THE MUSEUM.
Emulation has been termed a spur to
virtue, an 1 assum to be a spur of gold.
But it is a spur composed of baser materi
als, and if tried in the furnace, will be found
to want that fixedness which is the char
acteristic of gold- He that pursues virtue,
ouly to surpass others, is nor fur from wish
ing others less forward than himself; and
he that rejoices too much at Iris perfections,
will bo too little grieved at the defects of
other men. We might also insist upon
this, that true virtue, though the most

The Came of the Greeks and the Greek
Constitution-
The following extract cf a letter from
Greece contains important, and we are as
sured authentic information concerning
the views and proceedings of the Greek",
ie!.itiye to the establishment of a constitu-
I tional Government:
“ I have before me the cohstitutiona! act
of Greece, which I shall transmit to you by
the first opportunity. The copy which has
been received is duly attested, and bears
all the marks of certain authenticity. It
begins—‘ln the name of the most Holy
Trinity, one and indivisible. The Greek
>ation3, which groaned under the abomin
able yoke of the Turks, being on longer a
ble to support the weight of a tyranny un
exampled in the annals of the world, has at
last resolved to shake it off and proclaims
today, by means of its legitimate repre
sentatives assembled in national congress,
jin presence of God and of men, it* irnle
jpendence and political existence, &c. Giv
en at Epidaurus, Ist of January, 1822. first
year of independence.” This constitution
is called provisional, and is divided into
titles, chapters, and articles. It is too
long for a regular analysis,but a few ot the
leading arrangements ofit are as follows :
Christanity, agreeably to the rites and
doctrines of the otthodox church of the
East, is declared to be the religion of the
State—yet every Greek citizen who may
belong to any other set of Christians, enjoy*
the same political rights; those who believe
not in Jesus Christ can only enjoy civil
rights, i'lte State guarantees to them be
sides, the existence, the honor, the proper
ty, and free excrcisejof their worship.—
There are three powers—the Legislative
and the Judicial. The number ot the mem
bers of tiie legislative body is not fixed, as
the definitive law of election has not yet
been promulgated, The legislator* are
elected only fu a year. They will chose
from among themselves their President and
Vice President. The representatives of
the nation must be citizens, and be at least
SO years ol age. The executive body is
composed of five members chosen from (lie
legisative body, bjf an assembly formed
fur this purpose, agreeably to a special and
particular law. Thjs ‘Perdarchy, has also
a President and Vice President chosen
from among the fiv;e members which com
pose it. It is the last body which nomin
ates the to the number of eight,
for as many departments. The prime
minister i entitled Chief Secretary, ol
State, and is charged with the department
of foreign aft a ins. The judicial body is in
dependent of the other two, —The constitu
ent assembly was dissolved immediately
after it had Accomplished the purpose lor
which it had ween convened. M. Marroc
ordato president. It appears also, that this
same assembly has chosen the •Pentarchy,’
of which tiie presiilency has been confided
to Mu rracordato. M. Negri has been cliar-i
ged with the functions of Secretary of
State having the department of foreign af
fairs. The executive b uly has aUerdy de
clared a loan of 7,000,000 piasters, bearing
an interest of eight percent. The actions
of this loan shall be put into circulation,
and even be preferred to specie in the sales
of national property. The assembly ha*
also published a proclamation, in which it
invites the Greek nation to voluntary gifts
and patriotic offers, and gives the assu; Eiice
that they’ will be accepted with thankful
ness, and that the names of the generous
donors will be inserted in a register, to or
der to perpetuate their memory. There
are also particular and local coostituions
jIW the principal divisions which form the
l Greek State. At present there are only 4
provinces—the Peloponnesus, Western
Greece, Eastern Greece, and tiie Islands
of ibe Archipelago Each has its parttcu-j

is President; of the second, Marrocordato ;
of the third, M. Negri ; and Lie fourth, one
of die principal inhabitants of the island ot
Hyd a. T here will be formed other pro
vinces, H3 the other parts of Greece free
themselves from the Turkish yoke—they
will also have, their congresses, or Inca!
senates, acting in concert by their depu
ties with the genera! congress for the pro
moting the general interest. Os all their
local constitutions that of the Pelnponessus
appears the least regular and least liberal,
as it is always the ancient primates who,
without being elected bv the communes,
choose the deputies and send them to the
general congress.
There is, also, an Areopagus in each of
the grpit’ provinces, for ‘hr administration
of civil justice. The National Congress)
sits this year at C uinth, and remains in I
permanent session all this first year.
