A writer in vour paper of the iitfi infi. under the
plaaiib!e iignature of “ A friend to Truths*, has ta
ken leave to cenfune, in ambiguous terms, the con
duct of one of the Commissioners, in the. case of Wil
iiam Thompson, Bankrupt. It may be neceflary to
daie fome,among{f the many fadls, which may explain
the r afons tliat-one, and all of the Commissioners, re
lufedgfving a Certificate to the Bankrupt.
The Commissioners in ibis matter had three differ
ent meetings before they coqld furmeunt the many
obttacles and objections again ft at ommiffion of Batik ■
ruptcy being;awarded agaiuft William Thompson, bn
the face nf a debt exhibited by Stephen Files, the
petitioning creditor, which had many doub*ful and e
quivocal marks, and enveloped the tranfaclion in mys
tery .; but on the teltimouy and declaration of theie
two men, and on Fir. Files delivering up a bond and
mortgage to the Commissioners, which he Hated he
received from Mulryan, as security for the eventual
payment of iiis demand at the time the Note
of Hand for 1977 dollars was given td him, which
was alio confirmed by William t hompfon ; tbeCom
miffionersideclared the latter a Bankrupt.
When Bankrupt exhibited liis Books and Pa
pers, he was qaeffioned on any alignments being
made by him to prejudice any of his creditors ; was
afkcd for the fcheduie of his eilate and effetts, and on
the infnrance of the brig Betsey capr. Cunningham ;
the proteit on the lot’s of this vefNl he exhibited to be
fient to Lees and Rundle of Liverpool, who effected
Insurance in London on her 12,000 dollars, which
Cum, with the Insurance on ‘(hip, Hiratn, would, he
llaied, more than pay their-demand agamii him.
.On the second meeting, the Bankrupt produced the
fcheduie of his eilate and effects, and iu the lace ot
‘that fcheduie and bi§ firft examination, Mr. T’nete,
dated tliat an ailignment had been made to him of the
debt <lue by Uittlejohn and Blouut of North Carolina
and by him to the M'Clures of Lharlelfon that the
view Orleans debt due by WycoiF, had been assign
ed to Mr. Mulligan, the Bankrupt’s brother-in-law,
of New- York ; but the Bankrupt said these allign
menrs w re made to j'revent the Attorney of. Lees
md Bundle from attaching. At this meeting no
;rher creditor appearing, Mr. Fi es voted himfeljf in
-dlignee, Mr. Bacon was joined with hun. but lit
wouid not aft.
On the last ineetirv it was proved that the bright
(’ey, had been infurtd in Baltimore for 730 Q dollars,
and the Bankrupt acknowledged that he had insured
4000 dollars on ner in Charieffon, and assigned it over
io M‘Cluresf for the payment of 4000 doiiavs cn secu
rity. These accounts were not hated iu the :ich eduie
nor known before to the Commissioners, although the
queftiou of any other -insurance had b?en ptt!: at the
exhibit of tlie u r ofci‘t for recovery of the Insurance on
the brig Bet ley, made bv Lees and Bundle ; informa
tion had been given that other Insurances had been
made on rhi* brig-Betfev, but not exnibited. “ihe
Bankrupt on his sass examination was questioned bn the
cutrffig out of two letters from his leuer book, whilfi
in the hands of the assignee, on the property cf two
negroes and furniture purchased in.N. York, which
appeared’to belong to the eitate, but was.not in his

The day after the Commifiiouer refilled giving a

The flatement of allegations made by you in
the Museum of the

and malicious. What else can be expefted
from a man who not only looks on the worst of
of human affliftions with in difference, but takes a
savage delight in the miseries of his fellow crea
tures, even when no possible advantage can be
reaped from his inhumanity, and where the ortiy
he can l anticipate to himself for his wan
ton cruelty, is the pleasure of contemplating the
misfortunes of others.
What more positive proof can any impartial
reasoner require than your not producing your
allegations in aue season ; you surely cannot im
peach tbs Bankrupt with taking you by surprize,
as you did the AJfignee, well knowing a venire
issued to convene a jury long before the trial look
place. Then and then only, fir , was the time for
you to introduce your charges, and not at this pe
riod through the medium of a nezvs-paper ; and

for you must in your own conscience have been con
vinced cf their being trifling and ill founded ; or,
you certainly committed yourfelf rnojl heinously
by not firiftly adhering to the sacred oath you

True it* is, that the fit you dug for the unfor
tunate Bankrupt, (as I hope ever will be the
case) was conftdered by twelve honed citizens ,

bufmefs of the commijfion that you aided more like
an interpfted creditor, than that cf an impartial
commijjioner ; or why bring a claiming creditor
