day last, under signature of ‘ The People. ’ is mis
taken on the subject of the balance in the City
Treasurer in July 1821.
Instead of a balance in, there was at that time,
a balance out of the Trcasuary of §52 52. ’Tis
by no means Surprising that the writer above al
luded to, should have erred on this subject; for
all the authorities which I have consulted, on the
art of book keeping, lay it down ss an absolute
position, that the balance cf a cash account must
necessarily be on the debit side, for say the sa
a.ar.%, cash must first be received, before it can be
paid out.'’ But this is onlv one among the many
evidences exhibited to us, by the managers of our
public affairs that they are too stiff “necked and
rebellious ‘to be bound down by any positive rules,
from whatever source they niavliave emanated.
This year the balance was found on the right
-aide of the account—but I was informed about
the time the balance was struck and that too as
coming from the Treasurer h rnself, that, the ba
lance then stated was not in cash, but in J e bids
—this may have been the case last year, some
one may have receipted his account on receiving
the Treasurer’s due bill, prefering an honest
individual’s due bills to a claim against so
profligate an administration But the story of due !
bills cannot he true, because the committee of
finance certified that the balance of SL>45 14
stated to be in the treasury on the 10th July iast,
w,s actually exhibited to them by the Treasur

Tr, the course of my travels in the up country
1 visited many Senjina"ies. Georgia is rapid'w
advancing in the liberal arts and sciences, and
will ere long stand high in Literature. I do not
know of village, that contains ten families,
• hut has respectable academies, preparing stu
dents to outer college. The people are learn
ing to be truly liberal, and the more enlightened
their ihildren become, naturally, ( lieir liberal',,
Mill be greater in promoting the welfare of the
atgte, by encouraging learning. The new coun
ties have many very respectable male and female
academies, and are well supplied with what is
termed Country Schools, from the language 0 not
being taught therein. Very great attention and
regard are paid to female Schools. Audi can
not forbear mentioning those of Greensboro,
Lexington, Madison and Athena. They have
■come under my own immediate knowledge

Dr. Waddel, too much cannot be said in his com
rr.endation, w hen we look at the astonshingly
flourishing state of the College at this time and
ot the past. Long a distinguished instructor of
vouth in South Carolina ( uni whose loss she
• sensibly feels) he continues, to act wit'll that un
weared diligence and indefatigable zeal, in the
welisre of youth, (ami in the best interest of the
College,) that ever characterized him, when at
•home, when directing hi* ov.n private institu
tion. which frequently contained 160 pupils
It is by his persevereance, and the deep inter
est lie feels, that the College is, at this period
what it is a state the most flourishing— state
long to be remembered—and I may justly say
lung needed.
The labors and tallents of T)r. Waddel, were
amply tested at the last examination of the Col
lege. There are 1 presume at this time, abou’
One hundred and thirty students; and the pre
paratory Acadc my about 80.—The students,
are very orderly, ami reflect much honor on the
Institution.
The preparatory Academy is a great nursery
to the college. It furnished college with be
tween thirty and forty students at the lasi ex
(urination. It ia supplied with two able teach
ers, and one asistant. The poor enjoys all the
* privilege of the rich—it is unnecessary to say
that tuition is gratis. Yours.
