Tuesday , January 8
Mr. Rankin from the committee on pub
lic land , reported a bill respecting the dis
posal of the Mississippi lands, and for the
regulation of the land offices in Alabama
and Mississippi.
Mr. Vance called for the consideration
of a resolution submitted by him yesterday
requiring certain information respecting
the persons employed in the Indian De
partment ; which after consideration wa>
adoptcd.and a committee consisting of two,
were appointed to lay the resolution before
the executive.
The resolution submitted by Mr. Cocke,
yesterday, respecting the expenses of the
ordinance department, &c, was considered
and agreed to.
The resolution submitted by Mr. Metcalf
on the fourth of January, respecting the
condition of the Indian tribes, <jfc. was
considered, and with some modifications,
adopted.
—On motion of Mr. Poin ett.it was—
Resolved, That the committee on revi
sal of unfinished business, be instructed to
enquire into the necessity of renewing an
act, entitled an act declaring the consent’
of congress to acts of the South Carolina
Legislature, authorizing the city council
of Charleston, to impose and collect a du
ty oo the tonnage of foreign vessels ; and
to acts of the state of Georgia, authorizing
the imposition and collection of a duty on
the tonnage of vessels in the ports of Sa
vannah and St. Mary’s.
Mr. Cook submitted the following which
was by rule ordered to lie one day on the
table.
Resolved, That the Secretary of the
treasury he directed to lay before this house
a statement shewing in what banks the mo
ey received from the sale of the public
lands have been deposited since the Ist ut
January 1818; the contracts under which
said deposits have been made; the corres
pondence between them and the treasury
department relative thereto; the amount
of deposits that were to be left in each, in
consideration of taking charge of the bal
ance of the money deposited; whether in a
ny instance the deposits allowed for that
purpose have been increased, and why such
r,.crease has been allowed ; together with
copies of the statements of their situation,
l furnished to each departments for the last
twelve months preceding such increase, as
well as the last trine of making them banks
of deposit; whether any of those banks
have faaiied to comply with their engage
ments, and to what amount; what meas
ures have been taken in consequence there
of to secure the government against any
losses resulting fiom such failure ; what
those measures have been, and at what ex
penses ; whether in any instance uncut rent
or depreciated paper lias been received
from them or any of them, which the gov
ernment was not bound to ieceive, by any
agreement between such banks and the
said secretary ; and whether any further
measures are necessary to be adopted by
congress, to provide for the transmission of
the public money from the different receiv
ers to a more safe place of deposit, and, if;

Mr. Alexander Smyth, of Virginia, took
the floor against the motion for Sod,ooo,

posed. He argued chiefly on precedent,
and the former usage of making appiu

Mr. Wright followed, who submitted a
few remarks on the same side of the ques
tion, — When he had concluded—

” Mote Video, Oct. 12th.
We have had, ever sine my arrival here,
a report of the fall of Lima. That report
is now confirmed, the official account hav
ing reached this place, by letters from
General San Martin to the Directors of
Chili and Buenos Ayres. The General
states that the Royalists evacuated the city
early in July, but that a number remained
in the Castle of Callao, which he calculated
on dispersing in a short time. The King’s
men, residing in this place, think that the
evacuation of Lima by their party, is noth
ing more than a military Ruse de Guerre
and that ere long the city will again be in
their hand. They say that the extreme
want of provisions compelled them to aban
don the city, and that as soon as ihey get
a supply, (being more pouerful in numbers
than the Insurgents.) they can easily re
take their possessions San Martin is an
old hand at the bellows, and I doubt very
much whether he is to be deceived so easi
ly. If this be so, time alone will deve
lope. The government of Buenos Ayres
appear so be coming to their senses. Aware
of the depredations commited by Priva
teers sailing under their flag, and aware
also that their reputation must suffer from
such abuses, they have determined to grant
no more commissions. They have even
further, and have recalled all those hith- i
ei to granted. This is a very popular mea
sure. Buenos Ayre has, for a long lime,
been a complete rendezvous for privateers
men, and in fact, for men of infamous char
acters, robbers, murderers, ike. ami mas
ters of vessels that ranaway with their em
ployer’s property always found there an
asylum. But now the scene is changed,

The following intelligence is extracted
form a letter received at Annapolis by the!
schooner Mary ami Ann, Captain Gates,
arrived there in 14 days from Aux Caves.
“ Port au Prince, Dec. 17.
“ You have no doubt ere this heard of

Judicious appointment. — ihe Hon. Jos
hua Stow is appointed Postmaster at Mid
dletown, in the place of Samuel Williams,
deceased. We congratulate the inhabit
ants of Middletown on the appointment
of this indefatigable patriot to this impor
tant office, as the location of his residence
is only four miles from the city, and his
well-known vigilance will ensure the most
prompt attention to the duties ot that office.
It is said there about fifteen applicants for
this office but none were found so unex
ceptionable as Mr. Stow.
