OFFICERS OF THE CUSTOMS.
Mr. Holmes of Maine, from the Commit
tee on Finance reported a bill further to
establish the compensation of ollicers of
the customs, and for other purposes, which
bit’ passed t<Hp second reading.
Mr. Lanman communicated to the Sen
ate a report and resolutions adopted by the
Legislature of Connecticut, approving the
Maryland proposition to obtain for tiie old
states, for the purpose of education, a just
portion of the public lands.
The resolution submitted by Mr. John
son, of Kentucky, on Friday, concerning
an inquiry into the maritime powers of the
district courts, was taken up and agreed to

Among the petitions this day presented |
and referred, were two bom the inhabitants (
of the State of Rhode-lsland and Maine
oresented by Messrs Eddy and Hill, pray
ing for the establishment of a uniform sys
tem of bankruptcy, which were respective
ly'referred to a committee of the whole,
on the subject.
Mr. Baldwin p esentld a petition from
sundry inhabitants of West Florida, pray
ing to be annexed to the State of Alabama,
which, on V.yo'im, was referred to a select
committee.
Mr. Smith of Maryland, from the com
mittee of Ways and Means, made a report
upon the subject of the finiftjeial concerns
of the United Stains,, accompanied by a
bill, entitled “Am Act to authorize the Se
cretary of the Treasury to exchange tbe
stock bearing an interest of liver per cent,
for certain stock bearing an interest >-f six
and seven per cent.” The bill was twice
read committed.
On motion of Mr. Monrp, of Fa. it was
Resolved, That (lie committee on the
Judiciary be instructed to inquire whether,
by a late decision of the District Court for |
the Eastern District of Pennsylvania, £
public agent, whose claim ’lor certain at-j
lowances in defeat of vouchers, bad been ,
rejected bv this House, has defeated the j
United States in a suit, against him, by an j
allegation substantially diftfeirnt IVom that
preferred to Congress, and one. invalidated
by evidence in possession of the gevem
ment.ofwliich ‘lie prosecuting otitcei could
have availed himself for the benefit ol the
United States ; and whether officers prose
outing suits, on behalf of the United States
1 in the several districts, fi>f- the recovery of
money retained in the hands of public
agents, are, uruierexisting provisions una
ble to avail themselves ol all the evidence,
relative to said suits, to be found among the
1 records of Congress or of # the Executive

er crime, which, if committed within the

United States, be punishable with dentil

and whether, by reason of any or al! these

cage of the Jeune Eugenie, a vessel charg
ed as being engage-! m the slave trade.—
A claim was advanced by the French Con
sul for the vessel as being the property ol
’French merchants, fft seems the vessel
had formerly been Atnei icaw; but Ind been |
naturalized as French, three years before i
her capture No hill of sale from the ves
sel from American t French owners was
exhibited. The transfer was inferred to be
evasive. The Judge considered the vessel i
as rightfully confiscated, by being concern
| in a trade against the laws of France, as
well us the general luw of nations As not

The decree was, that the claim of the
pretended owners be rejected, and that

The case certainly was one of peculiar
complexity and difficulty ; and we are hap
py to s?*’. that the elaborate Opinion t the
learned Judge is to be reported to the public
on a pamphlet.
