Sth, 1812 j We have had a good demand for upland cot-j ton, which lias been pretty steadily maintained;! but new-orleans are dull, also sea-islands. At ai f. public sale of the latter on the sd, about 1300: bags were brought forward, only about one half’ of which met with buyers, and that also went off on the whole at rather lower prices. Brazil cot tons arc also still looking down, and the arrivals of this description are expected to be large soon. Our import from the United States is so far this j year less than it was at the same period last year, yet the market is on the whole heavy, and the quantity offering for sale rather considera ble. There are reports in circulation that there j is a probable intention, on the part of ouri government to impose an increase of duty on ! cotton, to take place in 7th month next; some 1 ; ! apprehend that it will be increased to 2d per! pound on American and Brazil, ar.d Id per lb.! ;on east india; but it is quite uncertain as yet i ‘ y bat the increase may be, jr if there wil Ibe aiiy 1 at all. j We have Very little alteration to notice in oiir : market for articles. Ashes continue steady and i are maintained; Naval stores remain much as be fore; Rice is a little higher, and there is more i demand for export, good Carolina may now be :be quoted at 15s per cwt Flour continues dull and the sale very limited; Virginia stemmed to bacco has advanced 1-2 to 3 4 per pound the stock being, now very small, but leaf is without i improvement e ther in demand or price. A our prices ought to fail if there he an increa ;sed dutv on cotton; ours will not rise in any 1 proportion t< the advance on the duty, if they rise a* all We understand that the chancellor ■ itiiie exchequer intimates that lie would pro propose either Id on American and Brazil, and 4*l on East India, or 2t! on American and Brazil, and Id on East India; in the latter case, a draw - i back to be allowed on the export of all cotton goods. It is however altogether uncertain what will yet be done ; the measure will meet with great opposition. CROPPER, HENSON & CO. * Liverpool. .If no B. There is to be a change in die duty on cotton. A specific one of Id per ! tb. it is generally thought will be laid, to take effect in .Inly. Though a larger duty is also c niteinpiatcd of 2d pel’ lb. and allow draw back of l}d on exported manafactnres of cot ton. Any cotton arriving here in June, will pay the j old duty, but have the benefit of the new, as our | prices are epxected to improve to the extent of 2.3rds of the new duty. Our cotton market is without any change since Ist May. FORK IBS’ NEWS. | From foreign papers received at Jb'ew-York. ! Sir Thomas Lethbridge has proposed a pro tecling duty of 4Js per quarter on foreign ! wheat! He is supposed to speak the wishes of the agriculturists. [ Foreign Com —From the sth Jan. 1791, to ; the loih Febuary, 819, when the ports closed I against the importation of foreign wheat, there ■ were imported into Great Britain 15,192,748 (quarters, which was ail average of 542,598 quar. 1 , e*’j annually. London, Jl:y 6.—Deputations from the mer [chants connected with the South American and other trades in Liverpool, have arrived in i own, to attend to the measures now before his ! Majesty’s Government, and the House ofCom i mons, touching the commercial connexion with I tin- former colonies of Spain, in t:te western 1 nemi! phcie, arid the other important questions meeting the shipp ng and mercantile interests ot* tills country i.ourier. May 3.—lntelligence of an important charac ter, u.i regards tin* Turkish squadron, arrived . csterday from Vienna. It wa? brought by an extraordinary courier, the advices being of the ve.y r .'cent date of the 24th ult. We learn that -n official communication has been made from . t. Petersburg to the Court of Vienna, indica ting on the part of the Emperor the nfi.st pa cific s* ntimeuts, and a perfect acquiescence in the proposals submitted to him by the mediating jiowc -. f-r the purpose of preserving the peace •if Eo.ope. f lic exact nature of the arrange ments suggested has not transpired; but we a e assured that the message from the Cabinet ,and it. Petersburg, was in a tone so conciliatory, (at a period too, when perhaps, contrary senti ments were anticipated) that messengers were immediately despatched by the Austrian govern ment to convey the agreeable intelligence to the different Courts of Europe, which have ta ken an interest in the negotiations. There is lutle doubt that a Congress, the expedient so often adopted for settling the affairs of Europe, is to be resorted to on this occasion, and that the period of its assembling is not fir distant— May 6. The bargain about to be conclud ed between the Government and the Dank of Eoglat and, fixes much oftne public atten tion. The bank i’to surrender that por tion of its chaste*ed privileges by which tne number of partners it* any other bank ing concern throughout England is limited *o six ;and in return tor this concession, it is to be allowed to exercise all its other privileges and prerogatives until the year 1843, instead of 1853, the period at which the existing charter expires. What sort of a bargain this ought to be considered for the public, we may guess, from the cordi ality with which it was received by the meeting of proprietors held on Tuesday last at the bank. The continuance of the monopoly was there regardedas having got on -uch cheap and easy terms, and, by ne cessary cotiserjuerice, as having been sold oy the Ministers so much beneath its value., that it was approved of unanimously by the Proprietors of the Bank Stock. Ireland.