PHILADELPHIA, March 17.
From Cape-Francois.
A gentleman just arrived from Cape
Francois has furniflied us with the fol
lowing particulars from that quarter:
On the morning of the 18th ult. 4
o’clock A. M. the general was beat
to afTemhle the people of the Cape.—
However, previous to this, general
Rochambeau, ever vigilant, had in
for mation of the design of the brigands,
and had the national guard aflcinbled
to attack them, who had marched along
the banks of the river leading from
Haude Caup to the town, and got pos
session of the Barrier Boutte, and soon
after made themfclvc* mailer of Fort
Beiieeir, putting the few in it to death
and burning part of the holpital, and
killing a few lick, who were ihere that
could not rfcape ; at the fame time an
attack was made on the mountain back
of the Cape, between the Fofet and the
Plcfdarme within inui'ket (hot of the
houses in town. After an obftinat*
engagement for a half an hour, they
were routedfrom this place, and about
o o’clock they were drove out of Fort
Beiieeir. lu those two actions th
whites had about forty killed and
wounded. The brigands,whofe force
amounted to.about twelve huffiied, lo(i
about one hundred, and a few taken
prisoners, one of whom was general
Officer.
Two days eftcr this, a few people,
who had escaped from the I(Lind o(
Tortudas, brought accounts of tin
Uegroes there, rising and killing t hr
Principal part of the whites. It was
fortunate for the people of the Cape,
that tjve brigands could not work the |
guns of Fort Belie Air so as t % bear or
the town, as their intention was to de
stroy it, which was evident, from the
number of matches they left in the lore,
after their retreat.
1 (hall make no comment on the filia
tion of the Cape, you may form an idea
of it yourfelf, as a bold attack was made
o ut by the brigands twelve days pro
vious to this, in which they got as far
as the Berrier Providence just at the
entrance of the town. However, we
are to hope for the best, as a fleet with
troops were hourly expected, three
fail of which had arrived, with four
teen hundred men. Mr. Laufett, pre
fect for New-Orleans, arrived here on
the 24th ult. General Rochambeau
is appointed commander in chief ot t!u
ill and of Hispaniola by the In ft consul,
in consequence ot which the Cape wa
illuminated on the night ot the 27th
uk.—the inhabitants manif tiled great
fnti faclicn at his appointment, knowinc
him to be a humane, brave and vigil m
officer. 1 lie general m chief exempt
ed the Americans from duty except in
cases of emergency.
is currrentiy reported and believ
ed, a quarantine will take place the
firlt of May, on all vefiels arriving from
the Port of Philadelphia to any ports
in Hispaniola,
A let ter from Cape Francois, dated
the 24 ult. fays, that L'Aussrtt,
colonial prefeft for Louisianna, had ar
rived there from St Andero, having on
board 300,000 dollars destined to (up
port the colonial government of St.
Domingo.
Another letter of the 28th fays.
“ 3500 trooops arriyed here yefterclav
The prefect of New-Orleans failed this
morning to take pofTellion of that
colony.’*
Letters from New-Orleans as late as
the 23 of February, are arrived in
town. At that time no French troops,
had arrived there. Commissioners
from France had just arrived, and it
was expe&ed that province would be
immediate!y^relinquiflieand by the Spani
ards.
The bankruptcy of the great mer
cantile house of Carrie, Bazard and Cos.
at Paris, will, it is expected, occadon
considerable delay in the expedition for
Louiftana, as this house was to turnifli
the proyiiions for that armament.
