Late & important from Europe
By the favorite fast sailing ship Fama.
Capt. Berry, arrived here yesterday from
, Liverpool,’and SO days f‘om Kinsale, in
Ireland, we hafe received our regular files
of London and Liverpool papers to the sth
and 7<h of December; and Capt. Ii has po
litely favored us with Cork papers, (obtain.
,ed at Kinsale,) to the 28th of the same
month, being 42 days later than our last ac
counts from Great Britain.
The intelligence of uvst importance
contained in these papers is, the change in
the Ministry of Fiance. Louis the 18th
still lived—the report of his death, theie
fore, by the way of Havana, fails to the
ground.
The information next in point of impor
tance, fumishet? by the Fama, is the suc
cessful stands which the Greeks are still
making against the power of Turkey.
Ad awful gale of wind was experienced
on the coasts of England, Ii eland and Scot
land, on the night of the 30th November.
Several chimneys were blowu down, in
London, ami its vicinity, by one of which
I Mr. and Mrs. Barton, who r esided in Scot-
I land Road lost their lives, being crushed
I to death in their bed, by the falling in of a
I stack of chimnies. In various other in-
I stances where chimnies were blown down,
I several persons had the most providential
■ escapes fsom destruction—one an infant,
I sleeping in bed by itself, had a most mira
■ minus escape, being completely enveloped
lin rubbish. The streets were tilled n ext
I morning with bricks, slate, tile, tkc. from
■ houses partially unroofed or destroyed.
I The damage and destruction among the
■shipping, is almost incalculable—some of
■ the papers being nearly filled with details
Hos its disastrous effects- It will be seen
■that several American vessels are among
I the sufferers.
T iere appears lo have been nothing but
a succession of gales of w ind, lor toe last
two months, in Eu: ope. Every English
paper in the month of November, and most
of those in the latter part of October and
beginning of December, contain accountsl
pf ships on shore, or disasteis experienced i
pyvessels at sea. The British coasting;
[craft have suffered most severely, and ma-j

I The disturbances in Ireland had greatly j
Increased since out last dates. Several
liistricis of the South and West appear to
pin a dreadful state <.f insubordination.
Wurders, and house-brealcing in search of
linns, were very frequent; and <>ne church,
led several private dwellings, had been
destroyed by fire. Ministers had deter
pined on calling out the yeomanry force of
■he country to suppress it. The appoint*
pent of the Marquis Welleslev, as Lord
lai-utenant of Ireland, it is Imped, may, in
lome degree, tend to quiet the discontents
pf the country.

Se: sand has been in limited demand and with
out fluctuation in price. From the 24th to 30th
ult. the sales arc computed at 9530 bags, and the
import amounts to 6293 bags.
Dec. 3d.—Since I last wrote you, there has
been some improvement in the price of Upland
Cotton. The rise i caused principally by the
reports of injury to the crop, which will reduce
the .quantity, and injure the quality; upon the
verity of these reports much will depend. The.
stock of Cotton however of every kind is so large
as to prevent any liodc of great prices the ensu
ing year. The sales of Uplands the last week,
amounted to about 4090 bags, averaging 37-Bd.
Dec'. 4th.—With reference to the annexed cir
cular we may further add, that our Cotton mar
ket is very steady at the quotations, and a fair
business going forward; at the same time, the
holders manifest little disposition to sell, and we
think a further improvement in prices more than
probable. The accounts from your side, of the
injury the crop i$ stated to have suffered, have
certainly had an influence on the holders of Cot
ten : but as yet, we believe the dealers, and con
’ sumers attack but little importance to them.
The certainty of even a slight deficiency in the
import of next year, must inevitably enhance our
prices ; for the consumption is undiminished, and
the manufactures anticipate a spirited trade dur
ing the winter and spring.
Dec. s. —The advices just received from your
quarter, and also those recently received from
New-York, though all expressing a strong con
viction tfiat your crop will be considerably defi
cient, have as yet had little effect on our mar
ket. Some of the holders indeed are less dis
posed to sell, but there are others who are still
quite inclined to sell at former rates.—We regret
to find that your new crop has opened at such
extravagantly high prices, and we can see no
other result, than that of heavy losses on all the
early shipments. Three vessels from Savannah
and Charleston have already arrived with new
Cotton.
Dec. 6. —We have no alteration of any mo
ment to notice in our cotton market; there is \
but little doing, but the prices continue tolera-,
bly steady. There is another arrival from Char- j
leston with new cotton, but none is vet sold, and
only a little of what previously came in landed.

