PROSPECTUS.
THE
SAVANNAH MUSEUM,
Published in Savannah, Ga.
COSAM EMIR BARTLET, Editor.
A FREE PRESS has been termed the Pal
[aJium of Liberty; and since its first establish
ment, it has been cherished by the People, as
the firtnand stedfast champion of their rights.—
Experience, so far from chilling the enthusiasm
•mtli which it has been regarded, has only con
jimed it in the affections of the people. It has
Aeen proved to be a most powerful engine in
the correction of those abuses of authority, and
those faults in the administration of Government,
which the Laws neglect, or cannot reach. In a
fjee Government like ours, there are many such.
The Institutions of our country are not based
ea adamant, but are founded on opinion. Opin
ion, which is mutable in itself—is one thing in
this day, or age— may be another, the next. —
R'bat then but an enlightened press can give
Stability to our forms of government, by des
semmatiug correct and liberal notions in poli
tics, and by inculcating sound maxims, and vir
tuous principles. Our Government professes to
derive its power from the suffrages of the peo
ple. The Press is therefore of vital importance
to the people; because it is a vehicle through
which they can make their voice be heard,
and respected, through every department of pow-
Thff 1 Press may sometimes be faulty—may be
jifluenced by political combinations, or grow
licentious. But these are evils which speedily
vorktheir own cure. A licentious Press can
,ot long be patronized by a sober and disenm
iating public ; and one that becomes corrupt,
tom the influence of power, and betrays the
nterests of the people, will be neglected by
he people. And thus sell-interest, the only
ice which could have induced an Editor to de
art from ins duty, will compel him to reform.
The principles of the present Editor of the
tosECM, must necessarily have become known,
, a large portion of the community, by his for
ier editorial labors. His views of men and mea
ses have been explained to the public, by
pctical comment. And it is thougiic that his
pit course will b ar him out in the assertion,
tkt his main object lias always been, to pub
lish an INDEPENDENT, HONEST, and IM
PARTIAL PAPER, which should serve the in
terests of the great body of the people, without
flattering the vanity, cringing for the favor, or
disguising the vices, of any particular class of
them. However mistaken he may have been
in the means made use of to accomplish this
great object—yet he can truly say, that he has
jeen devoted to it, with an Honesty of inten
tim, and singleness of heart, which Has disduin
nl all considerations of pecuniary advantage, or
lersonal feeling. Where his path of duty has
ieen clearly marked out, he believes he has
(liueavored to follow it, regardless of conse
luenoes. He believes that no selfish feelings,
and views of individual profit, honor or einoui
ieiit, have had power to force him from a stand,
inch the interests of the people and tue uon
r of his country have called upon him io as
wiie Where his duty has been plain, he has
mdeavored that his conduct should be tearless
ind determined. He has not hesitated to de

lutiioriiy ; he has advanced boldly to the charge,
ind attacked the enemies of economy, of jus
tice, of liberty, and the people, in trie strong
bids of their power. This he has not done to
ratify any angry feelings of nis own, but be
muse he deemed the public good demanded it.

tor to keep the Museum aloof from all party
entanglements, la his editorial character, lie
will Know no party, but the American people;
ind will acknowledge no leaders but the Spirit
f Justice, and liis own conscience. In the fate
of other establishments, lie has learned the des
tiny which must always await the Editor, who
sutlers himseli to be made the tool of a party,
lit is thrust forth as the ‘'Cat’s paw” in all
quarrels; pushed forward as principal in con
troversies, where he has no interest, and can
gam no honor; and must oear. the odium of sins
winch are nut liis own. If the designs of the
party succeed, he is neglected, because his ser
vice’s are no longer useful. If the sinister de
signs of the party are detected and tail—the
printer, who was only ail instrument in the hands
of more canning men —who only became odious
from assuming other people’s actions—is sacri
ficed to a selfish policy; he is made the scape
goat, anil sent forth into ttie wilderness with
the sins of the whole party on liis head.—
M amed, therefore, by the example of others,
the Editor of the Museum will lend himself to
the views of no party. He will advocate the
interests of THE PEOPLE, and trusts to them
alone for patronage.
in the competition between citizens for posts
of honor and profit, the influence ot the .Muse
um shall always be exerted on the side of vir
tue and talents. The spirit of our government
denies a prescriptive right in any person to of
fice. Honors and offices are not the property
ot any family or party —but are the free gift
of die people; and should be bestowed upon
those whose virtues have rendered them illus
trious. They should be bestowed as a reward
fur eminent services rendered the country—and
not held out as bribes for political duplicity.
Such have been the views and principles wliich
hue governed the Editor ot the Museum in
lus past course, and which he modestly hopes
will continue to guide him for the future. In
soliciting an increase of patronage, which may
render the Museum more extensively useful, the
Editor trusts that the principles he has support
ed, are such as will advance the best interests
ot liis country, and which the enlightened ci
tizens of Georgia cannot but approve. With
tuese impressions, and these hopes, tiffs PROS
PECTUS is submitted to a liberal public.
TERMS OF SUBSCRIPTION.
THE SAVANNAH MUSEUM is published
daily, at Eight Dollars per annum, payable in
*i •mice. If not paid during the year, Ten Dol
lars are charged.
The SAVANNAH MUSEUM FOR THE
COUNTRY, containing all the News and New
Advertisements of the Daily Paper, is publish
ed three tildes a week, for Five Dollars per an
num, payable in advance. If not paid during
die year, Eight Dollars are charged.
Either Paper is forwarded to any part of the
•suntry, without any extra charge.

ten <,ne hundred dollar notes of the Bank of
the United States, signed by W. Jones, Presi
dent, and Jona Smith, Cashier, of the numbers
and tenor described below, were placed in the
P‘*t-°ffice at Philadelphia on the evening of the
13th December, 1820, inclosed in a letter by J.
S. kG Hobson, to Joshua Milne at Savannah in
Georgia, which letter was never received; and
as the entire mail of the 1,4; li Dec. from Phila
delphia to Savannah miscarried, the belief is
that the said letter and notes were stolen or
robbed from the mail. Application having been
made to the bnk by the subscriber for the paj
ment of the whole of said notes, all persons
