GEORGIA ‘REPUBLICAN.
SAVANNA H>
MONDAY MORNING, April 11,1803.
Mature has undoubtedly provided the bosom of
the Mississippi tor the accommodation of the i.maoi.
anfsofiis v ast valley. Its navigation mist be free
tor theit use ; that it may bear their furNlul produce
where it is wanted, and return luch articles as are
to rendrr life more dtli able* lr is necelfarv
that a relting place near its tide waters (houid b*.
poll'lied, as the atcent of the liver is difficult, from
he rapidity of the current. It is au object that can.
siot be abandoned.
Ihe Miffiffipppi enters the gulph of Mexico b<
many mouths, tiiree of which are navigable lor ships
at all fir,,fous, and lev. ra! of the others at the times 01
hefrtfhes. In the middle or the principal btanch,
New-Uileans is liuiated An accurate and cription or
this iihiud is not at hand but from the place ir occu
pies on the map, it i about one hundred and tvventv
miles from the mouth ol the river. According to
oxe, the river Natchez is about two hundred and
ei.htv fix miles from the mouth cf the Miffiffipji. and
of course fontething more titan one hundred and f.xtv
miles from New-OrleanS. The rapidity of the river
continues far below that Blind, and though v*ff Is car.
and drr navigate to the Natchez, and above, the aiceni
is difficult, for lb me distance below New Qrleaus.—
Could a place of deposit be poi's fled on th* tidtr Wafers’
of the river, affording a fafe and commodious harbour
it would be tar preferable to the poll? Hi on of A’ew
Orleans itlelf. \\ c cannot af:ertain whether that
phee commands thfc pafiage of the river, but it is
confidently believed it does not. That it afforded a
means of deposit which accomplilhetl toe w'lfhes and
promo cd the interefls of our wettern brethren, is
•rue ; tuat it would afford fmncknt facilities for then
commerce, the navigation of ihe river being free, i>
certain. Ihe pofleffion of its advantages is there
’ore. dcfirable, and must remain an interelUug object
until a more convenient place is found. Ihe question
remains then only as to its attainment, and the ftcu
city of ihe acquisition.
I he immediate, coercive pofleffion of New OTesn*
is recommended with all the pa:hos of maniacal er>
ergy ; and occupying it with our troops is repre
frnted as fraught with the wisdom of divirity, and tits
ease of Almighty power. Like those who prate oi
eternity, without giving a thought to intermediate
space, our blazing warriots find themftlves at once in
the fruition of their acquirement, forgetting that it is
yet beyond their grasp Like a traveller gazing at
ilie light of a distant tower, they fee net tne pits
which may lie before them.
When we refleft on the many requ’.fites to prepare
for war; when we remember hat arms, ammunition,
clothing and lubfiffence are to be procuted f<-r th*-
army, and that means of conveyance, down the Mis
sissippi, fuiiable to the intent, are to be provided :
wiih however great alacriiy the injured yihahitsn-s
of our w T eflern ftatts might flock to the ffamiard, the
undertaking is not the work of a moment.
I he temper of the inhabitants of Louiiiana rttufl be
at present unknown j but vs it preluniable that they
would fuller an invading enemy 10 take pofltflion oi
1 heir without fume rtliffance , or tint
Orleans is unprovided with the means of defence, it
iheie is spirit to use them f Spanish effeminacy, will
perhaps, be called imo view ; but giving full credit
for their European charatfer, let ir be remembered
that the inhabitants of JLouifistna are planters of anew
foil; uniformly a hardy race of men. A part of the
inhabitants cl ihis province are Frenchmen or their
kfeendants : when want of courage an attribute
of this people ? Much ft ref's hns been laid on the lup
posed willingiK-fs of the Spaniflt col n.es to become
component parts of the nation to whom nature has
j.)i ed them ; bur is it mp ftible that prejudi e may
be too deeply looted *or reason ? that difeordant as
would be the tyrannv of a catholic king, or a Gortican
cotiful ro our feelings, iltcy may cheiifh the interests
and the glory of a motb’ R country?
But let us suppose tne ha baur ot Ne\v-Orleans to
be ih* best the Miffiflippi affords; let us suppose our
selves in poflclflon, with every power to *etain it;*
should we then be at the end or the journt • ? would
our toils be finifiled, and we crowned with the vie
torious wreath ? would peace 3nd fafery flaw from the
meaftr e ? Pause a moment and reflrft— if otir produce
mull ‘ rot on our hands,* may it not as well ror at
Marietta, Louifiilleon the atcl cz as at New-Or
leans ? Two or th>ee flips (iationed at the mouths o;
the river, would completely obllruift the commerce
and this fleet, the adual owner has already in the
Weft-Indies. What then would be the coercive pos
session of New-Orleans but our prison and
it cenfing our gaoler ? Faciiic negcciat’n n could alone
fccure the benefits \ve fought, and after the mod luc
cefslui war th’s muff be resorted to.
Britain, it may be laid,Would afllft us. T his we are
inclined to believe, as it cannot be the policy of that
power to fuffer the arm of her rival to be continually
strengthened ; bur Britaih is at a Alliance, and nego
ci tion would be reqnifiie to procure her aid.. She
has, too given unequivocal evidence that peace will
he fought to the extent oi pja&ic&bilhy. k for the aid
flic would give, flie Wbuld undoubtedly demand im
pie equivalent* Our fate might be that of the horse
who to conquer his enemy, submitted himfeil to man,
und became a slave for li!e. At all events, in the
neanwhile, the commerce of the western slates
would be Completely cut off. For this commerce
iiie p.flage of the river is now free, and though at
tended with fomc difficulty for want of a place vt
deposit, {till affords a channel of communication with
the world. From the moment of r.oftilities, this has
un end.
This much for the corifcquentes Which would arile
ro the we Hern Hates, f<om precipitating ourselves
into war. lo the Atlantic ftateSj the fu Re ring would
not be Irfs confHerable. Our commerce spreads to
the utmost extenr of the globe, and in the event of a
war, millions of it mult tali a fcrifice. Ihe northern
dates mud iufe much ; but peculiarly does the intereiis
ot the southern Hates forbid war ; and none more
so tnn Georgia.
Bordering on Spanidi colonies, at present at the
feet of France, thinlv peopled with those who give
fafety to the country they inhabit, our frontier would
be open to inroads of an enemy from that quarter,
and would probably be rendered the feat ot 3 war
over which humanitv and policy bids us draw a veil.
Ve could vriih aliufions to it were unnecefiary. bu;
ro fieep at the mouth of a den of adders, is fraught
with danger.
Full cf horror as would be a war, and deeply a?
would the path of victory be dyed in blood # 'Ur final
conquest could not be doubtful : Infinitely dear should
we ptiy for the purebafe.
That the natural boundaries of this ftftion of A
merica, the Mifiiffippi on the weft, the gulph oi
Mexico on the south. the Atlantic and -t. hautenct
| on the east, and the Lakes on the north, will within
liali a century, be the acknowledge j *iumc of oui na-