— The distre-s, in consequence ot a shortness of provisions, is very great. Subscriptions were raising at London, Liv erpool, and other places, for ihe relief of the people. From an actual survey of a port of Clare, it is ascertained, that between 50 and 60’000 are wholly without the iu* , ans of suD'istence. Iri Limerick, Ker ry, and Mayo, counties, the distress ap pears to be in a similar degree to that des cribed iu the following account from, Ualway, Jlpril 27. —The distress of the poor increases daily—new groups of beg gars are constantly to b : seen arriving from the country, principally from the weM ward. No spot upon the faceofthehabirableglobe presents such asceue of misery want, and wretchedness, as this town does at present. Many are now affected with that kind of fever which is ever attendant upon a want of food, and each day records seme death [after a very short illness. A town meeting [is called for the Cth of May. | -April 22.—The price of potatoes this day was eight pence per stone. The situ ation of the poor is really deplorable.— I’liere *re many bad cases of fever, too, in the Fever Hospital. [By the U. S. brig Enterprze at Charleston] NASSAU, May 25. Mis Majesty’s schooner Speedwell, Lieut Geary, returned on Thursday last from a cruize among the lilands to the windward. It having been ren rted that a Spanish ship captured by a Columbian cruizer was lying at some of these Jsi.m ds Lieut. Geary went in search of her, but could not fall in with her. * Me received j information that the ship had been sent off! to Margaritta* It is uur prtiof il duty to state further Pi r aoies committed on our unoffending Turt- [ lets and Wreckers on the coast ol Cuba, i by wretches mostly belonging ‘o that Island ; land who receive every countenance, sup port ami intelligence from the inhabitants on shore, where they find a ready market lor their plunder. From the imbecility of authorities in Cuba no relief can be expec ted, nor any measure to b taken to put a stop to these v. auton acls of robbery and cruelty. The sloop Success, of this port, William Whitehead, master on a Turtling voyage on the coast of Cuba, was taken by two l’i ratical schooners on the 9th inst. the tnas (cr and crew were severely beaten, and robbed of every article on board, as well as’ ail their clolhs. Three slaves, pait of the i crew, were take;* out and put on beard of another vessel, the Sisters, belonging to Mr. G. Demerit, which had also been cap tured by the b nno Pirates. I’lie sloop .Sarah & Margaret, also of this port, Joseph B. Kemp master, was also [captured by them ; tiie crew robbed and ibeatenin the same manner, allowing them [to depart wilh onlv a few gallons ol water !on board. The Sisters, it is said escaped from them, but has not yet arrived here. May, 29.—The schooner Sea-Flower, of this port, which strived a few days ago un der a jury mast, from St. Juan tie los Re medies, had three times attempted to get out of that port. On the 18th inst. put to ea, hut before she was three leagues from land was chased back again, and anchored in the harbor, when the crew hastened to shore in their boat anil landed before a Pi ratical vessel got alongside and catne to an jclior. The pirates then sent a boat and brought Up two other vessels iu the harbor, jibe John and Diligence, also of tins port, | which they plundered of all their provia | ions. They then began with the Sea-Flow i placed in their own vessel, and robbed her i of Rigging and every other article anywise convenient. It was the intention of the pirates to have burnt these vessels, but were persuaded from it by one of their as sociates. June 1. —In our paper of the 25th ult. we mentioned Mr. Gt-o. Demerit's sloop having been taken by Pirates on the coast of Cuba. Mr. Benjamin JNesbold, master of that vessel, the Sisters arrived here two days ago, anti states that he tvas captured on the 4th, by a schr. of aboi/t 50 tons bur then, ami bad a spy glass and colors tak en from him, and received in lieu a box of Sugar. On the 9th, the Sisters was again taken by the same, accompanied by anoth er, who plundered the vessel and beat the master and crew in a cruel manner. On tiie next day, being chased by two vessels, the crew determined to qujt the escape to the shore in thejir boat, fearing further ill treatment; when Mr. Newbold finding tiiat he should be left alone, with out a boat, victuals or water, reluctantly quitted his vessel with tlu: crew, having been told by the Pirates if they fell in with them again, they should he all put to death, Mr Newbold has no doubt but the sloop met with by the U. S. schr. Grampus, Lieut. Gregory, as described in his letter from Havana, is the Sisters, owned by Mr. Demerit, as above mentioned.
