COS AM EMIR BARTLET, Editor.
-a FREE PRESS has been termed the Pal
ladium of Liberty; and since its first establish
ment, it has been cherished by the People, as
the firmand stecliast champion of their rights.—
Experience, so far from chilling the enthusiasm
with which it has been regarded, has only con
firmed it iiTthe affections of the people. It has
been proved to be a most powerful engine in
the correction of those abuses of authority, and
. those faults in the administration of Government,
which the Laws neglect, or cannot reach. In a;
free Government like ours, there are many such.
The Institutions’of our country are not based
on adamant, but are founded on opinion. Opin
ion, which is mutable in itself—is one thing in
this day, or age —may be another, the next.—
What then but an e.nlighte.vkd press can give
stability to our forms of government, by des
seminating correct and liberal notions in poli
tics, and by inculcating sound maxims, and vir
tuous principles. Our Government professes to
derive its power from the suffrages of the peo
ple. Che Press is therefore of vital importance
to the people; because it is a vehicle through j
which they can make their voice be heard,’
and respected, through every department of pow
er.
The Press may sometimes be faulty—may be
influenced by political combinations, or grow
licentious. But these are evils which speedily
worktheir own cure. A licentious Press can
not long be patronized !>y a sober and discrim
inating public ; and one that becomes corrupt,
irom the influence of power, and betrays the
interests of the people, will be neglected by
the people. And tlius self-interest, the only
vice which could have induced an Editor to de
part from Ins duty, will compel him to reform.
The principles of the present Enrroa of the
Museum, must necessarily have become known,
to a large portion of the community, by ins for
mer editorial labors. His views of men anil mea
mres have been explained to the public, by,
practical comment. And it is thought that iiis
past course will In ar him out in the assertion,
ihat his main object has always been, to puo-j
Hi an INDEPENDENT, HONEST, and IM
PARTIAL PAPER, which should serve the in
terests oftheereai body of the i'koi’lk, without
flattering thVMuuty, cringing for the favor, or
disguising the vices, of any particular class of
diem. However mistaken he may have been
in the means made use of to accomplish tins
peat object—yet lie can truly say, that lie lias
Dcen devoted to it, with an Honesty of inten
tion, uid singleness of Heart, which has di so lull
ed all consideration-, of pecuniary advantage, or
personal feeling. Where his path of duty has
been clearly marked out, lie believes he has
endeavored to fodovv it, regardless of conse
quences. lie believes that no selfish feelings,
no views of Individual profit, honor or cmoiu-
ment have had i>ower to force him from a stand,
v/hicli the interests of the people and the hon
or of his country nave called upon him iO as
sume. Where Ins duty has been plain, he has
endeavored that liis conduct should he tearless
and determined, lie lias not hesitated to de
tounce political profligacy, though ciothed with
authority; he has advanced holdiy charge,
and attacked the enemies of economy, of jus
tice, of liberty, and the people, in tne strong
holds of tneir power. This lie has not done to
gratify any angry feelings of his own, but be
cause he deemed the public good demanded it.
In particular, it will be the wish ot the Edi
tor to keep the Museum aloof from all party
entangle meats. In his editorial character, lie
will know no party, but the American people;
and will acknowledge no leaders out jyie Spirit
of Justice, and his own conscience. In tile fate
of other esta. hshments, he has learned Ul t des
tiny which must always await the Editor, who
suiters himset. to be made the tool oi a party.
He is t trust forth as the ‘‘Cat’s paw” in ad
quarrels; pushed forward as principal in con
troversies, where no has no interest, and can
gam no honor; and must bear the odium of sins
which are not his own. Ii the designs of the
party succeed, he is neglected, because Ins ser
vices are no longer useful. If Ihe sinister de
signs of the party are detected and fail—the
printer, who was only an instrument in the hands
of more cunning men—who omy became odious
from assuming oilier people’s actions —is sacri
ficed to a sehish policy; he is made the scape
goat, and sent forth iiuo the wilderness with
the sins of the whole party on his head.—
Warned, therefore, by tiic example of others,
the Editor of tile Museum will lend himself to
the views of no party. lie will advocate the
interests of THE PEOPLE, and trusts to them
alone for patronage.
In the competition between citizens for posts
of honor and profit, the influence of the .Muse
um snail always be exerted oil the side of vir
tue and talents. The spirit of our government
denies a prescriptive right in any person to of
fice. Honors and oilices are not tiie property
of any family or party—but arc the fiihs gift
of the people;, ijiict should be bestowed upon
those whose virtues hive rendered them illus
trious. They should be bestowed as a reward
for eminent services rendered the country—anti
not held out as bribes for political duplicity.
Such have been the view's and principles which
have governed the Editor ot the Museum in
his past course, anti which he modestly hopes
will continue to guide him for the future. In
soliciting an increase of patronage, which may
render the Museum more extensively useful, the
Etiitpr trusts the principles he has support
ed, are such as will advance the best interests
oi his country, and which tiie enlightened ci
t.zens of Georgia cannot but approve. With
tuese impressions, and these hopes, this PROS
PECTUS is submitted to a liberal public.