F.xtract of a letter from an extensive Importing
House In Liverpool, dat-.d, Dec- fi, 1821.
“ We have this day Charleston dates of the
16th November. What terrible work are we
going to have again ! It would seem as if there
was now no wisdom extant. Many write that
the crops are short and from the prices given
we should think they believed it; but no one be- \
liin.es it here ; neither buyer nor seller will have j
any thing to do with such accounts. We have 1
two cargoes of new crop from Savannah, and |
[ two from your port, and three more from each!
place are expected soon. This does not lock]
! like a short crop, for we never had so much soI
] early, in all the recollection of the cotton tra
! tiers. Now we set ourselves down against eve-:
! ry man, and protest against bun that he is mad,
I if he goes over 14 cts. for good Upland Cottons;
and we have as little to do with lumas possible,
unless he will first prove that there will not be
more titan two thirds of a crop.”
HAVRE, Nov. 26.
The prices are worse and worse ; it is impos
sible to say how far the decline will go. The
* ■ plands are given up at the prices offered for,
that is to say 26 a 7 sous ;some could be obtain
ed at 255. It is not expected that tile cotton of
the new crop will bring 3us. The N. Orleans
is declining, and offered at 31 sous. Brazil cot
tons are now off ered at 35 a 365.
The business is excessively dull; there is
hardly any thing doing; you cannot form ail ex
act idea of the state of the market for Cotton.
The eutward-boundNovember Packets, with
mails for America, Brazils, West-Indies, &c. were
detained at Falmouth by contrary winds, on the
25th Nov.
The ship Ariadne, Greenland, from Hamburg
forNew-Orleans, put into Harwick, Nov. 14, with :
the loss of anchor and cable, having struck on j
the Long-sand.
The He dry Clay, Potts, from Virginia, and se
veral other vessels, went into Deal, Nov. 16, in a
strong gale at S. VV.
The Robert, Steel, from James/River, arrived
at Cowes, Nov. 20, with damage to her rudder.
The Frederick VI. bound lo liavre and N Or
! leans, was stranded near Petten, lotii Nov.; has
{since nearly tilled with water, and is not ex
pected to he got oil'; crew saved.
* The brig Hope, of Leith, for America, struck
on Rotterv-head, and was taken into Petehead,
water-logged.
The Virginia, Hillman, from Virginia for Bre
men, arrived oil’ Dover Nov. 15, in 33 days.

LIVERPOOL, Dec. 6.
The Elizabeth, Rich, from Savannah, parted
from her anchors on Friday night, at the N. W.
Buoy, and went on shore near the Red Noses;
two of the crew perished from fatigue. The
vessel will be totally lost. About 20(J bags ol
cotton have been washed up-
The Brothers, of Kincardine, from Archangel,
for this port, was driven on shore near Donagha
dee, where the crew landed. Ihe vessel was
drifted off the following tide, and it was expect
ed she would go on shore near Stranraer, where
the shore is literally strewed with fragments of
i broken ships, butter and dye-stuffs.
‘l'he Isabella, King, from N Orleans for this
port, was driven on shore on Sunday night at 10 j
o’clock, at South-Port—crew saved. The ves- ■
sel is a total wreck. About 200 bales cotton j
have been saved in a damaged state.
l'he liepeater, from Baltimore for this port, |
was driven on shore the 30th ult. at Avonwen,
about 7 miles from Pwhllely. She is bilged, and
all the mast gme by the board. Crew and pas-j
setigers saved. The cargo is also expected to
be saved. 771 bales cotton have been saved;
100 of which are partially wet, and 20 to 30 com
pletely under water.
The Aurora, hence for Beaumaris, is on shore j
at ffoylake.
The iietsey, from Dublin, with cattle, is on
shore in Bootle Bay.
The Hannah, Irvine, from Dublin for this port, I
w ith cattle, is stranded near Carnal’s Point, and-j
jit was feared would go to pieces. Crew saved.
The Crescent, Wilson, hence for Clyde, with
i a cargo ot cotton, is on shore near South-Port
! Crew saved, but it was feared the vessel would
! be a total wreck.

The Albion, Williams* from N York, which
was on shore at Bootle Ba. - , has been got off.

The Richmond, , fiitr New York for this
port, went on shore near saidsey, 26th insi. and
is gone to pieces; captain and crew, with the ex
ception of one, saved; three ladies passengers
saved.
The Mary, of Marvport, from Richebucto, was
fallen with Ist inst. in lat 4t” 5, lon 35 2 water
logged and dismasted, tilt* sea making a fair
1 breach over her; seven of the crew were taken
from her; the captain and tlo boys lost.
The Fame, Woodburn, of and for Whitehaven,
from Miramichi, was abandoned off - Barra Head,
water-logged: five of the ci;w and two passen
gers were picked up in a biat by the Aimweil,
! arrived here from Mi rami oil; the captain and
two men remained on the wreck, being afraid to
trust to the boat. /
The Alpha, Towers, from Bahia, at this port in
8 weeks. On the Bth inlt. in lat 48 17, lon 15,
fell in with the Agincqhrt, water-logged, and
without any person on board.
The weather, during the pas’ week, hasbeen
extremely tempestoos; the wind has generally
blown from the westward.- On Saturday’ morn
ing a sclir foundered in Fkrmby Channel, an
al! oil board perished. Shey supposed to have
been the Lively, from Dubliinakiat with “Love
ly, or Lively, of Cardigan ” oij tac s.orn, having
been washed up on Mo idav uiti-iiiitg. Tw oof
the bodies were found in the ewrse of the day.
The sloop Oak was lost in Imnby Channel
yesterday sennight, and, shockiL to relate, all
hands geaished. Several of the wifortunate suf
ferers were seen by those on shot, clinging to
the wreck, for a considerable spaA 0 f time, and
had the Formb’y life-boat been senVi 0 their res
cue, the whole cn board would undoubtedly have
aeen saved. \
The arrival of the ship Nimrod,\t Nw-
Y rk on the 18th inst. from Monk-video,
furnishes the latest accounts from Vlouth-
America. The Pot riots, under G . San
Martin, still remained in possession <t Li
ma on the 14th September Gen. SatAlar
tin assumed the supreme command of Pe
ru oo the 3d of August, under the titlt of

The Richmond Compiler of the 21st
says “ The ice in James Riv-ris broken as
high up a Warwick (within 4 miles of
Rockett’s.) If the mild weather c ntinues,
the navigation wiU be entirely open in two
or three days.”
