Drs. Thomas and Fish were severally
nominated for the office of President, and the Chair
man oppointed Mr. Philip M. Russell and Dr. W. S*
Lawton as tellers to conduct the election, which re
sulted as follows: Dr. Fish, thirteen votes, and Dr.
Thomas, eight. Dr. Fish was declared elected.
On motion, Dr. Thomas was elected Vice President
by acclamation.
Dr. Fish assumed the chair, and the next busines in
order Joeing the election of a Secretary and Treasue r,
Mr. James Stewart was unanimously chosen.
A motion was made that the Secretary be directed
to make application to the Secretary of the last Board
of Health for all papers, books, &c., iu his possession
which would throw any light on the duties of the new
board, which was adopted.
It was moved that when the meeting adjourned, it
should be to meet on Tuesday night, April 3d, at 8
o’clock, which, after discussion was agreed to.
Hia Honor Mayor Anderson asked the indulgence
the meeting to offer a suggestion. He said that we had
a hospital, which was now being used by the military
authorities, and that it ought certainly to be in posses
sion of the civil authorities, to be used in case the
cholera, which was so much feared should make its
appearance among us. He thought that if application
were made to the military authorities by this body
there would be no trouble about the matter, and that
the hospital would be immediately turned over to the
use of the city.
Mr. P. M. Russell then offered the following resolu
tion, which, after some discussion, was adopted:
Resolved, That the Secretary of this Board be in
structed to communicate with the Secretary of the
Metropolitan Board of Health of New York city and
request him to furnish a copy of the by-laws, rules
and regulations of that body.
Dr. Lawton offered the following resolution, which
was agreed to:
Resolved, That a committee of three be appointed
by the chair to consult with the Mayor and corres
pond with the military authorities as to the necessity
of the immediate restoration of the City Hospital to
the City Council, in view of the apprehended approach
of cholera, the committee to report progress at the
next meeting of the Board.
Tho chair appointed the following gentlemen as
members of that committee: Drs. Lawton, Fish and
Charlton, and on motion, the chairman of the Board
was added to it.
The meeting then adjourned.

that “The Merchants’ National Bank of Savannah,”
in the city of Savannah, in the county of Chatham,
and State of Georgia, has been duly organized under
and according to the requirements of the act of
Congress entitled “An Act to provide a National
Currency, secured by a pledge of United States
bonds, aud to provide for the circulation and re
demption thereof,” approved June 3, 1864, and has
complied with all the provisions of said act required
to he complied with before commencing the business
of banking under said act.
Now, therefore, I, Freeman Clarke, Comptroller of
the Currency, do hereby certily that “The Merchants’
National Bauk of Savannah,” In the city of Savan
nah, in the county of Chatham and State of Georgia,
is authorized to commence the business of banking
under the act aforesaid.

SODA WATER.
$25 REWARD
FOR proof to convict any person of trafficking in
the following described Butties ;
Having recently, at a great expense, gotten up an
entire new sett of moulds in which my
SODA WATER, PHILADELPHIA POR
TER, AND ALE BOTTLES
are made. Each of those Bottles have my name and
the year 1806 blown in the glass. The mould being
my private properly no other person can purchase
bottles made in them. I neither sell nor give away
any of those Bottles.
NO OTHER PERSON HAS A RIGHT
TO DO SO.
I simply lend them to those who purchase the con
tents, with the understanding that they are to Ue re
turned to me when empty.
This is well understood by all, yet many, regard
less of their just obligations, frequently lend or sell
those bottles with the Soda Water or other liquids,
thereby depriving me of my property and subjecting
me to losses which are unjust and unlawful.
Those Bottles are now very expensive, rendered
more so by the Patent Cork Fastener attached to and
lost with every bottle which I lose, together with the
many taxes Imposed upon this species of business,
the most oppressive of which is a direct tax of six
per cent, to the Government on gross sales of Soda
or Mineral Water, which reduces the profits so much
that it is impossible, at present prices, to submit to
the loss of Bottles, and I do hereby cantion all per
