ers as yet offered to the public, for the cure of
all sorts o f ßheumatism; its efficacy in giving
speedy reliefjn this complaint, is astonishing!
not only in easing the pain, but in dissolving
the coagulated lymph which fixes itself on va
rious parts, and by continuing to remain station
ary, produces incureable lameness. Moreover:
it is an excellent remedy to allay the pain of the
Gout, Paralytic Pain, help focal Palsy, obviate
Gangrene, remove the Cramp, the Tooth-Ache,
and the Crick in the back. It is superior to al
most every other application for burns U scaids,
and if applied immediately, extracts the fire al
most instantaneously It infallibly cures bruis
es and sprains, broken breast, sore nipples, ul
cers and sores. It is good for the mumps, sore
throat, the hooping cough, the piles, and any
kind of pain or aclte.
When mercury has been used and by reason
of a cold becomes fixed (as it commonly does)
in the joints, by which means a joint swells, is
stiff’ and painful, by applying (he Anti-Rheuma
tic Salve, one may expect to be relieved in a
short time; however, in some very cbstir.ate
cases, or of long standing, the warm-bath may
be had recourse to with advantage, previous to
using the Salve
The author being well known in the treat
ment and cure of Rheumatism, assures the pub
lic, that neither mercury nor any of its com
pounds, in any shape whatever, nor any ingre
dient injurious to health, enters the composi
tion of the Anti-Rheumatic Salve, which is otter
ed to the public not as a cure all, bot as an ex
cel lent and as an excellent and safe remedy for
external application. He relies on the Salve to
recommend itself.
No sea vessel should be without this very val
uable Salve, and all families ought always to

After the most minute research and experi
ments made on its efficacy, Dr. Berthelot now
confidently assures the public, that he has in
vented a mixture which will most infallibly des
troy those unwelcome disturbers of our repose,

As Dr. B. is desirous that which he now offers

from the Medical Society of this city in relation
tq the act of the last Legislature for the sup
pression of Quackery be received and that the
, same be published as is required by law, in all
‘the Gazettes in this city.

To establish a tribunal to enquire into the quali
fications of persons claiming to practice Me
dicine, Surgery, & midwifery, within t'>e city
of Savannah, and to grant certificates to the
same if found properly qualified.
Whereas, it appears by a memorial of the
Mayor and Aldei men of the city of Savannah,
that the good people of the said city, and es
pecially the poor & illiterate people thereof, have j
suffered heretofore muchevii from the want of I
proper lawsio regulate the practice of medicine, 1
surgery, and midwifery- therein, the const-!
quence of which want has been the indisc, imin- j
ate and arrogant pretensions and undertakings I
of manv unlearned and empirical persons to
practice therein in the said arts: And whereas, |
sound policy and a proper regard For the healths
and lives of the citizens of a commercial, popu
lous, and growing city, require that the legisla
ture should guard against such an evil for the
: future:
.{ §L| Be it therefore enacted by the senate and
house of representatives of the state of Geor
gia in general assembly met, anil it is hereby
enacted by the authority of the same, That the
Georgia Medical Society established in the city
ot Savannah, shall be invested with and pos
essed of full power and authority to examine,
j inquire into, iuvest-gate, and determine on the
professional qualifications, attainments, and ca
j pacities ofailar.d every person or persons claim
ing to practice within the limits ■ f the said city the
said arts of medicine, su’ gery and midwifery,
orin any two or one of them, and to grant certifi.
cates of qualification under the common seal
of the said society, or, if there be no common
seal, under tiie signs manuel of their presi
dent anil secretary, to him, her, or them so
claiming and making application therefor, if,
by a majority of said society, he, she or they
shall be deemed duly learned and qualified. And
it shall be the duty of the members of the said
society, when application shall be made by any
person or persons for his, her, or i heir examina
tion to the end aforesaid, to convene at their
customary place of meeting, and to decide
upon the applicant's petition, Within ten day s
after they shall have been summoned to convene
by their nresident, or in his absence, sickness
•or other inablity, by the person or persons dis
charging his duties, or if there be not any sucli
person or persons, after they shall have been sum
moned by their secretory. And it shall be ihe
dutv of the said president, person or persons
performing Jus duties, or secretary, to summon
each and every member of the said society,'by a
written citation, expressing the object of the
meeting, the name or names of the applicant
or applicant, and the day of the examination,
within ten days after the application shall have
been made to him or them: Provided always,
that prior to the examination of any and every
applicant, the members of tbe said society shall
severally take a solehih oatli, to be administered
by the mayor or t,y alderman of the city of Sa
vannah. weil r truly, and impartially to examine
and decide upon the attainments and qualifica
tions of the applicant or applicants, and to gram
certificates of qualification to him, her, or them,
if, in their judgments, he, she, or they shall be
found duly learned and qualified, to practice in
the said arts of surgery, medicine, and midwife
ry, or in any two or one of them: And provided
also, that in their examination the said society
shall be restricted and confined to the investiga
tion of professional attainments aud capacity
alone, without regard to anv former or present
professional or moral reputa’ion, and shall not at
any time require as atestof’qualification, or any
degree of evidence there f, that any applicant
should have obtained a diploma from any medi
cal college or university, or should have studied
thereat, or elsewhere.
§ 2. And be it further enacted by the authori
ty aforesaid, That if, after application shall have
been made, agreeably to the provisions of this
act, the President of said society, or other per
son or persons, performing his duties, or there
being no such person or persons, if the secreta
r>- of said society shall refuse, or shall delay till
after the time heretofore prescribed to issue
summons for convening the members, or if he
or they shall appoint a day lor their conveing
the members, or if he or they shall appoint a
day for their con veiling more remote than the
tenth day from the day of the date of tile cita
tion, the person or persons applying may sever,
ally institute an actinn or suit at law in t! e*Su
perior or Inferior courts of the county of Chat
ham, against the said President, or person or
persons performing his duties, or against the
secretary to recover damages against him or
them, in his or their individual capacities, for his
or their refusal or delay, or improper appoint
ment. And if after being summoned to convene,
the said society shall fail to do so on Uie day ap
pointed in the citation or afterwards on an ad
jouigkd day, but a day within the time hereto-
for their convening, or if) hav
ing convened, they shall severally fail to take
the oath aforesaid, or having, taken such oath,
shall fail to proceed to the examiation afore
said, and to a decision thereupon or if the said
society shall in any respect violate the provis
ions of this act, it shall be the duty of ihe Judge
of the Superior court of the county ot Chat
ham, upon the petition of the party injured,
“setting forth any such failure or violation and
supported by his affidavit of the truth of such peti
tion, to grant as a matter of right, a writofscire
facias, directed to the president and members
of said society requiring them to shew cause
at the next term of the said court, why their
charter or act of incorporation Should not be
deemed forfeited. A copy of this and of the
petition shall be served upon the president or
secretary, and if the allegations be denied, an
issue shall be joined, and the facts be tried by
a jury empannelled and sworn as in other cases.
If the allegationsof the petition be found to be
true, or if they be admitted, and no good cause
be shewn for the former failure or violation, it
slra l be ihe duty of the court, upon application
of the,party injured, to appoint a,day not more
remote than <en days, on which the society shall
convene, and conform in every thing to tbe re
quirements of this act, and to the order for this
purpose no return shall be received from said
society but one sis absolute comnlianre under
osfth of the President or Secretary; which re
turn shall be filed in the clerk’s office within 5
days after the appointed day.. On failure to
make such return, tbe Judge of said court shall,
in vacation, award a judgment of forfeiture
of the charter, upon application as aforesaid; and
execution shall issue for costs as aforesaid,

§6. And be it further enacted by ihe autho
rity aforesaid, That if the Georgia Meuicai So.
ciety shall communicate to the Executive de
partment of this state, on or before the said
first day of Febniary next, their acceptance of
this act as an act additional to their charter, and
that they are wi ling to be bound by its coudtior,
and requiit ments, this act shall from thence
forth commence in full and complete operation,
but otherwise shall be totally null and void
And be it also enacted, that the said society
shall; before the said first day of Feb. give no.

duty it shall be to make said acceptance public
by advertisement in all the public gazeites of

There are few so ignorant as not to know
that a work like this, if even tolerably execut
ed, must possess extrinsic value. The compil’
alion of this book is allowed by competent jud
ges, to be performed in a very masterly man
ner ; and the well known character of the gen
tleman w hose name it bears, forbids the idea
